Finding Unity through Identity: Education and Culture Ministry Announces Reforms

QART QILDAR— "The year opened to be a year for the youth," Minister of Education and Culture Alessandra Spiteri quoted at her annual educators' conference in the capital this month. She referenced the education reform from Tukarali and the literacy program in Vascania, highlighting them as "remarkable moves to development." The minister announced an intra-cooperative task force, aiming to reform the country's national curriculum, address classroom backlogs, and introduce new regulations related to education. She exclaimed about the once high-quality Cildanian education that developed during the 5300s: "We were once ahead in the region as one of the best centers for learning and innovation. Why are we not the best now? This was the biggest act of neglect that the old parties committed during their decades-long domination. And now that we are stable again, I am honored to proclaim a new age for the Cildanian education: unlocking development in national unity through identity." 

In her summarized transcript of her speech, she highlighted four key changes in the national curriculum: a strong focus on literacy and history, investment in classroom infrastructure, a salary increase for teachers and educators, and a policy change on the education sector's public-private partnership (PPP). The national curriculum is set to be adjusted every 10 years by a special committee composed of various education experts with different political backgrounds and academic specializations. Additionally, it will place a significant emphasis on reading, writing, and history to address the country's low literacy rate and political apathy. A recent study in Har Jafe found that the literacy rate is only 72.3% due to long-term neglect of institutions, and the apathetic population remains high at 51% as trust in the government begins to restore. Meanwhile, approximately five billion local currency (5,000,000,000) will be invested in infrastructure, with any surplus funds allocated for equipment. The student-to-teacher ratio is currently at 50:1, much higher than other Majatran nations. Salaries for teachers and educators are expected to double by the year 5680 as part of a productivity incentive program. Finally, restrictions on cooperation between the public and private sectors will be eased to facilitate the development of new educational institutions. "We have heard the disappointments of the people, and we are now here to address them," Minister Spiteri added in her closing remarks. 

Azzjioni Progressiva (AP) party leader Almira Ganza viewed the education reforms as "favorable and necessary," and her party is willing to cooperate if the government coalition permits. "It is a surprising move they performed, as the youth have undeniably felt disappointed with some of their policies. We can open a discussion between them and are willing to share insights," she praised. Meanwhile, the Workers' Party and Hosian Democrats primarily criticized the financial implications of the reforms, stating they might become "costly." "The old parties have actually implemented initiatives like this before, but look where we are now. Reforms are impressive, but there must be ample resources to support them," said a Hosian Democrat. The first residence assured that the education reform will be funded through the country's five-decade plan, stating that Minister Spiteri's move is essentially part of this roadmap.

Partit Ulied Kildanja Still the Largest, but Coalition Slims

QART QILDAR— The 5670 national election is yet another historic democratic process since the downfall of old parties, with more than 50% of the Cildanian electorate participating, a first-time occasion, and electing another term for the largest party, Partit Ulied Kildanja (PUK).

The PUK, commonly called the reformists, maintained its momentum, winning 79 seats—one more than before—following the introduction of the five-decade plan and long-awaited reforms in fiscal discipline and the education curriculum. The party considers this "a safe win," noting that the parliament has been more active than since the era of the old parties. Azzjoni Progressiva (AP) and Koalizzjoni Ħaddiema Kildanja (KĦK), both left-leaning parties, have 31 and 20 seats, respectively. Their gains of three and two seats resulted from their focus on issues affecting rural areas and rural education. Both parties are pleased with the outcome, with statements echoing "we are not yet done in our fight, we were just starting." Unfortunately, Partit għal Wieħed (PgW), the coalition partner of PUK, lost about five seats, leaving it with 29, following a period of weak leadership under party head Lucio Barrenechea. This reflected the ripple effects during their time as the main party in Cildania before the rise of the reformists. Barrenechea expressed disappointment with the result but emphasized the need to "tread carefully" in the party's policymaking and cooperation with the PUK. The Hosian Democrats, Qawwa - Demokratiċi Hosjani (WDH), only secured 1 seat, totaling 41, despite their loud and strong presence in parliament.

The Cildanian electorate's reaction is mixed, reflecting their growing awareness of government affairs, expressing both skepticism and support for major policies like those in education. "I think so far, so good... The elections reflected what's in the people's interest... They can do much better," said a shopkeeper in downtown Qart Qildar. Outside the urban capital, workers and progressives marched through the streets of Ħashrit, the regional center of Jilrit, raising concerns about education and workers' rights while celebrating their victory in parliament. "Another day, another humble win for the people! We are holding onto hope, and we’re choosing to move forward. This is just a start," said a protester. Political analysts described the election as "the expected shift of politics," noting that people are becoming more involved in government affairs and are more willing to voice their concerns, although barriers may still exist in areas where the influence of old parties has not yet fully faded. One analyst said in an interview, "I do not think that the country is in stagnation. It is growing, at least socially. The landscape has not been the same as it used to be."

According to the statistical office, the latest election is "the most active election so far", as around 52% of the registered voters participated. Causes remained to be further studied, but the likely causes may stem from the increased governmental affairs and improved transparency within the legislation process.

Parliament Passes Road Repair Bill

QART QILDAR — The Cildanian Parliament nearly unanimously approved the so-called "Road Repair Bill," a legislation aimed at infrastructure development in the country and the creation of a national road system. "It is a necessary legislation for us to move our economy forward. Roads must be fixed, tracks be restored, and transports be reviewed," a statement by one of the leading authors of the bill from the main party Partit Ulied Kildanja (PUK). The bill primarily focuses on three key objectives: repairing busy routes for resource transportation, constructing new roads in neglected towns, and establishing the framework for a national road system.

Cildania has been experiencing economic stagnation, not only due to widespread corruption from the old parties but also because of the lack of modern, sustainable infrastructure, including roads and highways. The government immediately recognizes this as one of the critical issues that need to be addressed, a view supported by many sectors.

Vision of the Five-Decade Renewal, is it Happening?

QART QILDAR — The government has seen noticeable change since the PUK government in 5665, with the rising interest of the national electorate in politics, improved infrastructure and education programs, and heightened activity in the legislative branch. The horrors of the old parties has still yet to dissipate, but change is finally reaching out the doors of an ordinary Cildanian. "Well at least there are some action taking place. When I was young, I do not see any change at all. Streets were dirty, people were rude, and market prices were challenging. It was horrible before." This was a statement of an old bartender in Qart Qildar's busy boulevards.

There is now a multi-party system designed to represent the closest ideals of the citizenry, from left-wing ecosocialism to right-wing Hosian conservatism. Unlike the old system, the current system has measures of creating the parliament, balancing democratic and representation of people in the legislative branch. It does not necessarily follow a first past the post voting system, but rather a preferential instant runoff voting. Such a system ensures that someone will be elected based upon the preference of the people, which is helpful because it includes as much people as it can on the same page.

Meanwhile, several initiatives have been approved to uplift lives of the Cildanian people. Most notably, the education reform is set in place to make the youth prepared on the future development of Cildania. It was indeed effective, although reaching high literacy rates will become possible in a few more years or so. Introducing a new map is also a significant contribution to the people as certain places in the country have yet to recognize the changes of regional and town boundaries. It is needed for every Cildanian that they know of their town and their region, so they als know who represents them and which services are available for them. The road repair bill is also not forgotten, serving it as start for infrastructure development. If broken roads alone cannot be fixed, then how we fix highways, airports, and seaports? This shows the government's commitment towards building trust with the people and bringing them back to good relations.

Finally, the Cildanian parliament provides us a new sense of transparency in the government. There are now firm faces of ideals and stances, encouraging the people to push for the necessary initiatives that should be pushed in the parliament. The largest party is in coalition with the right-wing party to do real changes, whilst the Hosian democrats, union members, and green activists are in team to commit on checks and balances. This shows the most significant change in the Cildanian governance, defying the usual stereotype of usual boring squabble and loose words of promises. This time, the voice of the people is heard. This time, the commitments are actually realized. And this is something that needed to be worked both upon the people and the government.

Cildania is still a long way towards a real prosperity. However, through the small initiatives of the current government, she has a chance again to develop and bring back its economic power back to regional market. She has a chance again to develop an active and interested populace. She has a chance again to become a model of innovation and cooperation.

Partit Ulied Kildanja Remains in Lead, Promises Continuity

QART QILDAR — The people of Cildania gave yet another term for the administration of Douraki as Partit Ulied Kildanja (PUK) wins in the national election, garnering 85 seats out of 200 seats of the parliament. This is the party's most positive performance since coming to dominance in 5665. Following the recent reforms on education, infrastructure, and governance, the electorate has seemed to be appeased with the party's performance in the government, thus encouraging them to elect the dominant party.

Chancellor Mirella Douraki is highly pleased with the outcome of the election and upholds her work and dedication to the people. "The people have spoken again... and they want the PUK to govern again," she said at the PUK victory party in a public square near the center of Qart Qildar. "We had achieved what the old parties have never achieved: democracy. Together, we initiated to build trust between the people and the government, to create plans for the country's future, and to start projects that pave our paths to renewal. Despite the skeptics and the critics and the radicals, we proved that proper governance can work in Cildania and can be for the people." People cheered in the election results, played local music and chants, and splashed colors around the square, joyous once again that their party will be the governing one for the next 5 years.

The PUK secured six more seats in the parliament as compared with last year's elections. Together with the party, two other parties, Azzjoni Progressiva (AP) (now 23 seats) and Partit għal Wieħed (PgW) (now 30 seats) received gains, getting additional seats of three and one, respectively. This might be the result of their positive-leaning relations with the PUK in the education reforms. Meanwhile, Qawwa - Demokratiċi Hosjani (QDH) and Koalizzjoni Ħaddiema Kildanja (KĦK) became the underperformers in the election, losing seven and three seats, respectively. Such events were likely from the electorate's negative perception of their leadership, despite being opposed to the PUK. "The progressive call is slowly gaining momentum, and we are not going to stop just there," said AP party leader Almira Ganza. "The Hosian Democrats have served themselves for the people, and it has since respected the voice of the people since the fall of the old parties; thus, we respect the outcome of what has happened during this election," said QDH party leader Terenzio Qassimi.

Nevertheless, this is yet another election of high electorate participation, intense political discourse, and fortified multi-party politics. The statistical office reported a 51% participation among Cildanian registered voters. Political analysts have seen generally "positive" views on the PUK and their likely allies, saying that the PUK had "sown the seeds and is slowly reaping the benefits", though it cannot be sure as the progressive and centrist electorate are gaining traction in the formerly divided Cildania. However, they had highlighted that the country's political shift from a dominant-party to a multi-party system had been helpful in the country's move for renewal, and that the people have finally realized how the old politics have negatively impacted Cildania's economic and social growth in the past decades. The PUK is the new face of the new politics and has undoubtedly spearheaded the needed reforms, but it will remain in challenge in fixing the country's systemic level of corruption, incompetence, and stagnation.

Parliament to Introduce New National Anthem

QART QILDAR — In a move to step away from the "old party" values, the parliament unanimously approved a resolution on its first plenary session this year, introducing a new national anthem. The resolution aimed to replace the old anthem "Arise O Cildania" with the historic patriotic song "Hail Cildania".

The switch served as a symbol formalizing a new political era in Cildania and reiterating a "renewed" national identity focused on unified growth rather than old-school factionalism brought by the old parties. "This is a step away from the past values of old parties, and we want to make sure the mistakes of the past shall never plague the minds of our children ever again," the main proponents highlighted before the voting. They also said that "Hail Cildania", which was the original anthem, resonates more deeply in the modern landscape as the old anthem was said to be "forced" into singing rather than being cherished and sang in unison.

"Hail Cildania" is widely considered a patriotic classic from the Cildanian Republic era. Thus, many have seen it as a little "ironic" given the nature of the song is republican, something that is not aligned with the country's constitutional monarchy system. However, the main proponents have said that the song is changeable depending on whichever system of government is in place in the country, since it encourages "a sense of unity and hope among the people". The general public is positive about the change, calling it a "break from the old parties", perfectly resonating with the main proponents of the national anthem change. It is a bold move, nevertheless, and it should be paired with clear national reforms.

In the resolution, the government announced a step-by-step rollout plan. The national anthem will be integrated into the morning routines of public offices and government buildings. It will then be routinely played in schools, and then played by the band in military ceremonies and public broadcasts. Upon the playing of the anthem, citizens are required to stand still and remain in silence as a sign of solidarity and unity in renewal. The lyrics, although not official and not required to be recited, are available in the national gazette.

Il-Kanċillier Suprema Addresses the Nation, Announces Not to Run Next Election

QART QILDAR — Supreme Chancellor Mirella Douraki, the head of government of Cildania for 15 years, announces that she will not be running in the next general election. In an interview with the national broadcasting network, she has planned her end of tenure for years, and she was driven by it due to her health and desire for new leadership in her party. "I have nothing to hide. This was something that I had planned for many years, largely because I wanted to spend time back to my family and improve my health. Being a chancellor... it is a noble task, yet it is vigorous... I know my limits, I know how far I can get to it; nevertheless, I am blessed to have served the people for 15 long years," the Supreme Chancellor spoke.

She ended her interview with a speech, highlighting the political stability and initiative of the government to "put itself closer and back to the people":

All of these may have never happened if without you together with thousands of Cildanians that have fought back the old, corrupt system that we seen fifteen years ago. My brothers and sisters, as I will be stepping down as Supreme Chancellor, it shall never be the end of our cause, but rather, a transition to yet another wave of reform throughout the country. Let the Cildanian spirit never die, for we have set sail from the coast. Hail Cildania!

Supreme Chancellor Mirella Douraki was revered as "the peacekeeper" of the Cildanian government after she had formed the most stable and secure government in her time: a coalition between the reformists Partit Ulied Kildanja (PUK) and the centrists Partit għal Wieħed (PgW). The coalition government brought reforms, specifically in education and infrastructure, improving literacy among youth and connections between establishments and businesses. She was also the leader of the five-decade plan of renewal, Pjan ta’ Ħamsin Sena (Fifty-Year Plan), a roadmap serving the country a path towards economic prosperity and social growth.

QART QILDAR — "Continue the change! Continue the reform! Continue the stability!" Another victory for the Partit Ulied Kildanja (PUK) was proclaimed by the new Supreme Chancellor and PUK party leader Pietro Ismaele, after the results of the election were declared final around late September.

The PUK has set its plans for the next 20 years, not only to continue the massive plan set by the Douraki administration, but also to bring changes yet again in the government. The new Supreme Chancellor has promised introducing reforms to the tax system, restructuring national subdivisions, and continuing infrastructure initiatives. "We have put our land to peace, and with that, we have also restored the trust between the government and the people. Now it is time for changes, actual changes of huge impacts," said the Supreme Chancellor. The tax system will be adjusted according with the current economic state of Cildania, as inequality has severely changed since the tax system was updated decades ago, that was, around 30 years ago. The party says it will be promising adjustments in the income tax and corporate tax, putting a much fairer tax for the lower class, and also for businesses. The national subdivisions will be remapped yet again to slim down the government, which, after the restructuring, may downsize the national government by up to 30%. This will help in the government's plan to adjust the budget to focus more on education and infrastructure. With the budget in adjustment, this will help the government to push for an infrastructure program aimed not just in repairing roads and highways, but also establishing new institutions and human services across the country. This will provide much more support for the people to improve their quality of life and soon after, the trust between the government and the people.

The victory of the PUK has been consistent, even after Mirella Douraki's departure from the political scene. This was because of three things: the excellent political stability, continuous reforms on education and infrastructure, and the recovering trust to the government. Mirella Douraki, as "The Peacekeeper", has brought decorum in the parliament despite of the intense battles between the coalition PUK-PgW against the opposition. Her administration also brought upon plans and implementations on improving education and infrastructure. Following that, her initiatives had helped restoring the government's reputation before the people, from being called by the international media as a "hopeless and corrupt" institution to a normal government now being recognized within the Majatran community.

QART QILDAR — The government coalition led by Partit Ulied Kildanja (PUK) and Partit għal Wieħed (PgW) revealed the tax reform bill before the Cildanian Parliament this Monday, after months of discussions and agreements between the two parties on its push to update the "ancient" system that has been set for more than three decades in the country's tax collection system. The PUK has promised to introduce reforms to the tax system ever since the 5680 general election, arguing that it was a necessity in light of the current situation in the country, where inequality is apparent and has unceasingly become a topic of national conversation among both right-wing and left-wing electorates. Leading authors of the tax reform bill stated that the income tax rates will shift from a progressive to a graduated form, making the tax "fairer and responsive in the economy", as they have stated that it had reached its effectiveness a long time ago, and it has since misaligned with the economic situation in Cildania.

Under the tax reform, there will be new tax brackets and adjustments to sales tax, which would boost government revenue by up to 3.5% in the next two years, increase spending for education and infrastructure initiatives, and reduce inequality between the rich and poor. The old system imposed tax rates ranging between 2%-26% under five tax brackets, which, from the perspective of the government's economic planners, was considered "tight" and with disproportional contribution between the taxes of the lower classes and the upper classes. Under the new system, tax rates will be from 2%-35%, targeting the high-income individuals while easing the burden on the poor. Meanwhile, sales tax on essential goods will drop from 10% to 8%, and increase on luxury goods from 26% to 30%, shifting the regressive taxes to the upper class. With the increase of public revenue and targeting of tax collection, inequality will be expected to be reduced up to 5% in the next two years while the increased tax collection will mean more spending on education and infrastructure programs.

Much will still be discussed in the parliament, but there has already been skepticisms behind the tax reform. To the left-wing parties, it is seen as a "band-aid solution" to addressing "fiscal irresponsibility" in the government, and that wage increase and introducing corporation tax will be much better. To the right-wing parties, it is seen as a burden for the "successful and well-established individuals" which have contributed immensely in the national economy, and this will leave the country vulnerable to "draining" of high-income individuals which can emigrate to other countries which have a fairer system and better quality of life. But for the current administration, it was a high time to replace the taxes to a more "relevant, fairer" tax system for all of Cildanians.

CRIT Tax Reform Law Passed After Unprecedented Vote

QART QILDAR— After two years of constant debate and compromise, the long-awaited tax reform was approved by the Cildanian Parliament, with an unexpected approval from all but one party. The CRIT, or the Comprehensive Reform on Incomes and Taxes law, is a major restructuring of the tax system, and it has now been designed and agreed upon by the parties Partit Ulied Kildanja (PUK), Partit ghal Wiehed (PgW), Azzjoni Progressiva (AP), and Koalizzjoni Haddiema Kildanja (KHK). The Qawwa - Demokratici Hosjani (QDH), the only party that rejected the reform, expressed serious concern about its implications for tax revenues and the economy at large. As a result, the tax reform was passed 165 - 35. Within the tax reform, three notable items are to be implemented: tax exemptions, tax brackets, and the addition of the corporation tax.

The new system expands tax exemptions for people earning taxable incomes below ₡ 20,000, a big adjustment compared to the old tax system, which only exempts people earning below ₡ 360. Tax experts sees this a "practical adjustment", as wages have increased over time and the currency sees "a different environment than now". The new system also expands tax brackets from 5 to 7, wherein the five current brackets are adjusted according to the economic conditions and the two new brackets targeted to the top 5% of the income earners. This is the unprecedented move which had appealed to the left-leaning parties such as the KHK and AP, both of which had positively seen this move as fairer and more responsive to the economy. The income tax tables offered no direct tax cuts, but rather tax adjustments which will serve to impact all economic classes: less tax burden for the lower and middle class, whilst a fairer share by the upper class. Lastly, althought not least notable, the reintroduction of corporation tax is imposed at 3%, a move that again had been largely praised by the left-leaning parties. It was seen as "necessity" as corporate growth had been largely "stagnant" over the past decades. The reintroduction is a move to be used for subsidies and increased budget for infrastructure and industries.

As with the expected increased government revenue, there will be an immediate 3.5% increase in the next two years, all while the tax adjustments will not be significantly affecting economic growth. Experts say that the tax reform not only will be beneficial at reducing inequality, but also stimulate consumption, something which will be highly beneficial for the economy in the long-term. The four parties that approved the bill sees this as a "jump" for future multi-partisan deals and fortifying political stability, while the sole opposing party, the QDH, will take the reform "seriously" for its "potentially damaging blow to the economy". Nevertheless, the reform has yet to be seen as a new social contract between government and the people or a potential political shift, but it is clear that it is an act of motion, not stagnation.
