RE: Xsampa - Elena1012 - 11-10-2025 Vote of No Confidence passes in PAX; SLP handed Premiership until elections next year. --------------------------------- June 20th, 5679 --------------------------------- The People's Assembly of Xsampa has passed a Vote of No Confidence on Passereau, forcing his resignation and replacement. In his place comes SLP moderate Gyatso Aukatsang. Aukatsang has already begun focusing on damage control, shifting the cabinet, promising transparency and trying to keep the government together to prevent emergency snap elections. As protests and riots in Metz-Leonid escalate into strikes, public confidence is taking a hit as the opposition only continues to rise. Aukatsang has taken the opportunity however to attempt clarification of the soon to be new Canton. He has said that the new Canton will still be just as equally as the other Cantons of Xsampa, but because of its distance and culture, it will require special autonomy and privileges. As it is integrated, it's economic status will need to be determined to see if the people there are ready for socialism or not. But, Aukatsang has assured the public that no captialism will enter Xsampa, and any that does will play by the rules of socialism. He has called for calm and stability, urging solidarity for all of Xsampa. Aukatsang has also looked to invite the public on defining what they can about this new Canton, and Aukatsang has already begun negotiating with PAX over properly defining how new Cantons are created or integrated into the Democratic Republic. While he has better polling than Passereau on account of not being Passereau, Aukatsang has shown no interest in running for election next year. Whatever the case, it's clear that the public is either uncomfortable, happy or livid with the recent developments and Aukatsang will need to steer the ship until next February. RE: Xsampa - Elena1012 - 13-10-2025 Sherab Aurousseau and the CPX endorse drastic reforms; Banking reforms, renewing market socialism, and expanding new trade if elected. ------------------------- December 2nd, 5679 ------------------------- One of the front runner ups for the 5680 elections in Xsampa is the CPX. Looking to reclaim it's mantle after a major loss in 5675, the recent Mearvi-Shar Conference has shattered the incumbent Passereau Administration (LGD), leaving the Premiership to Aukatsang (SLP), most are certain that the CPX will prevail in this election due to high polling and an immensely unfavourable position for the SLP and especially for LGD. Sherab Aurousseau, the CPX nominee for Premiership has been on the campaign trail for quite some time now ever since her success in the CPX Primaries. Today, she's endorsed a new set of policies, which she believes will be necessary for Xsampa in the coming years. She's called for bank reform, heavy bank reform for starters. While arguing that the Xsampan Central Bank and most of the banking sector will remain in state hands, shed argued for reforms to give Social Enterprises some new liberties, enough to pick up the slack where the state falters. Most interestingly, she's advocated for new measures to determine what money comes from Majatra and how to best regulate it for the safety of Xsampan Socialism. Furthermore, she's called for new regulations (and relaxations simultaneously) on Social Enterprises entering Xsampa, looking to renew Market Socialism and preserve it indefinitely. She's also endorsed finding new trade partners and diversifying trade with other countries. While she hasn't named specifics, she's argued that more reliable trade partners are going to be needed for Xsampa. Finally, most interestingly enough, she's talked about the fate of Canton 14. Instead of risking any mingled words, we shall let Comrade Aurousseau's quote speak. Quote:Regarding Canton 14, yes it's a difficult situation. The Passereau Administration put us all in a hard spot. As much as we'd all love to simply abandon it, we cannot. We have responsibilities. First and foremost, we will commit to ensuring the demilitarization of the Canton, and the region. That is a guarantee. Once the 15 year integration period is up, we'll push for a referendum to determine whether Canton 14 stays with Xsampa willingly, joins another neighbouring stage, or becomes independent. We don't want imperialism. The people will decide when that 15 year period is at an end. In the meantime, we will work with local authorities in ensuring that period and the demilitarization is as smooth as possible. If they vote for independence with the referendum, we'll work with them on that. If they vote to join someone else, we'll respect it and work with them. If they vote to properly become apart of Xsampa, we'll have to respect it. Once again, the CPX has been handed a hard, undesirable situation. But we'll make the best out of it if elected. These reforms she's called for are resonating quite well with many Xsampans, and most experts are predicting that she will become Premier in February with a friendly PAX and a comfortable majority. Jumping from 184 seats to 223, the CPX has reclaimed it's status as the biggest party in PAX. The Socialist Labour Party fell from 196 seats to 182, whilst independents fell from two seats to one. The DPP left PAX whilst the XFL held their one seat. Left-Green Dovani plummeted from 77 to 43 seats. The Land and Bread Party fell from 13 seats to 11. The GNP rose from 80 seats to 102. With that, in a surprise move, the CPX has formed a coalition with the Socialist Labour Party, ensuring a firm majority. Arguing that a "Socialist Unity" Coalition was needed due to these extraordinary times, the CPX-SLP Coalition is a first. In her inaugural speech, Comrade Aurousseau has already continued pledging major reforms. Banking reforms, coalition reforms, expanding trade, renewing market socialism, reaffirming commitments made, and restoring faith in Xsampan Socialism. With PAX largely behind her and a cooperative coalition, she'll likely have an easy time enacting her agenda. However, many expect the hardest part will be foreign policy related. Canton 14 remains a landmine politically, whilst the Mearvi-Shar Conference did cause some damage to Xsampan Reputation. RE: Xsampa - Elena1012 - 13-10-2025 Bank Reforms enacting; Mixing Social Enterprises with Market Socialism. ------------------------ February 26th, 5680 ------------------------ One of the major promises made by Sherab Aurousseau was bank reform. While some abroad may have hoped this was a euphemism for privatization and economic liberalization, they will find themselves disappointed. For foreign comrades however, who wish to operate under Social Enterprises and participate in the Xsampan Economy under socialism, they will find themselves with a better outlook. Just a few days ago, PAX passed the "Banking Reform, Enterprise and Finance Reform Act" (BREFRA). First things first, BREFRA solidifies the recently enacted deal with Egelion, in which Egelian banks will now be allowed to operate in Xsampa (albeit under our regulations and laws and will conduct itself as a Social Enterprise) and have particularly influence in regulating money from Majatra. Furthermore, BREFRA also gives more autonomy to worker cooperatives who wish to form their own local banks instead of relying on the Xsampan Central Bank. Furthermore, the passage of BREFRA looks to bring democracy to the finance sector, both for foreign and domestic actors. Financial transparency, public oversight boards, and the like. While it is important to give more freedom and autonomy to the "private" of Xsampa (both foreign Social Enterprises and domestic worker cooperatives), it is also important to make sure that socialism is upheld, preserved and that at the end of the day, the Proletariat benefit first and foremost. Alongside this, BREFRA will provide finalized guidelines for Foreign Social Enterprises looking to join Egelion in operating in Xsampa. Obviously, all Social Enterprises must invest into the public, adhere to Xsampan Labour laws, and be worker owned. But beyond that, there was very little. Now? Now however, new regulations and the like are in place. The People's Committee of Economic Management will receive a new Sub-Committee, dedicated to working with foreign Social Enterprises to integrate them into socialism. BREFRA will also formally recognize dual currency trade accounts, however at a slight caveat. Only the currencies of states that are considered allies to Xsampa are recognized for dual currency trade accounts. And even then, all foreign currency transactions will go through the Xsampan Central Bank and adhere to the conversion rates set by the state. Furthermore, BREFRA includes the provision of the 65% Profit Repatriation Clause, which ensures that 65% of all profits made by Social Enterprises must be invested into the public, or the community before being allowed to leave Xsampa. BREFRA is the first of many reforms that the S. Aurousseau Administration is looking to enact. RE: Xsampa - Elena1012 - 14-10-2025 Creation of the 15 Year Plan; Demilitarization, Self-Determination, and a Referendum. -------------------------- May 15th, 5680 -------------------------- Canton 14. Officially the Provisional Canton of the 14th District is a controversial topic in Xsampa. It's no secret that the CPX has been against the Mearvi-Shar Conference from the start, and especially against the idea of having another Canton. While the CPX could easily authorize a total leave of Canton 14 and leave it to its fate, that would be irresponsible. As troublesome as it is to have another Canton, even if for a limited period of time, simply abandoning it will be worse. Combined with recent results in over 482 yeudi ICBMs being dismantled and it's clear that there's some merit to working in the area for the time being. As such, the 15 Year Plan has been drafted. The first 5 years will focus on stability and continued demilitarization. The last thing anyone wants is the region to be volatile, chaotic, or at risk of conflict. As such, this first phase will focus on providing stability to the region, and ensuring demilitarization continues at an adequate pace. The next 5 years will focus on self-determination, where Canton 14 will receive its own Provisional Legislature, Provisional Parties, and the ability to govern itself within the Special Autonomous Canton label. The goal is to empower the people and ensure that the Canton isn't simply colonized or forced into another culture. Finally, the last 5 years (which would be under a different administration if S Aurousseau wins two terms) will focus on the referendum. No one wants an unstable Canton or an unstable region during this phase. But assuming all goes well, the referendum will be held, with 3 options. Staying as a Special Autonomous Canton, something that most Xsampans are firmly against, vote for independence, or vote to join a neighbouring country. While it's clear that the CPX is more in favour of Canton 14 voting for independence, any result of this referendum will need to be respected. The 15 Year Plan will essentially act as a nation building exercise. Whether the CPX can clean up the mess of the Passereau Administration is yet to be determined, but for now, the focus is on demilitarization and ensuring that the region and this Canton are able to enjoy a future of peace. -------------------------- In Other News; Most Xsampans skeptical of expanding the Tsokling to Canton 14; Humanism, or the budget? RE: Xsampa - Elena1012 - 14-10-2025 Trade deal with Nadiya announced; Fair Trade Agreement as a new partnership is established. ------------------------- June 9th, 5680 ------------------------- Historically, Xsampa has had little relations with the Nadiyan Confederation. While there have been relations with the Lesnovian Soviet Socialist Republic prior to its unification into the Nadiyan Confederation, full relations with the Confederation were sparse. This week however, that changes as the People's Committee of Foreign Affairs has announced a Fair Trade Agreement with Nadiya, as well as a trade deal with the nation and further diplomatic ties. For starters, Nadiya will begin purchasing Xsampan diamonds and rubies. Given the ethical nature of our industries, this is at a higher price than the market norm but this was to be expected and Nadiya has shown no opposition to paying higher prices for blood free gems. Furthermore, Xsampa will purchase Nadiyan aluminum to expand production of Xsampan EVs, which can be sold to Nadiya. So what does this mean? Nadiyans will get access to Xsampan made EVs, and Xsampans gems, whilst Xsampa gets more aluminum to export EVs, and more money from selling gems. Alongside this, a Fair Trade Agreement will be signed, in which Xsampan Social Enterprises can enter the Nadiyan market and Nadiyan companies can enter the Xsampan Market as a Social Enterprise. This is a win win for both parties thanks to market socialism. With the establishment of a trade deal between the two nations, the Xsampan trade volume continues to expand, and as does Nadiyan trade volume. RE: Xsampa - Elena1012 - 16-10-2025 Revolutionary Order and Coalition Reform Act passes PAX; Granting the Premier new powers and redefining coalition governing. --------------------------- September 15th, 5680 --------------------------- Ever since the Mearvi-Shar Conference concluded, coalition reform has been a major point that the CPX has stressed ever since the election season. After all, the SLP was left in the complete dark which led to the chaos of the Mearvi-Shar Conference. As such, the Revolutionary Order and Coalition Reform Act (ROCRA) has passed PAX, an act which looks to not only remedy this problem, but also grant the Premier new executive powers in the event of a deadlock. As such, for starters, the powers that the Premier now has, are Revolutionary Orders. These will essentially allow the Premier to enact a decree and bypass PAX to enact change to the country. However, to prevent a rogue Premier, PAX will be obligated to review all Revolutionary Orders 15 days after being issued, and if PAX seems the Revolutionary Order to be illegal, an overreach or unnecessary, PAX will vote to bring the Revolutionary Order down. This also applies to the courts as the courts will also hold the ability to challenge Revolutionary Orders. Now, Coalitions reform, a vital component of the ROCRA include a handful of reforms. For starters, coalitions must formally submit a written agreement to PAX on which People's Committee's are granted to who, priorities of the coalition, procedures to resolve disputes and the like. Furthermore, major policy proposals, whether domestic or foreign must be agreed upon by all coalition members before being proposed to PAX. RE: Xsampa - Elena1012 - 16-10-2025 PAX passes the TRA of 5680; Tax reforms to combat the deficit. ------------------------ November 8th, 5680 ------------------------ One of the biggest issues facing Xsampa is the deficit. Let's face it. The Tsokling is expensive. It's generous but expensive. So, how do you fix such a deficit without hurting people who need it? The Taxation Reform Act of 5680 presents an answer for that, looking to draw new tax reforms, simplify the process, and minor Tsokling tweaks. For starters, actual reforms to the tax system. For starters, the top 5% of earners in Xsampa will see a 3% tax increase. Alongside this, capital income will be taxed the same as wages. Alongside this, new practical taxes such as replacing the Environmental Taxation Act of 5497 with more modernized pollution taxes, speculation taxes, and the introduction of an idle land tax, which will encourage unused land to be put to use. Either it's taxed, which is a win for the treasury, or it's put to use, which is a win for everyone. Land based contribution essentially. Finally, the tax system will be simplified, via an online portal. This also comes with the benefit of simplifying the Tsokling. Furthermore, the creation of the Public Revenue Integrity Authority (PRIA), which will be beholden to the People's Committee of Financial Management and be responsible for tax collection and such. Now, actual Tsokling reforms. The basics won't be touched. The main focus is on the most expensive aspect of Tsokling, the Minimum Basic Income. What's certain is this. Xsampans that are low or middle income with be affected at all. This reform is targeting high income Xsampans, who, while they already receive less in MBI due to their income, will instead pay a Solidarity Dividend. Their MBI will be redirected to the Tsokling itself, essentially allowing the system to pay for itself (at least with high earners) to support the universal benefits (such as childcare, healthcare, education, etc etc). High earners will still have access to other aspects of Tsokling as that's always a given, but reforming the MBI system will help in combating the deficit. Let's face it. No one wants austerity. We're not capitalists who foam at the mouth to give a handout to the bourgeoisie. We're socialists. The proletariat come first. So when it comes to reforming the Tsokling and Tax System, it's a careful balance between making a profit for the state and helping the people. Progressive Taxation can only take us so far. Ultimately however, high earners with miss the MBI. Everything else in the Tsokling remains universal, whilst the MBI will be able to help those who need it most compared to those who don't need it.
