RE: Deltaria - Rogue - 27-02-2025 ![]() Intelligence Services to be consolidated into new "Imperial Security Directorate" October 5622 Through a Imperial Decree signed by Emperor Slavko last week the fragmented intelligence landscape in Deltaria is to be consolidated into one all encompassing agency named the "Imperial Security Directorate (Carska uprava za sigurnost). The new agency, which has existed for the past year, was already preparing for the takeover of other agencies but was awaiting the decree in order to accelerate the process. The Foreign Intelligence Service and Federal Protection Service are to be abolished and will merge into the new ISD. The ISD will be responsible for both domestic and foreign intelligence operations. The new ISD is to receive at least 4 billion in funding, which is millions more then the two previous agencies got combined.
Minister of State Security Serghei Negrescu argued that the imperial government seeks to create a "robust, modern and effective intelligence service, capable of protecting Deltaria from both domestic and foreign threats." Not all intelligence gathering is to fall under ISD jurisdiction. The Imperial Guard, both there to protect the imperial family and serve as a gendarmerie, will be tasked with "low level intelligence gathering for support of regular police forces." While vague, this will likely mean that the Imperial Guard will get the responsibility of gathering intelligence on drug crime and monetary crime, such as printing false money. The ISD will primarily be focussed on terrorism domestically, while also helping local police forces in combatting organized crime when needed. This new direction should consolidate expertise and allow Deltaria to further develop its intelligence gathering capabilities. The Imperial Deltarian Armed Forces (IDAF) will receive nearly 20 billion to reform, restructure and modernize all branches of the military. While the Deltarian military has been renowned through its many centuries of proud and distinguished victories, it has in past years been neglected due to stagnation and a lack of proper investment. Emperor Slavko, in a recent speech in Ushalande, argued that in order for Deltaria to reclaim its place in Majatra and on the globe, it needs to restart its military industry and rebuild its military power. This would not only strengthen defense capabilities, but also boost the economy and long lost military industries see a resurgence.
This initial investment of 20 billion is meant to launch reform within the IDAF. Under I.D.112 "Restructuring of the IDAF and Afilliated Agencies" (RIAA) the emperor has called for the creation of a "capable military, ready for both defense and power projection." In the decree, the emperor leaves room to the military itself and the Ministry of War to fill in the exact details on reform. Minister of War Abel Niculescu has already put into place the "Committee for Military Reform and Restructuring" which consists of both high ranking civil servants from his ministry as well as officers, high ranking generals and other military officials. Organizations like the "Deltarian Eagle Association" are present in a limited manner, only for their advice on religious and symbolic matters. The new committee will begin drafting several directions for reform, with a final selection of three scenarios to be laid out to the Emperor for final approval. Once approved, the real work begins, with the 20 billion now reserved to mainly be used for the actual restructuring of the IDAF (closing or opening bases, reorganizing formations, restructuring leadership etc.) Once the direction is chosen, the military budget will steadily increase. The current budget sits at just under 2%, with the additional structural increases to significantly bolster military capabilities. Foreign Secretary refuses to name Istalia, recognizes Quanzar and Alaria
The Imperial Secretary of Foreign Affairs refused to call Istalia by name during a recent press conference in the eastern city of Sorpatak. Instead, Secretary Jurčević called the current conflict still raging there to be "a great tragedy to the people of Quanzar". When asked if he could clarify his comment and refusal to name Istalia, he stated "We recognize the Great Emirate of Quanzar as the sole legitimate government that may rule over the ravaged peninsula." On the status of the Istalian island, the Secretary noted that "it is no secret that we recognize the Republic of Alaria as the sovereign entity to rule over the island of Alaria." While the hate between Thallers and Istalians has been known for centuries, the new regime of Emperor Slavko is clearly taking a hardline stance on the Istalian issue. When a reporter called Istalia by name, Secretary Jurčević responded by saying "Istalia? What is that exactly?" All government communication at this point has also resorted not to name Istalia, always reffering to either Quanzar or Alaria. Despite this clear hostile stance towards that Imperial nation, Secretary Jurčević did express the governments desire to stay out of the ongoing civil war, citing "a focus on domestic affairs" that prevents Deltaria to do anything besides observing in that conflict. The Commission on Military Reform and Restructuring has released its recommendations for military reform. The 200 page document titled "A new military", describes the need for a "modern, growing and evolving military capable of adapting to changing circumstances when needed." Where some called for a total overhaul of military doctrine, the commission has actually called for a "return to previous, tested ideas." The Deltarian military, far to often, had tried to focus on both mass and modernization, resulting in a military that does neither well.
Under the CMRR recommendations the commission calls for a "increase in mass", referring to a bigger military, and a "increase in firepower", mainly targetted at non guided munitions. Conflicts in recent years have shown that "wars of attrition" are not at all uncommon, and that nations with vast military resources can usually outweigh any edge in technological edge later down the line. The commission believes that the likelyhood of a large scale conflict has grown in recent years and that Deltaria should adapt its military to prepare for that reality. Specifically, under the recommendations, Deltaria would focus on producing equipment at a faster pace and bigger quantity then it ever has. Munition production would be focussed on unguided munitions, mainly used in tanks, artiillery and other unguided weapon systems. The military needs to expand in size and focus on producing and using "battle tested equipment that we know works and is both cheap and effective." The report also calls for targetted investments into modern systems, focussing on Deltarian strengths such as the construction of cruisers and missile-defense systems. Deltaria its capability to fight a minor conflict is to diminish significantly under the recommendations, with the commission proposing the downsizing of Deltarian special forces as well. In return, the remaining special forces will be specifically trained to operate in minor conflicts or interventions, being granted more modernized equipment and specialized training. Due to the small size of this force however, the capabilities of these special forces are likely to be "severely limited", with the CMRR noting that under the recommendations the special forces are to be reduced to just 2000 in active duty personell. Such a downscale (currently 30.000) will mean that any new force "will only be effective in a severely limited, surgical operation" and would "not be suited for substained operations." It is thus clear that if adopted, this new doctrine would focus on the eventuality of a large scale conflict, severely limited Deltarian capabilities to fight more technologically advanced smaller scale conflict. The report has been send to the Imperial Ministry of War but will, according to insiders, be approved. Once approved, work on the details will commence and a new plan for military expansion will likely be announced. RE: Deltaria - Rogue - 02-03-2025 ![]() RE: Deltaria - Rogue - 02-03-2025 ![]() BALGRAD - At least 400 locals were protesting at the entrance of the Marin the Great Naval Base earlier this morning after news broke that the federal government has struck a deal with provincial and local authorities for the expansion of the naval base. The expansion, brought about by the renewed efforts to expand and improve the Armed Forces, would evict nearly a thousand residents currently living on the edge of the base. Under the expansion plan these homes will be demolished in order to construct new docking and storage facilities, primarily for the storage of fuel. This expansion would mean an end to a entire community, with those organizing the protest noting that this is a secluded part of the city that has become a bonded family over the decades.
Under the expansion none of the home owners are to receive compensation, as they will be forced to leave their home within the next three months. The 400 protestors put up signs saying "Ushalandars Belong here!" and "Resist the Diktat", reffering to the apparant pressure federal authorities have put on local politicians to push the plan through. While local police has so far tolerated the protests, the Imperial Ministry of Domestic Affairs has issued an order to break them up according to insiders within the ministry. Federal sources also seem to confirm what we feared, that the Imperial government wants this expansion to go through no matter what. Provincial Governor Giurescu acknowledged the "clear pain that these people will have to endure for the betterment of our empire" but noted that the decision is "irreversible." On the question why no compensation has been made available for the to be evicted families, the governor responded by saying "these are federal lands that these citizens have lived on in provincially provided housing. While unfortunate, they knew that their stay would end at some point." At Adevăr!, we see this apparant disregard for Ushalanders as yet another infringement on our autonomy. While the new constitution promised autonomy and freedom, the federal decrees are crushing all our hopes. We call on the Emperor to do the right thing and help his people, even in cases that might seem small, as we are a just nation that should care for all within. ![]() RE: Deltaria - Rogue - 02-03-2025 ![]() In the works for decades, the South Majatran Economic Cooperation Organization is now a fact. In a joyous ceremony in the Deltarian city of Branovice, representatives of the Grand Empire of Deltaria and the Majalite Kingdom of Kafuristan signed the documents to create the organization and become part of it. Under the founding document, member states will enter into a customs union and all structures and provisions of SOMECO, all created to establish an easier trade environment in the region. The ultimate goal of the organization is to increase trade as well as make it easier to trade between member states. The foundation of the organization marks a new chapter in regional cooperation. For years, Majatra has been divided and major scars have rippled through the continent. Emperor Slavko congratulated all involved in the drafting of the treaty in a rare public statement. He expressed his "sincere hope" that Deltaria may once again be the nation that "takes the Majatran continent into an era of peace and prosperity, together with out Kafuri partners."
SOMECO will consist of several bodies, all meant to create checks and balances within the organization and ensure a environment of dialogue and debate is accepted. The most important of the organizations bodies is the South Majatran Economic Council (SOMEC), composed of the Heads of State or Government of member states. Decisions in the body are taken by concensus. The decisions are binding on all States parties. It may also direct other agencies and bodies of the organization but will only do so in cases where it is deemed "absolutely necessary." It also approves the budget of the entire organization. The South Majatran Commission (SOMACO) is the governing body of the organization. The commision can make decisions on the customs policy of the customs union but also the macro-economy, competitition regulations, energy policy and fiscal policy of the organization. It is chaired by a independent chairman, appointed by the SOMEC every 5 years. It is supported by five additional "commissioners", all also appointed by the SOMEC and all having their own portfolio to work with. Decisions in the SOMACO are also made by concensus. Lastly the South Majatran Court of Disputes (SOMCOD) has been established to resolve disputes between member states on anything related to the organization as well as interpretation of its legal order. It is composed of 10 independent judges, appointed by the Chairman of the South Majatran Commission for a period of 10 years. Under the agreement, SOMEC will gather in different capitals on each occasion on a rotational basis. SOMACO is to be headquarted in Branovice while the SOMCOD will be establishing itself in al-Kasraj. With the signatures of both Deltaria and Kafuristan, SOMECO is now fully operational and both countries have expressed their willingness to invite other South Majatran nations to join the organization "as soon as possible." ![]() Protestors sentenced to 100 years in Cachtica prison - In a mass trial in the capital of Cahtica, 545 protestors that had been arrested in anti-imperial protests two years ago have been sentenced to 100 years in a Cahtica prison. According to the few that were present at the trial, the judge took less then a minute to hand out the verdict, which gave all 545 individuals the same sentence. The judge noted that the protestors "endangered public order and the image of our monarch and had the intend on destabilizing our nation."
Ministry of War opening two more munitions factories in Doron Akigo - The Imperial Ministry of War has announced the reopening of two previously closed munitions factories in the Province of Doron Akigo. The factories had been closed under previous governments but are now to be reopened to "help in our efforts to increase our munition stockpiles." The factories were and will primarily be used for the production of unguided artillery munitions, with the Ministry seeking to expand its artillery corps and capabilities in the coming years RE: Deltaria - Rogue - 04-03-2025 ![]() TEPOSOVO - Deltarian steel manufacturer "Sindikat čelika" (Steel Union) has reported exceptional growth last year, largely fueled by the Imperial government its rearmament efforts. The company made 4 billion in revenue before rearmament began, which has risen to nearly 12 billion last year. For the first time in a decade, the semi-private company has made profit as well, reporting a net profit of 100 million. The relative succes comes from orders made by both Army and Navy contractors mainly, with the Imperial Government pushing for primarily munition production but also the procurement of large weapon platforms like ships, artillery pieces and to some extend providing steel for major construction projects for military purposes.
The Steel Union is partially owned by the federal government, with the government holding a 42% share in the company. The remaining shares are owned by individual stock holders, with the government selling its majority stake under previous administrations. As a private company, it had struggled for years. With lowering demand from both the consumer and government side, it experienced severe losses for the last decade, nearing bancruptcy before this sudden revival began. With the profit made, the company seeks to expand its production facilities and also start exporting Deltarian steel, something it had not been capable of doing previously. The resurgence of the company has also helped the local economy, with hundreds of extra workers being granted a job by the company. With rearmament only in its early phase, economists believe that the Union, nicknamed SČELIKA, is likely to gain additional orders and do well. It is up to the company to use this period of government-induced growth to turn its ship around and make the company viable post-rearmament as well.
RE: Deltaria - Rogue - 05-03-2025 ![]() CAHTICA - The Imperial Reserve Bank, Deltaria's central bank, has lowered interest rates in a effort to encourage more spending and greater economic growth. For the last decade the interest rate of the IRB and its predecessors sat at around 10%, largely because of Deltaria's history of high inflation periods in its economy. The high interest rate allowed inflation to remain stable at 2.5 to 3%, but prevented businesses and individual Deltarians from borrowing and investing, thus holding back growth. With renewed plans for the economy expected soon and Deltarian entry into SOMECO the IRB, in dialogue with the Imperial Treasury, has come to the conclusion that a interest rate cut is needed to focus on renewed growth and investment into the economy. IRB Chair Petar Lacković announced that interest rates are to be cut from the current 10% to 6% in 0.5% steps in the coming year. The initial cut will be 1%, after which a 0.5% cut is made every two months in order to reach the 6%. According to Lacković such a step by step approach allows the IRB to monitor the effects of the cuts and, if needed, adjust accordingly. With the political situation in Deltaria stabilizing as a result of a great response from our Emperor, these cuts combined with the increased stability are expected to significantly improve Deltaria's business environment. Treasurer Costi Mandruleanu expressed his confidence in the Deltarian economy and will himself announce a new economic reform package, aimed at boosting the Deltarian economy. So far the Treasury has not resorted to borrowing, with state coffers still significantly filled due to years of cautious policies. Whether it can maintain this level of spending without borowing in the short to long term is debated. Balgrad elected to "city of the year" - The city of Balgrad, mostly known for housing the largest Deltarian naval contingent, has been elected "city of the year" in a contest organized by the non profit "City of the Future" collective. The contest is held each year to promote better living conditions, sound urban planning and improved services. The city of Balgrad, under mayor Gavril Negrescu, has improved significantly in the last two years. While always focussed around the military and specifically the navy, the city has tried to attract local and national businesses, building a new commercial district last year. It has further improved city infrastructure and introduced new social housing initiatives that have so far helped 5.000 new people to find a home. CotF has congratulated Balgrad with their "continuing transformation" and, despite its issues, the city is seen as a rising hub for new families from across the country
Akigan extremist shot at Jelbe border - A citizen of the province of Doron Akigo was shot last night in the city of Zog, with authorities claiming him to be part of the Akigan nationalist "Owl" movement. According to the Imperial Guard, the man was trying to smuggle weapons into our Grand Empire, using two corrupt border officials to smuggle them in. One of those officials informed the Guard of the ordeal, after which a operation was put in place to catch the extremist. What resulted was an operation in which one Akigan citizen was killed, with four more arrested as well as one border guard shortly after the encounter. Federal authorities have pledged to continue their investigations into the Owl movement, with their activity having increased as provincial autonomy in Doron Akigo has been under pressure from federal oversight. Doron officials in the province have condemned the violence, citing their hopes for "continued peacefull coexistence in our province." RE: Deltaria - Rogue - 06-03-2025 ![]() CAHCTICA - In a moment of celebration of many Deltarians, our Emperor Slavko I, adressed Terra in a rare public speech in the city of Altea, Egelion. In the Villamor Palace, the emperor was in the presence of many world leaders to discuss the current state of world affairs. In his speech, the Emperor talked about the injustice in Quanzar and Alaria, with thousands of people now trapped in a country that does not want them. He discussed Deltaria's role in the world, and humbly accepted responsibility for our past mistakes. He promised that Deltaria would be a "gentle power", reffering to the diversity in Deltarian society and the strengths it gives our country.
While some within the Empire have denounced the end of democracy, it cannot be denied that the Emperor has been accepting of all Deltarians, regardless of their background. Several ushalanders sit in high positions of government while the Emperor's closest advisor is a Akigan duke. The consolidation of his power within our country has furthermore not resulted in discrimination against minorities, something which some of his predecessors did do. And, in a ultimate act of compassion and humanity, the Emperor announced that Deltaria will introduce a policy of birthright citizenship, with anyone born on Deltarian soil to be granted citizenship upon birth. While we interviewed some in our capital that were sceptical, many seem to be excited and proud as our head of state shows the world the great compassion and growth of the Deltarian people. It is a turning point in our country, a turning point in Majatra, and as we look towards the future it is our Emperor that leads the way for the Deltarian people with dignity, respect and resolve. |
