Xsampa lifts the travel ban on Amudim; PAX passes bill, 295-269.

Controversial is an understatement to describe this news. Even since tensions arose between Beitenyu (now Amudim) and Xsampa, the travel ban was quickly put in place to ensure infiltration never occured. After the Bargas Chenpo in 5599, many expected the travel ban to never be lifted. Evidently, those expectations were shattered when a political campaign began to lift the ban. First offered by the Sub-Committee of Tourism, and eventually turned into a full bill, it was supposed to be passed last December, but delayed to March. After a surprise endorsement from Sherab Aurousseau of all people, it seems whoever was in the fence about it threw their support towards the bill (and subsequently forcing their representatives to PAX to vote in favour). First, let's just understand what happened.
The vote came close in PAX, 295-269. Needless to say, it shows how controversial this bill has been, with nearly every district in Metz-Leonid having a staggering negative 84% approval of the bill. For understandable reasons. It especially came as a surprise when Comrade Jamma came out against the bill, arguing that lifting the travel ban was a bridge too far. While clearly disappointed with the results, Comrade Jamma has signed the bill into law and was quoted with the following.
Quote:I won't lie comrades. I'm not happy with the results. But, I respect the will of the people and PAX. My personal feelings aside, if Xsampans feel they are ready to give Yeudis a second chance, then Xsampans are ready.
The Custodian was far more supportive, praising the humanitarian aspects (an increasing trend has been noticed of Custodians using their platform to spread humanitarian values). Whatever the case, the People's Committee of Foreign Affairs and the Sub-Committee of Tourism have announced that Xsampans are now legally permitted to travel to, and from Xsampa to Amudim (provided that Amudim laws allow it), and Yeudis from Amudim are legally allowed to enter the country. However, a travel advisory has been given to any Yeudis entering the Karosawa Canton, with Metz-Leonid in particular being defined as a "be careful" situation due to strong anti-Yeudi sentiment in the city. Metz-Leonid Public Security has affirmed that any discrimination that occurs will be rooted out, and that they will work closely with the Sub-Committee of Equality, Diversity and Equity to ensure the safety of all visitors.
The most significant thing about this however, is the fact that for the first time in a very long time, this can be the start to at least properly reconciling. While it depends on Amudim over whether a formal apology at the Memorial for the Victims of Nuclear War can occur, the possibility is there. And even then, individual Yeudis can always make the trip to apologize. Even if they weren't responsible.

Continuing the Red Rubies Initiative; Diamonds and Rubies to be sold.

The Red Rubies Initiative has been ongoing for quite some time now. Between opening mines, establishing new mines, establishing adjacent industries and opening a new source of revenue for the state, progress has been slow but steady. With local communities receiving the benefits first (new jobs, investments and income), the question has been floating about whether rubies should be sold like diamonds are to the international market. Today, the People's Committee of Economic Management has confirmed that rubies will be apart of the ethical marketplace niche that Xsampa has and will be sold. Like diamonds, they will be priced higher than the global market average, but that is to compensate for higher costs such as of course, environmental protections, labour protections and the like.
So what does this mean? Two things. One, local communities will directly benefit from this even more, gaining more income to continue developing and thriving. Secondly, the state will gain another source of revenue. While it currently sits at a surplus thanks to the 30 billion selling of the Meleh's Gem, long term, this isn't sustainable. Especially with plans to use that 30 billion to better Xsampa. So, expanding our revenue via selling rubies will be vital to ensuring long term revenue, and ensure that deficit spending in the future is curbed or at least minimized.
Whatever the case, with the ruby industry setting off (albeit slower than the diamond industry due to less government guiding and letting worker co-operatives lead the industry), we can expect revenue for the state to increase. Whether it'll be enough or not is entirely a different question.

For a long while now, one consistent friend in Dovani for Xsampa has been Bianjie. While they aren't a workers republic, they have remained a very close friend to Xsampa for decades. Today however, a project has been announced to celebrate this friendship. In the border town of Daipun (a border town in Bianjie), plans for the construction of a monument has begun to celebrate the friendship between Bianjie and Xsampa. The Monument to Eternal Friendship.
Consisting of two dinosaurs kissing, the Monument to Eternal Friendship shall symbolize the eternal friendship between Xsampa and Bianjie, which has lasted for decades and will continue to do so! Ever since the two nations conducted joint patrols in the Sovereign Sea, there has been a major case for strengthening relations further. While so far, nothing official for major changes, this monument is likely the first of many to come.
Whatever the case, the monument will likely be finished by next year due to it being a monument. For our Bianjie comrades, here is towards a century of friendship and a hundred more!

A look into Tsokling; The heart and soul of Xsampan Socialism.

Across the world, there remains the greatest crime to exist in this era of plenty. Poverty. As oil barons celebrate record breaking profits, as monarchs crown themselves with a new luxury castle, as the top 1% buy their 9th mansion, the poor huddled masses of the world ask themselves, "what about us"? In some countries, this question is answered with compassion. Others, with sneers and disregard. Some even with veiled contempt. Some countries enact basic measures to combat poverty. Others do nothing and pretend it doesn't exist. And what about Xsampa? In Xsampa, well, in the words of Comrade Gurmey Aurousseau (5542-5599); "Any society that does not care for all its members is not a society. It is a crime."
This is where the Tsokling comes in. In Xsampa, there are 4 things that are certain in life. Death, taxes, socialism and the Tsokling. If you ask the average Xsampan, they'll quickly point to the Tsokling System as the crowning achievement of Xsampan Socialism. But to foreigners, they'll often ask what makes it different? Or unique? Isn't it just a welfare model you'd see from Lourenne? A repeat of the Delaune Model? Or something akin to the Artanian Model of welfare? Even the North Seleyan Model? You'd be right to ask those questions. Let's figure out the answers, comrades.
Tsokling (Lot "Community Meadow") is the answer to the scourge of poverty. The Tsokling System looks to cultivate a society where poverty is not a personal failing, but a distant dream. While it isn't perfect, as no such thing is, the Tsokling is the pride and joy of Xsampa. But how does it work? Well, every Xsampan is automatically enrolled upon receiving their ID at the age of 16, which allows them to access a plethora of benefits from the Tsokling System. Such benefits include housing, education, unemployment coverage, pensions, family care and the most important, Minimum Basic Income. While not every Xsampan may need every aspect of the Tsokling, it exists as a safety net to catch any Xsampan who falls. For those who need it or are worried, the Tsokling has them. For Xsampans who don't need it, then they don't need to use the benefits they don't need.
Let's dive more into the benefits, Comrade. As we stated, the Tsokling includes intensive benefits. Family care (effectively dubbed "womb to tomb" care), unemployment benefits, disability benefits, support in times of ill health, mental health care, survivor benefits, grief benefits, and of course economic mobility benefits such as housing, healthcare, education and the like. All Xsampans benefit from the Tsokling in some way, even if they don't use most of some benefits. Every Xsampan benefits from free healthcare and education, and community housing. But not every Xsampan benefits from disability benefits, but some Xsampans do.
But the most important aspect of the Tsokling? The Minimum Basic Income. Devised as an alternative to the Universal Basic Income idea, it differs in ensuring that every Xsampan family has what they need to thrive. Not every family may need the exact amount of People's Tangka's as compared to other families. A more wealthier Xsampan doesn't need more in MBI than a Xsampan that's less wealthier and such. The MBI aspect of the Tsokling is the biggest reason as to why the Tsokling is incredibly expensive, but it's also the biggest reason as to why the system works well. The MBI ensures that poverty in Xsampa is fought not with a napkin and prayers, but with genuine action. No Xsampan should be cast into the cold, starving, clenching at their stomachs and begging for scraps. No Xsampan should suffer because they fall ill. No Xsampan should struggle taking care of a loved one. No Xsampan should struggle because of grief.
But, as we said earlier, nothing is perfect. The Tsokling System faces one constant issue. The price tag. The Tsokling System is incredibly expensive, enough that the conversation regarding national debt and the budget have occured several times (leading to efforts such as the Big Beautiful Plan). Make no mistake Comrades, especially our foreign ones looking to advocate for the Tsokling abroad. It is a good system, but it is expensive. While theoretically, it is possible to achieve the Tsokling whilst running an indefinite budget surplus, it would require significant investments into a national economy to ensure expenditures are outweighed by produce.
The goal of Tsokling isn't to be cold, clinical and degrade those in need. It is to simply be there for comrades when they need help. It is to fight poverty and ensure every Xsampan can at least live a positive life. The motto of the People's Committee of Human Development puts it best; "We realistically can't create a utopia and solve every need, but we can certainly try." And that's the crux of the Tsokling. Asking why not to the question of "can we solve this tragedy?". It isn't perfect by any means. Nothing is. But it's an attempt. It is an attempt to make a better world. And an attempt is better than nothing.

The Ten Year Plan saw great advancements in the manufacturing industry. While Xsampa isn't a manufacturing giant yet, there is always more work to be done. You don't climb the cliff of a mountain and say you've seen the summit. As such, there is always more work to be done. If we wish to become the pinnacle of a workshop for the progressive world then we must continue diligently. As such, the People's Committee of Economic Management has set out on a rather ambitious goal of expanding and continuing support for the Manufacturing Industry.
The first step is scaling up production drastically. While we want to avoid turning all of Xsampa into an economy reliant on manufacturing (as a healthy economy is a diverse one), the manufacturing sector is currently not in any spot to challenge global manufacturing hubs. While we have our niche locked in, we have to continue developing it and nurturing it. As such, the PCEM will coordinate with all Local Committee's across the country to ensure industrial cooperation is possible, on the same track, and adequate. This means more modular factories and more workshops. The People's Committee of Labour, Union, and Proletarian Affairs will work with the PCEM to ensure workplace conditions are maintained and held to regulatory standards. The goal of this effort is to ensure the scaling of the manufacturing industry is controlled and ethical. We don't want to push ourselves into being reliant on manufacturing and foreigners buying our goods to stay afloat.
Next, honing on our the ethical niche. The world (relatively) knows that a package with "Made in Xsampa" on it is ethically made, but it's not enough. We must specialize further into ethicality and ensure that Xsampa is the go to ethical exporter. You want rubies made without blood? Come to Xsampa. Airplanes made with happy workers paid their worth? Come to Xsampa. Diamonds made with the environment in mind? Come to Xsampa. Whether it's exporting the full deal (such as semiconductors and medical tools) or a part of it (such as refined rubies), Xsampa must become the go to for ethically made products. Alongside this, turnkey production packages. When a country looks to import a good from Xsampa, they'll receive the full deal. If a country wants EVs, we'll provide batteries, motors, parts, and of course the cars themselves.
But what good is it, if we relish in prosperity whilst the world suffers? That is why the "New Hope Initiative" has been proposed. Should it be enacted, it'll allow Xsampa to make an offer to allied states. We construct small scale modular factories in their country, staffed with locals, and Xsampa directly funds the construction and investment into green energy, infrastructure, rails, ports and the like. We help you grow and thrive. In exchange, Xsampa only asks for exclusive supply and export rights. Nothing imperialistic that chains a nation to us. Alongside this, beyond supporting infrastructure, states that engage in the New Hope Initiative can find themselves with Xsampan investment into their workforces. We will send technicians and teachers to train domestic workforces, and support the construction of technical academies.
This is an ambitious agenda, but when are Xsampans never ambitious? While so far, no nations are involved in the New Hope Initiative, it is likely to change in the future. Whatever the case, the main focus is on expanding the manufacturing industry and boosting our potential for an ethical niche.

CPX wins elections; Comrade Sangmo to govern with GNP and LBP.

The 5670 elections have concluded with a victory for the Communist Party of Xsampa. Comrade Sangmo has been inaugurated as Premier, and has formed a coalition with the GNP and LBP to ensure the formation of a proper government. Being a member of the "right" of the CPX, Sangmo has looked to focus on the "revolutionary spirit of Xsampans", and build up a new social contract. Being just short of a conservative socialist (like what you'd see in the GNP), Sangmo has shown strong interest continuing manufacturing development, supporting the cultural sector, continued defense modernizations (due to Sovereign Sea tensions), and traditional socialism.
With the Gongma Nyamnyid Party securing a solid foothold in the government, this is arguably the most conservative government Xsampa has seen (by Xsampan standards). While nothing controversial (compared to a GNP Premier), this will certainly be history made. For quite a long time, many Xsampans figured that conservative socialism would never thrive but it seems this administration is looking to prove that narrative wrong and make conservative socialism a tangible approach. While not conservative like what you'd see in the West in enacting austerity, gutting civil rights and being slaves to the bourgeoisie, Xsampan Conservative Socialism is more defined with a focus on respecting progress, but especially protecting tradition and intertwining it with socialism. Such examples have been the seen on the campaign trail, with Comrade Sangmo advocating for supporting the cultural sector immensely, and creating a new social contract with traditional socialism.
While this doesn't mean that the CPX is now a conservative socialist party, the traditional socialist wing is certainly emboldened. But for now, radical reforms will likely be out on pause as Comrade Sangmo looks to define conservative socialism in Xsampa. Consider this a conservative adjacent coalition. Not every party in it is conservative, but the coalition itself is conservative.

New Hope Initiative in Bianjie and Dranea; Building prosperous relationships.

The People's Committee of Foreign Affairs has announced two new nations to participate in the New Hope Initiative. Bianjie and Dranea. Both nations will now be participating in the New Hope Initiative, and as such, this means modular factories will be constructed in both, employing locals and training them, alongside Xsampan investments into infrastructure and education. In exchange, both nations will give Xsampa priority interest in exports and supply. Both nations will benefit from local employment (a la Trickle Up Economics) and investments into education and infrastructure whilst Xsampa benefits from having priority in supplying nations with goods they want (that Xsampa has) and the like.
As Dranea and Bianjie join Kalopia in being the first 3 nations to participate in the New Hope Initiative, we can only hope for more nations to partake in the future. Until then, engineers, educators and the like are being sent to Kalopia, Dranea and Bianjie to ensure prosperity for all parties involved. But the biggest benefit for all nations will be the strengthening of ties and development. Anything that betters the human condition is always a win, and if it just so happens to strengthen ties then it's a double win.
These modular factories will prioritize employing locals first and be under control of the government of which soil they are operating on. This will ensure that these factories produce goods vital to local communities instead of producing niche products that aren't too helpful to communities. As the West looks to scheme and plot once again, Dovani can show the world that it brings peace, clarity, prosperity and hope for all.

Ever since Meleh's Gem was sold for 30 billion, it was made clear that a solid portion of that money would be invested into modernizing the Xsampan Democratic Army. So the big question often asked was how? Well, this week, we received our answers, comrades. Today the People's Committee of Revolutionary Defense has announced, in cooperation with our comrades from Egelion that efforts will begin on a joint cooperation program to design a new aircraft. Particularly a jet symbiotic with aircraft carriers. This coincides with both countries working on joint carrier programs, so a win win. Practically, this means a few things. One, aircraft carriers may become the name of the game in the future. Boaty McBoat Face, our first aircraft carrier served faithfully in the Red Bass War, but that was nearly a century ago, and Boaty McBoat Face will need to be phased out and retired eventually. This especially means phasing out the Rafales. Capable fighters, but outdated and imported from Lourenne. Both programs work Egelion do mean that domestic production of military goods can become more feasible beyond basic ammunition.
So, practically what's going to happen? For starters, research and development hubs will be vital. To exchange ideas, ensure military doctrines are updated and ensure pilots are adequately trained. While the PCEM has been hesitant to release much information about this new fighter, only codenamed "Project Meadow", for obvious reasons of national security, we can guess that this fighter will involve a strong focus on aircraft carrier deployment and be an all purpose fighter. If successful, this does mean a new fighter for both Xsampa and Egelion, alongside domestic production of said fighter for both states.
Beyond that, our esteemed comrades in Lodamun have looked to deepen the friendship between our two great nations and has gifted the patent licensing for one of their strike drones in recognition of our military modernizations and the threat presented by Vascania to regional stability. So what does this mean? Besides our comrades in Lodamun being simply amazing, this means domestic factories can begin production of said strike drones and even allow modifications. And the thing about strike drones is, they're reliable and cost effective. Whether for surveillance or tactical strikes. Combine that with a focus on an aircraft carrier oriented doctrine for the Navy and Air Force, and any threats in the Sovereign Sea may very much find themselves facing an unideal opponent. Combine that with the ability to modify them to fit the exact needs of the XDAN and XDAAF, and drones will likely find themselves to be a very utilized aspect of combat doctrine and defense doctrine.
Compared to where the XDA was before, which was capable but certainly not a powerhouse, this is a major boost to the XDA, and especially a boost to keeping the Sovereign Sea safe, secure and prosperous from fascists who threaten the people of Dovani. Cultural Sector expansions and support; Conserving tradition and history.

Comrade Sangmo has promised heavy investments into the cultural sector to define Traditional Socialism, arguing that it is the basis of any culture, and especially vital to preserving Xsampan traditions. As such, with the recent passage of the "Cultural Expansion Act" in PAX, the People's Committee of Revolutionary Culture has received a major expansion and has looked to invest heavily into the cultural sector across the country.
For starters, the PCRC has announced the creation of the Revolutionary Culture Fund, looking to support institutions such as museums, theatres, archives and cultural co-operatives. This will help in ensuring that every institution isn't neglected due to inadequate funding and ensure every Xsampan can enjoy a rich cultural life. Furthermore, for rural communities, the Rural Heritage Grant, which will provide state grants to rural communities across Xsampa.who work to preserve traditional practices. Alongside this, a tax break for artists, authors and poets. While the CEA did try to push for a "Xsampa First" policy in media regulations, the proposal was dropped from the CEA during negotiations, but it remains quite controversial, as if implemented, it would've mandated broadcasters associated with the state (not individual worker co-ops) to prioritize Xsampan media first, which is while an admirable goal on paper, runs the risk of chauvinism.
While this has largely been supported by conservatives in the GNP and traditionalists in the CPX, others in PAX have questioned whether this administration will truly be traditionalist or simply run the risk of chauvinism occuring in Xsampa. Whatever the case, the cultural sector will receive plenty of new support in the coming weeks. A win for everyone.

In many countries that operate with a bourgeois liberal media system, we often see media fall into three situations. One, it becomes a monopoly for the bourgeoisie to own and control all information. Two, it becomes a playground for reactionaries to throw about conspiracies and spread general misinformation. Three, any truth is often silenced or fringe. While progressive countries and socialist countries have often asked how to tackle this question, it's finally arrived in Xsampa as while the education system ensures Xsampans are knowledgeable (especially in political theory and practical education), and have critical thinking, we cannot be content with one barrier. And that is why PAX has recently passed the Counter Misinformation and Reconcilation (CMR) Act.
First things first, any and all broadcasters, whether state owned, social enterprise or worker cooperative are required to label opinion, sponsored content and verified news independently and differently. All platforms must disclose funding sources, ownership and any political ties. Furthermore, deliberate and harmful misinformation will be criminalized when knowingly spread. Penalties will only apply when malicious intent or reckless disregard is proven. This ensures that there are no claims of sudden pandemics, no claims of minorities being blamed for tragedies, and no claims of scandals that never happened, without proper truth to it, and justice if false.
Furthermore, the People's Committee of Information (that's us!) will be authorized to create an independent commission for media integrity, consisting of media unionists, journalists, educators and civic groups. The Independent People's Committee of Media Integrity (IPCMI) will be responsible for investigating, and issuing rulings on misinformation campaigns, but cannot ban content without explicitly approval from PAX and the PCI. They can only mandate corrections, retractions and transparency. Alongside this, all social media platforms operating in Xsampa are required to create robust fact checking partnerships with universities and civic groups. They must also be mandated to give users clear and visible warnings when interacting with flagged information. Finally, any individual or group that has been defamed by misinformation has the right to demand a visible correction on whatever platform that is responsible for said misinformation to correct any damages from libel.
But comrades, we're all aware that no one wants to go back to the One Party Era Media Laws. That is why, whistleblowers will receive explicit protection, and guarantees that these laws cannot target satire, artistic expression, or political dissent. Plus, all misinformation laws must undergo a review in PAX every 5 years. Finally, grants will be offered by the People's Committee of Educational Liberation to ensure Xsampans are proper taught how to identify misinformation anywhere.
