In a major step forward for the Lodamese defence shipbuilding industry, Cowgill-Masterson Maritime Engineering (CMME) has officially launched the LCS-Kensington, Lodamun’s first supercarrier. The occasion, which had been marked by the attendance of President William Stedman, Secretary of Defence Michael Benson and Chief of Naval Operations Admiral Allan Freeman, represents the first time the nation had built such a ship and represents the culmination of decades if not centuries of effort and investment towards building the Lodamese shipbuilding industry’s capacity to construct such a vessel. During its construction, the vessel was shrouded in both controversy and mystery as initially, there were plans for it to be constructed in Kalistan; however, amidst Lodamun’s split from the Anantonese Empire, shipbuilding contracts between the two nations were cancelled. Thus, the Defence Procurement Administration instructed that CMME, the principal contractor, clear one of its domestic shipyards for the vessel’s construction. According to the DPA, the decision to build the vessel within Lodamun should not result in cost overruns nor should it result in delays. CMME, in adhering to the DPA’s directives, reportedly halted all work related to a crude oil tanker in its shipyard in Portswood to ‘make room’ for the Kensington’s hull, which was being towed from Kalistan to Lodamun. Owing to the ship's importance, the Portswood shipyard had been virtually encased in a security bubble by the Departments of Defence and Domestic Security as it was believed that civilian interest in the project would have garnered ‘unwanted’ eyes on much of the vessel’s construction. From maritime patrols and persistent sweeps to the rumoured positioning of anti-drone defence systems, the Department of Defence noted that the vessel’s importance necessitated its otherwise extensive security measures. Nonetheless, the vessel’s progress had been monitored via private satellite images throughout the years, which shows the completion of the vessel’s hull, the insertion of its nuclear-powered engine and the installation of its physical subsystems.

The vessel had been initially constructed with the intent of enhancing the Lodamese Navy’s expeditionary operations as much of its activities in the field had been primarily done by its horse-work St. Christopher-class amphibious assault ships. Expeditionary Action Groups, primarily led by the AAS, formed the backbone of Lodamun’s response to international situations well beyond its borders. The decision to construct Kensington and its two successors came amidst broader concerns related to the endurance of the amphibious assault ships, as it was noted that the vessels’ range is ultimately limited by refuelling requirements for their twin gas turbine engines. The need for a nuclear-powered vessel for power projection thus came into the crosshairs of the Lodamese Navy and the DoD at a defence review at the time. In envisioning the carrier’s deployment within the Lodamese Navy, the DoD noted then that their construction would likely coincide with the establishment of the nation’s first ‘fleet’. Admiral Freeman explained that the Lodamese Navy had been observing the structure of various ‘battlegroups’ and ‘fleets’ throughout the world, including Luthori, Hutori, Lourenne, Dorvik and Kalistan, in order to determine the best ‘make-up’ for Lodamun’s first fleet, which is to be led by the LCS-Kensington. He noted that noted that the Lodamese Navy’s fleet systems would operate on the same principle as the Lodamese Armed Forces’ theatre commands. Future fleets will be specifically assigned to geographic areas/theatres throughout Terra and specifically developed to operate within said theatres, albeit each being led (it is anticipated) by a carrier or two. “What we are envisioning for the Kensington is for it to operate in Seleya and (in the interim) respond to situations elsewhere. It is obvious that as more carriers are launched and their fleets are established, the carrier will likely be locked to its specific threatre. But there is certainly room for discussion on rotating fleets such that they potentially become familiar with operating in different environments,” Admiral Freeman explained.

Although the Kensington has been launched, it does not, however, mean that the vessel is ready to be integrated into the Lodamese Navy. CMME has noted that the vessel still has to undergo extensive sea trials wherein much of the vessel’s hardware and software would be tested for their reliability. The vessel’s CATOBAR (catapult-assisted take-off but arrested recovery) system has to undergo extensive training to eliminate the chance of error when in full operations. Secretary of the Navy Walter Moody stated that the CATOBAR system had been quite difficult to develop based on schematics from other countries, noting that CMME had been largely unfamiliar with the system. He noted that technical assistance from Hutori had been rendered to ensure that the system was indeed functional and up to standard. The vessel is expected to have a carrying capacity of around 70+ combat aircraft inclusive of the LF-35C and the LF-18. Secretary Moody confirmed that Lodamese Navy pilots had been flown to Hutori and Dorvik to become familiar with landing on carriers and using the CATOBAR system. “Once our pilots have perfected the art of landing and taking off, we can begin building an acumen within the Lodamese Navy and potentially expand it to begin training Kalistani pilots to land on our carriers,” Secretary Moody explained. President Stedman stated that it was important that Kalistani pilots, in the future, become acquainted with operating on Lodamese carriers as he stated that the Kensington itself would likely be involved in patrols in the Anantonese Ocean and it may be useful for Kalistani pilots to land on the carrier (with tail hook attachments) and extend the range of their combat air patrols. The Kensington is likely to conduct its sea trials in the Mad Dog Ocean, the Karzon Strait and parts of the Anantonese Ocean in the coming months.

Having been encouraged by the federal government to expand its activities internationally as a means of enhancing its competitiveness among other global companies, North Seleyan Petroleum, Lodamun’s largest crude oil and natural gas company, has revealed that it intended to make a 30 billion LOD, long-term investment into energy infrastructure throughout Keris & Macon, and parts of Seleya. In a press statement issued earlier last week, the company noted that it had completed negotiations with the Hutorian, Dolgavan and Egelian governments on the development and construction of numerous infrastructure projects including a crude oil refinery in Hutori and fuel bunkering facilities in Dolgava and Egelion. Numerous business and energy analysts noted that the company’s statement was consequential, as it ultimately stood against the backdrop of an ever-increasing energy supply amidst renewed efforts by the Harrington Company to source additional energy partners to diversify its import portfolio. The completion of the company’s two floating LNG facilities has spurred increases in fuel transfers from the Keskula field off the Lodamese coast. 

This, when coupled with the renewal of its contract to operate in the Althorcaea Shelf in Hutori, forms part of the company’s rationale for its sudden ‘global expansion’. The Harrington Company, beyond acting as the nation’s virtual clearinghouse for all matters related to trade, also acts as the nation’s quasi-import/export credit agency and has played a central role in establishing streamlined processes for foreign enterprises to become involved in the Lodamese market, albeit to limited success. Newly confirmed Merchant-General Carolyn Mobley noted that the HC would back NSP’s foreign ventures as it sought to place additional emphasis on the historically neglected export-credit side of its operations. “We have recognised that we have remained at the sideline of the global crude oil and natural gas market and have committed to reverse that. We have received major support from the Harrington Company to expand our reach throughout Lodamun’s immediate surroundings. That means we are seeking to go into Keris, Macon and other parts of Seleya. We are committed to positioning NSP as a major player in this market,” the NSP statement read.

Energy analysts have explained that the rationale behind the proposed construction of a crude oil refinery in Hutori can potentially be found in NSP’s broader ambitions to solidify itself in the Hutorian energy market. Douglas Ferrell, an energy economist, noted that the presence of well-established firms such as Carter Energy, made NSPs initial venture in the Hutorian energy market an uphill battle. He explained that as a direct result of this dynamic, NSP had largely kept its operations in Althorcaea Shelf purely on the side of extraction. The company’s “Cornelius” FLNG processing plant had long operated on the shelf, extracting raw natural gas from wells and processing it on the spot, before shipping it to Lodamun directly. “The natural gas in that field made it such that the company could avoid becoming tied down in the crude oil business entirely. It should simply have the Cornelius anchored above a well, extract the natural gas, process it and ship it to Lodamun or wherever directly. I think the refinery means that the company wants to get into crude oil and wants to be able to process a volume greater than what an FPSO (Floating Production Storage and Offloading) facility could handle,” Ferrell explained. 

The refinery, according to the NSP statement, is likely to be backed by investments in the construction of crude oil pipelines from the field directly to the refinery itself. “The nature of crude oil refineries is that their viability is nearly wholly dependent on feedstock, that is, a consistent and readily available supply of crude oil waiting to be processed. So it’s not viable for the company’s business in crude oil to be wholly dependent on tankers docking themselves along an FPSO and shipping crude oil to the refinery onshore. Scalability would decline in the long-term, and in the energy sector, the long-term is extremely important,” Ferrell added. Despite this, in a previous statement, the company revealed that it planned to follow up the Cornelius and McGuire FLNGs with two FPSOs, pre-emptively named the Amias and the Boyd.

These two FPSOs’ construction would ultimately be complemented by the construction of fuel bunkering facilities in Dolgava and Egelion. In the case of crude oil from the Althorcaea Shelf (and potentially future ventures in Trigunia), NSP notes that it could extracted directly from wells, processed on the ship and transferred to fuel bunkering facilities in Dolgava and Egelion to be stored for later/future use or sent to Berkwaki for additional processing. In the case of natural gas, NSP also noted that it too could be extracted directly from wells, processed on the ship and transferred to the fuel bunkering facilities where it could potentially be used as maritime fuel. “In essence, they’d be positioning these fuel bunkering facilities in Dolgava and Egelion as refuelling hubs for maritime traffic in the Anantonese and Mad Dog Oceans,” Lonnie Becker, an energy futures trader, commented. NSP has noted that the proposed facility in Dolgava could have a total capacity of around 133,000 cubic meters (m³) whilst the facility in Egelion could have around 145,000 cubic meters and are likely to be diverse in the types of fuel to be stored within. “They’ll likely attempt to align the fuel stored in those facilities with both their objectives and those of the governments of the host nations,” Becker added. As mentioned prior, the Harrington Company is expected to play a major role in financing the proposed venture using its functions as Lodamun’s export-import credit agency to provide NSP with some 10 billion LOD, in long-term funding alongside helping the company negotiate its way through various regulatory procedures in Hutori, Dolgava and Egelion.

Following deep consideration of the various proposals, the Strategic Defence Agency and the Defence Procurement Administration have chosen Harrington Dynamics and Hemlock-Rogway to lead projects in enhancing air defence capabilities within their respective domains. On the success of enhancements to the GUARDIAN ground-based air and ballistic missile defence system, the Strategic Defence Agency had long contemplated further enhancements to its ballistic missile defence network. Although the GUARDIAN system has been limited to short and medium-range ballistic missile threats, there is nonetheless a need for the agency to negate the nation’s vulnerability to intermediate-range ballistic missiles. This challenge also sits alongside a major vulnerability present for the Lodamese Navy and Marine Corps in particular. The Conventional Missile-6, although the backbone of the navy’s response to ballistic missile threats, is largely handicapped by the fact that it is not capable of following the Marine Corps into their more ‘in-land’ deployments as they are presently only capable of being fired by VLS’ (vertical launch systems) aboard Lodamese Navy ships. This ultimately forces the Marine Corps to depend on the Lodamese Army and the Commonwealth Guard to either ‘loan’ the services GUARDIAN batteries or deploy alongside them. The most recent defence review highlighted this dynamic as particularly troubling, recognising the independent and expeditionary Marine Corps’ inherent vulnerability at being almost wholly dependent on a separate branch for a capability have ought to be within reach. It is this issue when coupled, that acted as a motivator for the SDA and the DPA to issue new requests for proposals for air and ballistic missile defence systems, albeit with differing requirements.

The SDA has long underscored the importance of being able to destroy ballistic missiles either in their terminal phase, where it re-enters the Earth's atmosphere and descends toward its target, or their midcourse phase, where the missile travels through space outside the Earth's atmosphere. The rationale behind seeking to destroy these weapons in these phases comes into its own when one recognises that these phases provide the agency with the ability to maximise interception opportunities. Intercepting ballistic missiles in their midcourse provides for the weapons to be neutralized/destroyed earlier whilst leaving ample room for follow-up interceptions. Interceptions in the terminal phase are more riskier, considering there is a limited window through which interceptors can comfortably operate. Defence experts have noted that midcourse interceptors would likely be possible through ground-based anti-ballistic missiles. “The midcourse phase occurs in the exoatmosphere. Thus, any system seeking to destroy ballistic missiles in this phase would have to have the range needed to meet said missiles in the outer atmosphere. The range is only attainable via a boost vehicle, the likes that the LSA (Lodamese Space Administration) use to launch small satellites into orbit,” Ronald Chase, a Senior Analyst of the Centre for Geostrategic Policy and Research, explained. Harrington Dynamics’ winning proposal relates to a terminal phase interceptor, which would intercept ballistic missile threats in the much riskier terminal phase. “When a factor in saturation attacks, which seems to be the direction many nations fielding ballistic missiles are going, a successful interception in the terminal phase becomes extremely important. Our proposal underscores the need for Lodamun to have the capacity to destroy threats in this crucial phase,” A senior marketing official from Harrington Dynamics explained.

The DPA, which acts as the agent for the Lodamese Navy and Marine Corps, mandated that proposals under their program be capable of being deployed to any theatre with ease. It noted that although the branches were not searching for a replacement to the GUARDIAN defence system, it was nonetheless looking for a platform whereby the CM-6 and potentially a cruise missile could be launched further inland. Hemlock-Rogway’s proposal outlines a containerized solution to the branches’ novel interceptor and launcher issue. According to a brochure sourced from the company, the Talon ELS (Expeditionary Launch System), takes lessons from the vertical launch systems currently in operation on numerous classes of ships throughout the world, including Lodamun, and envisions the platform as a VLS launcher essentially ‘stuffed’ into a container and accompanied by other pieces of the system’s infrastructure including radar. Hemlock-Rogway noted that a containerized solution had been chosen given that a container can be virtually deployed anywhere. It can be deployed on a vessel, transported further inland via truck or by air, essentially giving the platform the extreme mobility needed for an expeditionary force such as the Lodamese Marine Corps. Work on both projects is expected to begin soon alongside testing.

With their eyes set on ensuring the Lodamese Navy maintains a capability edge over potential adversaries throughout the world’s more contentious bodies of water including the Migrants Pass as well as aiding the Lodamese Coast Guard in its patrols of Western and Eastern Seleya, the Department of Defence, through the Defence Procurement Administration has approved two designs for a littoral warfare platform which could bring serious firepower in theatre supposedly at almost half the tonnage. Coined the Advanced Littoral Combat Program (ALCP), had been initially envisioned by the AFPA (Armed Forces Projects Agency), as a concept for future designs for the Lodamese Coast Guard, providing the force with enhanced firepower capabilities, especially in light of the ever-changing circumstances present in the Artanian Sea, the Anantonese Ocean, the South Ocean and the Schismatic Sea. Although it had piqued the interest of the Department of the Coast Guard, it was ultimately abandoned after it became clear that the force would pivot towards expanding procurement of systems including the Domestic Security Cutter and the Cobia-class offshore patrol cutter. Via a joint collaboration with the AFPA and the Cowgill-Masterson Maritime Engineering (CMME), the program was retooled to meet specifications for a new concept requested by the Department of Defence.

 As the Lodamese Navy continues to find itself deeply involved in naval action in some of the world’s more ‘dangerous’ waters, there remains a need for smaller vessels which supposedly punch well above their weight as the deployment of its much larger destroyers, frigates and cruisers to areas with shallow waters ultimately place them at an inherent disadvantage with respect to manoeuvrability. “When we send these ships to these areas we are taking a major risk as we are forcing them into potential engagements where they are forced to essentially fight with their hands tied behind their back,” Secretary of the Navy, Nathan Turner explained. Taking lessons from the Lodamese Army and Commonwealth Guard on the development and deployment of more modular, mission-specific systems, the Lodamese Navy intends for these vessels, which have been classed the Heering and the Amberjack class, to be able to having systems altered to meet the specific environment in which they might ultimately operate. Whether it would be purely anti-submarine, surface warfare etc. The Department of the Navy has noted that it has approved the construction of 14 vessels in total, 6 of the Heering class and 8 of the Amberjack class, with CMME being the preferred bidder.

Continuing on the company’s outward expansion, North Seleyan Petroleum (NSP) has announced its intentions to enter the lucrative Nadiyan crude oil and natural gas market, thus bringing its intentions full circle. In a press statement issued earlier this week, the company’s President and CEO Calvin Huber stated that the company had been eyeing an entrance into the Nadiyan energy, as an integrated crude oil and natural gas company, for the better part of several decades, however amidst the nation’s tumultuous internal conflicts and political turmoil, the investment decision had been placed on an indefinite hold. According to Huber, with normalcy returning to the nation, the company’s board agreed that it was indeed time to re-enter the bid. The company has noted that it intends to acquire the now defunct Neftkomp (Trigunianskaya Neftyanaya Kompaniya), the once behemoth energy company based in the former Rodshyadam, to act as its administrator in Nadiyan. Since the collapse of the previous political order, Neftkomp has undergone significant administrative, managerial and organisational changes, which have rendered the company a shell of its former self. Having been broken up by successive governments, much of the company’s assets have either been sold off or transferred to other, much newer entities, namely “Nadcomp”, the new state-owned petroleum company of Nadiya (formerly Trigunia). Nonetheless, Huber has noted that Neftkomp being a “husk” provided the company’s future directors with a unique opportunity to shape the company’s trajectory from the ground up. “In entering the Nadiyan energy market, we are committing to bringing a sense of quality that is seemingly missing among the major players who have become complacent. We will shake up the market here for the better,” Huber explained.

Huber noted that the acquisition is likely to hover around 13 billion LOD. Although the company has held its cards close, Neftkomp’s future prospective CEO, Denis Polyakov, has stated that the first order of business would be obtaining a license to operate in the Nadiyan shelf alongside constructing an oil well. Part of the 13 billion LOD valuation speaks to existing infrastructure, namely a refinery and fuel bunkering facilities, both of which, according to assessors, are indeed of significant re-investment. Polyakov noted that part of the future Neftkomp’s ambitions would be transforming the company into an integrated crude oil and natural gas company. This would ultimately mean that the company would not only operate in the upstream sector but also in the middle and downstream. In its basic terms, it would provide the company with a unique resilience, which, both Huber and Polyakov noted as missing from the Nadiyan crude oil and natural gas market, pointing to the pre-existing market structure wherein separate companies operate within the respective streams, ultimately palming off production in one sector to another. Once the company has secured its license to operate in the Nadiyan shelf, Polyakov has noted that it would be able to bring its first oil well online after conducting seismic surveys. Beyond this, Polyakov noted that the company had ambitions beyond simply extracting value-added from Nadiya, pointing to apprenticeship programs and a “culture fund”, which the company would use to invest in cultural events and buildings throughout the country as part of its obligations under CSR (corporate social responsibility).

Although the security and defence relationship between Lodamun and Hutori cannot be described as weak, it also cannot be described as robust. Even as the two nations have maintained their relationship for the better part of the past century through a pact work of treaties, memorandums of understand and ad hoc agreements, the lack of depth, institutional integration, and consistent alignment have forced many to conclude that the two nations maintain a relationship of strategic convenience rather than a genuine partnership. It is perhaps easy for one to draw the inference that the otherwise weak nature of the nations' relationship is a direct result of the schism which once separated the two nations. Professor of International Relations at the University of St. Christopher, Dr Gregory Lawson, reasons that the rift which had existed between the Luthorian Commonwealth and the Anantonese Empire, for which Hutori and Lodamun belonged to, respectively, can be identified as a major contributing factor in the stunted evolution of their bilateral defence relationship. 

According to Dr. Lawson, “The schism that emerged between the Luthorian-led Commonwealth (for which Hutori is associated) and the Anantonese Empire (for which Lodamun was once a member), ultimately limited the broader interactions these two states could have enjoyed, as much of it would have been set against the backdrop of the ever-imposing rivalry between Luthori and Kalistan. Although there exists no mutual suspicion or a lack of trust, there is nonetheless inertia marked by a lack of political will, perhaps between both parties to move beyond the mould.” Pointing to the move made by the Menkyn Administration in establishing stronger bonds, namely through the articulation of Lodamun’s first White Ocean Policy, which placed its relationship with Hutori at the centre of its messaging, Dr. Lawson stated that such initiatives represented a meaningful shift in tone, but not yet in substance.

At a press conference held, Whitehall Press Secretary John Edgar confirmed that President Stedman and Vice-President Hank Wexler would host Hutorian and Dolgavan Prime Ministers, as part of a trilateral security summit between the two nations. According to Edgar, the summit, which is the first of its kind, is being framed as a rare opportunity for both Hutori, Dolgava and Lodamun to reshape the trajectory of their relationship. “This is a first-of-its-kind summit. It builds on the existing relationship we have with Hutori and seeks to establish a shared vision on various regional and global security challenges,” Edgar explained. The agenda is expected to focus on several key issues, including enhancing cooperation between the three nations in the White Ocean, the Lievenian Sea, the Sea of Deliverance and the Mad Dog Ocean, cyber defence and cooperation and the formalisation of numerous exercises between the two countries. 

On cyber defence, Edgar confirmed that the discussion is likely to result in Hutori and Dolgava’s signing of the Common Intelligence Sharing Agreement (CISA), which would govern how intelligence is shared between Lodamun and other states. Director of National Assessments, Oliver Richardson, stated that he intended to use the summit to have a series of discussions with his Hutorian and Dolgavan counterparts, particularly on broader cooperation between the Lodamese, Hutorian and Dolgavan security and intelligence communities. The Office of Defence Intelligence, which has been involved in providing key intelligence in Badara against insurgent forces has expressed its willingness to work with Hutorian and Dolgavan defence intelligence agencies on expanding Lodamese military intelligence hardware well into the upper reaches of the Northern Hemisphere, particularly in the form of additional satellites sweeps and long-range drone patrols into the White Ocean.

Some analysts have noted that the summit is part of a broader, yet hidden, pretext for a defence alliance between the three nations that could potentially be expanded to include other states. Although there remains historic precedent for such a move, namely in the form of the Northern Council and other (failed) attempts at rebuilding the organisation, officials from the Stedman Administration have not been forthcoming with details as it pertained to these rumours. Press Secretary Egdar noted, however, that at the summit’s conclusion, President Stedman is expected to host a press conference where he is likely to discuss the broader details of the summit’s achievements and how Lodamun’s relationship with the states is likely to be transformed.

Having not been formally commissioned with the usual fanfare that would accompany a crucial asset for Lodamun’s defence, the Strategic Defence Agency’s floating X-band radar platform has seemingly escaped the attention of the broader public. Nonetheless, its development and commissioning represent a major milestone for the SDA in its pursuit to secure Lodamun against emerging threats. Although its exterior/outward-facing design might not lend itself to being intimidating, as say a destroyer or frigate, most notably in its lack of major offensive weaponry, the platform is no less capable of effecting significant advantages for the Lodamese defence community, primarily in detecting and tracking ballistic missiles. LSR (Lodamese Surveillance Radar) Lodestar, as it is being coined, represents the culmination of decades of research and development by the Strategic Defence Agency and associated partners, primarily Carthorn, Hemlock-Rogway and Cowgill-Masterson Maritime Engineering. It had been initially designed as a “stand-in” for the SDA in lieu of an infrared satellite infrastructure capable of detecting and tracking ballistic missile launches. With satellite infrastructure behind SENTINEL (Strategic Electronic Network for Target Interception and Early Location) currently being “built out” by the SDA and the Lodamese Space Administration, an internal review related to the platform’s performance as system which might augment the efforts of satellite infrastructure, it was decided that the system would act as a key part in the nation’s anti-ballistic missile network. 

Lodestar’s radar dome, the principal feature of the platform, is capable of detecting high-speed and tracking high-speed projectiles such as IRBMs, ICBMs and hypersonic weapons, primarily during their midcourse and terminal phases. This capability is ultimately in line with the SDA’s broader objectives to negate the effectiveness of ballistic missiles and hypersonic weaponry against Lodamun, as it provides the agency with the ability to detect said weapons beyond the range of existing radar platforms. Such a capability is likely to exist alongside the Joint Aerospace Defense Coordination System (JADC) currently being tested on the HAI (High Altitude Interceptor) system in conjunction with the GUARDIAN system, to provide Lodamese anti-defence systems with the ability to be queued in on threats beyond their systems’ range (i.e. to prepare for/anticipate when the threat eventually reaches within their respective systems’ range). Director of the SDA, General Roland Kalecki, stated that Lodestar is one of two floating X-band radar platforms to be operated by the agency in collaboration with the Lodamese Navy and Air Force. He noted that with the platform having undergone its “sea-trials”, it is likely that it could see deployment along the Lodamese coast, or in parts of the Anantonese Sea (albeit through Kalistani approval). Kalecki noted that the platform, whilst deployed, would be defended by a detachment of the agency’s APC (Asset Protection Command).

With much of its formal administrative restructuring having been concluded, Neftkomp executives confirmed that the company, with significant assistance from domestic loans to Nadiya, would begin construction of its first major piece of critical infrastructure: an integrated crude oil and natural gas complex. At a recent investors' call between Neftkomp and its investors, the company’s CEO, Denis Polyakov, revealed that it would be moving forward with its anticipated plans of rebuilding much of its critical infrastructure. In the amidst of decades of mismanagement, chaos and restructuring with the Nadiyan/Trigunian energy market, much of the company’s legacy infrastructure/assets were either sold off or transferred to other entities, in a move which have at the time termed as a punitive punishment for the central role the company played in domestic politics prior to the “utopian era”. Polyakov noted that although it remained at an inherent disadvantage when compared to Lourennais and Pontesian firms, who occupied significant swaths of both market share and operations, there was nonetheless room for the company to “rebuild and to better”. Whilst construction and fabrication on the company’s crude oil rigs are ongoing, Polyakov explained the rationale behind the company’s decision to make such a major investment in infrastructure in the absence of “first oil and gas”. “You don’t wait until the oil and gas are flowing to then begin building pipelines or processing plants,” he emphasised. “What you want to ensure is that when it does begin to flow that you are prepared to process it then and there.” In a market were a sizeable portion of activity is managed by Lourennais firms, many minor crude oil and natural gas players have become dependent on said firms to process/refine their crude oil and natural gas, often at a mark up. Polyakov reiterated to the company’s investors that it was not interested in such a relationship with the supposed “established majors” within the country, reaffirming the company’s ambitions towards becoming vertically integrated, with operations throughout the supply chain.
 
The complex to be constructed, according to Senior Vice President for Operations Madgalina Shchetinina, is expected to be a central processing facility for much, if not all, of the company’s processing in Nadiya. She noted that the supposed processing facility would likely hover around 300,000 barrels of crude oil per day, with around 120 million scfd in natural gas. The complex will, apart from processing crude oil into various fractions, including bitumen, diesel, and kerosene, make some 1 million barrels of crude oil available for export per day alongside a planned storage capacity of around 5 million barrels. Director of Neftkomp Fuel Trading OOO, Neftkomp’s fuel trading arm, Omelyan Khodemchuk, stated that whilst the company was undergoing its initial evaluations for an export license, construction of an export terminal had already begun. He noted that it would be connected to the broader processing complex to allow for greater ease of doing business, rejecting proposals for the company to construct pipelines to connect a terminal, which would be a great distance from the processing facility. Owing to its size and supposed scale, Neftkomp has reportedly tapped into the local financial services sector to secure loan arrangements to finance the facility. Its Chief Financial Officer, Konstantin Baryshnikov, stated that although its credit rating was subpar when compared to other companies owing to its deteriorating asset portfolio and history as a deeply indebted firm, it was nonetheless optimistic about its chances of securing a sizeable loan. He noted that discussions were ongoing with Neftkomp’s parent company, North Seleyan Petroleum, on the potential for an intercompany loan to finance the complex’s construction, among other projects, should the loan process in Nadiya fall through. It is estimated that the complex, inclusive of its various components, could cost around 7.5 billion LOD (10.7 billion rubles).

As if the company’s muted actions were any indicator of its performance within Gaduridos, one might have assumed that FEM had quietly faded into irrelevance. Yet, as if energised by the nation’s domestic reforms, the company is staging a major comeback, aiming to recapture lost market share and continue its mission of positioning Gaduridos as one of the major/foremost semiconductor/microchip processors on the Seleyan continent. If FEM sounds unfamiliar, that may be due to the fact that for many, it is a rather unfamiliar company, yet despite this, it stands as one of the nation’s oldest firms, preceding many Kalistani and Lourennais firms. FEM, an acronym for Fabricantes Electrónicos Málalona (Electronic Manufacturers of Málalona), is a subsidiary of Digital Instruments, perhaps one of the world’s largest, if not the largest, semiconductor fabricators. The company was initially established around the same time as the PDI (Plan de Duplicación de Ingresos - Income Doubling Plan), the transformational economic programme which sought to dramatically enhance the general standard of living among the nation’s burgeoning population. 

Digital Instruments, riding high on the broad confidence in the Gaduri economy, which had been generated as a result of the PDI, reasoned that its expansion into the Gaduri market would be both strategic and timely. At the time, the company had already solidified itself in the Lodamese domestic market and was thus eager to expand its business beyond the confines of its Newchester headquarters. FEM was thus created to lead the company’s operations in Gaduridos, with its first major investment in the company being a fabrication plant in Málalona, which would have augmented production in both Millford and Newchester. The company lost significant public attention/notoriety following the conclusion of the PDI and the general restructuring of Digital Instruments, wherein the company focused on markets beyond Seleya. With DI now being encouraged by the Harrington Company to once again seek out foreign markets, the company has decided to breathe new life into its Gaduri subsidiary.

The selection of María Alejandra Mancebo as the company’s new CEO marks a major shift in how FEM has been encouraged to conduct its business in Gaduridos. Prior to her appointment, Mancebo served as FEM’s Chief Technology Officer and stewarded the adoption of technologies coming from its parent company. Her rise to the top position mirrors that of incumbent DI CEO and Chairman Dan Williams, who, prior to his appointment, served as Senior Vice President for Hardware and Software Development. In much the same way William had been tasked with repositioning Digital Instruments as an innovation-first company, Mancebo now faces the challenge of restoring FEM’s credibility within the Gaduri market. As much of the company had been operated on break-even profits (i.e. profits that virtually keep the company’s employees employed and to “keep the lights on”), there has been little in the way of innovation and development within the company. 

Mancebo, in a brief statement issued earlier this morning, confirmed that the company had secured a 1 billion LOD intercompany loan from its parent company to cover existing expenses and pay for the upgrade of the company’s principal fabrication plant to “bring it up to standard.” Since the plant had been initially constructed and operated, very little had been done in the way of ensuring the facility remains capable of meeting standards related to technological sophistication. The upgrades, according to Mancebo, are likely to be two-part: focusing on physical infrastructure through enhanced facility equipment and processes and enhancing the capabilities of employees via a workforce training programme and talent acquisition from the nation’s best universities. Additionally, Mancebo stated that in the not-too-distant future, the company would likely establish its own research and development centre and thus reduce its reliance on R&D from Newchester and develop patents and other designs domestically.

As the company hopes to be an active participant in the Gaduri economy, part of its informal restructuring relates to making a significant percentage of its stocks available to the Gaduri Government. Mancebo stated that discussions were underway for around an 8-15% equity stake to be captured by the Gaduri sovereign investment vehicle, FERI (Fondo Estatal de Riqueza e Inversión - State Wealth and Investment Fund). This mirrors a similar action within Lodamun, wherein the nation’s largest companies are required by law to make available some 5% of their equity stakes for the federal government’s Federal Holdings and Investments Board. FEM’s Chief Legal Officer, Jonathan Saavedra, stated that the Gaduri Government’s stake would likely be a non-voting stock, which would, beyond extraordinary circumstances, deny the shareholder the ability to vote on corporate decisions. “I think this is a significant step for our company. It solidifies philosophy towards a degree integration with national objectives in Gaduridos and ensures we remain tethered to the nation’s broader industrial policy,” Saavedra explained.

In an announcement which came following statements from the Department of Defence that it would be conducting minor upgrades to the SOSUS (sound surveillance system) network between Lodamun and Dolgava, the Lodamese Navy confirmed that it had deployed a series of acoustic hydrophones throughout numerous points across the Mad Dog Ocean, the Artanian Sea and the Southern Ocean, with the basic intent of monitoring acoustic signatures throughout these near bodies of waters for the purpose of tracking submarines. The announcement, which is largely unprecedented as it marked the first time the Lodamese Navy had openly admitted to its intent of monitoring the movements of submarines from all states, has come a mere month after a recent study by the Office of Fiscal Responsibility confirmed that the decades-old SOSUS network which runs between Lodamun and Dolgava and has been collecting acoustic data on all maritime traffic which has flowed through the Karzon Strait since, was in need of minor upgrades, particularly to its sensors. The Lodamese Navy had long depended on the SOSUS network to build an “acoustic library”, which holds the unique acoustic signatures of various ships throughout the world, from cargo ships to submarines. The project had been primarily managed by the Bureau of Naval Intelligence, a sub-department of the Office of Defence Intelligence, Lodamun’s premier military intelligence agency. Although the BNI has not been forthcoming on the broader details of the subsea surveillance network, this otherwise public announcement has signified a major shift in posture. Whereas the agency’s publicly known surveillance operations had been primarily based out of the SOSUS network in the Karzon Strait, the decision to now expand said network to the Mad Dog Ocean, the Artanian Sea and the Southern Ocean has been dubbed as “significant” by numerous defence analysts.

There is very little information regarding the hydrophone system beyond what the Department of Defence has revealed and what an analysis from the Williamson Institute was able to speculate. According to the Williamson Institute, this new hydrophone network would likely to be comprised of a combination of fixed and partially anchored hydrophones which would relay information, primarily oceanic sound patterns, for eventual satellite uplink. It noted that as the DoD’s preliminary map, points to some hydrophones being in open/international matters, these hydrophones would likely be anchored to hover within the SOFAR Channel (a layer of the ocean where sound reportedly travels for vast distances), which would provide the BNI with the ability to passively monitor oceanic noises over vast distances through triangulation. An official from the DoD wishing to speak under anonymity stated that although Lodamun shares its acoustic library with Kalistan, plans for the positioning of hydrophones of this nature are currently off the table, pending both an assessment of its usefulness to the Lodamese Navy and mutual interest by the Kalistani Government. The official also noted that the DoD was not concerned that by making the position of its hydrophones public, once deployed, they might become targets of sabotage by potential adversaries. “From what I’ve come to understand that the Lodamese Coast Guard, which continues to patrol the western coast of Seleya, where the vast majority of these hydrophones would likely to be deployed, would work with the Lodamese Navy and the BNI on mantaining the hydrophones and ensuring they don’t drift off into other areas, notwithstanding their partial anchoring.
