RE: New Verham - Rogue - 27-12-2025 Clashes between security forces and protesters take deadly turn November 5698 Following escalating protests in northern and southern regions, primarily from the Ostlander and Vanukean communities, security forces have launched a crackdown that has so far seemingly failed. At least 38 protestors and 2 officers have been killed in the ensuing violence, with countless more injured. Ostlander community leaders have urged the public to take up arms and defend their local communities, accusing the Gaoic Republic of harassing communities and unlawfully arresting community leaders. What initially started out as peacefull protests against the Panmuan Heritage Act, the actions soon turned into anti-government protests calling for an end to "gaoic apartheid" and the reintroduction of full democracy in the country. Under the Fukkyu Party the country has largely been governed as a autocratic state, with no free elections and the party controlling all political life within the country. With worsening corruption, poverty and a lack of government control causing rampant crime in major cities, the entire population was already fed up. What started as a protest by Ostlanders soon spread to other groups. In Chukyo the "League for Mu-Tze Democracy" has organized a protest, attended by nearly 100.000 people from all walks of life. This protest sparked a response from the government, with President Argat ordering a break up of the Chukyo protest. This breakup failed, with chaos erupting in the streets and police firing live bullets into the crowd. Following the botched attempt, security forces have been put on high alert and President Argat has mobilized the Mu-Tze Territorial Guard, its gendarmerie, in preparation for more crackdowns. The unrest has however only been growing, with thousands joining the protests in several cities every hour. Protest leader Jebe Chapar, who has been the main organizer for the Chukyo protests, has already called the movement the "Heritage Revolution", naming it after the law that sparked it. Ostlander and Vanukean communities have, following calls by their leaders, already been observed on the streets with makeshift weaponry and old rifles, forming local neighborhood militias in defense of their homes. With the Gaoic Republic weakened and so far failing in their response to the crisis, it remains to be seen if it is capable enough to lower the temperature and preserve peace on the streets. RE: New Verham - Rogue - 28-12-2025 ![]() CIVIL WAR IN OUR COUNTRY February 5699 Chukyo - Jewels, fancy cars, planes and hundreds of high-tech computers and laptops were missing from the palace when it was stormed by the militia. What had once been a symbol of Gaoic power has now become a looted and damaged building not much better then the flats within the poor regions of the city. President Argat, facing potential persecution, has fled the capital with almost all of his belongings, taking with him part of the republican treasury. It is unclear where he fled to, using one of the few transport aircraft still operational on Chukyo's International Airport.
As the president and his entourage flee the country, they leave behind chaos. Countless of militia's have sprung up throughout the country, most notable the self-defense militia's of both the Ostlanders and Vanukeans. After months of operations, these militia's have secured territories where non-recognized governments now call the shots. Services have been taken over, hardware seized and new state institutions build. Only minimal ressistance came from the Gaoic military, which largely retreated from the areas in order to preserve their strength in defense of the capital. But the capital that once was a pinacle of modern civilization, dubbed the "cleanest city" in Dovani decades ago, now faced gunfire and explosions in its streets. The militia storming the presidential palace is believed to be alligned with pro-democracy forces, although information is scarce and hard to verify. Other parts of the city are seeing different militia's and gang pitted against one another, with military units laying down their weapons, joining local militia's or only offering minimal ressistance. While Ostlander and Vanukean areas have set up their own zones of control and attempt to continue life as peacefull as possible, the rest of the country now faces near anarchy as central government control has all but collapsed. Nearly a thousand citizens have already been reported dead, and with a economy now collapsing due to the chaos, many more are likely to face starvation and dehydration as stores close and services shut down. Chukyo - After months of heavy fighting, foreign intervention and a breakdown of state control, the battle lines within the civil war that is gripping our nation have been clearly drawn. While initially New Verham was facing a conflict of chaos, with hundreds of militia's springing up through the country, the last few days have proven to be consequential as several clear power blocs are emerging. Following the Egelian intervention in the war tides have shifted away from forces loyal to the old regime, with countless of loyalist military units being forced to surrender or compltely annihilated after a concentrated air campaign and pressure from Panmuan militia's. Egelion's takeover of the Chukyo International Airport helped the country in establishing a physical presence, pushing loyalist forces largely out of the capital. What is now left is a city divided into several zones, with the airport and its direct vicinity under control of Egelian forces, while other city districts are in the hands of militia's all oppossed to the Gaoist regime. One of the strongest militia's in the city, Shine üür, has joined the newly created "Movement of Verhamese Restoration", simply nicknamed the "Restorationists" by forces on the ground. This new patchwork of allied militia's is led by former army general Bor Khasar, who commanded several defected army units and took over the coastal town of Nomraat before convincing several bordering militia's to join his cause. Khasar is pushing for the reformation of the former Republic of New Verham, seeking to cast away the shadow of the Gaoist regime and instead create a stable, democratic but capable republic no longer guided by Gaoist principle. His movement has gained ground in recent weeks, largely aided by Egelian air support and missile strikes. With the disintergration of large portions of the military, his forces managed to push along the coast, now holding at least 2/3rds of coastal regions and preparing a push towards the capital. With Shine üür joining the new movement, it has already gained a foothold in the city, likely to be expanded if international pressure on loyalists and their alligned forces continues. Meanwhile little has happened in Ostlander areas, with the newly reformed Ostland National Bloc having consolidated its hold on its territories and life in the area largely resuming as normal. Little to no fighting has been reported and the Ostlander regions are now being used by a variety of aid organization in providing aid to the rest of the country. Within the Vanukean majority areas the story is somewhat similar. Last week, the People's Defense Front (the military wing of the Vanukean community) launched a operation to mop up remaining loyalist pockets within their territory, resulting in some heavy fighting that lasted for days. Several were killed, but loyalist forces in the form of the 2nd infantry brigade were eventually forced to surrender. Vanukean forces have also moved to secure the border with Bianji, capturing the Makbiraa border crossing two days ago and announcing the closure of the border, seeking to prevent illegal goods from entering their territory. As the fighting rages on, the Verhamese people are stuck in between. Humanitarian aid from Nadiya and the Red Cross have softened the worst suffering. Reports have reached us of loyalist forces mistreating civilians and preparing a offensive to retake the capital. At least 6 million residents in Chukyo have failed to leave the city so far, with a total of 1 million having left in the last few weeks. If a offensive is planned and executed, observers estimate that the toll on the civilian population will reach levels not seen in the conflict so far. Other forces, like the Mu-Tze League for Democracy, have started to disintergrate and fight amongst themselves, using the civilian population as a shield in their internal rivalries. Bianjie - In what has been described as "a accident caused by human failure" a helicopter transporting former President Argat crashed last night near the border region. The helicopter flew over Bianjie airspace after one of its engines failed due to poor maintenance. The helicopter descended quickly, eventually crashing in a field on the Banijie side of the border. The crash has made room for speculation, with President Argat having been missing since the start of the civil war. Many believe he might have been hiding within Bianjie, using the helicopter to try and flee elsewhere after Vanukeans forces closed the border checkpoint used to smuggle in his wares. The helicopter has been identified as a former Goaist military aircraft, reported missing from the Chukyo International Aiport shortly before it was abandoned by government forces. Argat was identified by local Bianjie police, who took him custody and escorted him to a nearby hospital for minor wounds. The pilot did not survive the incident. The helicopter wreck has been confiscated by Bianjie authorities, reporting that at least 2 million in cash was also found on the carbo bay of the aircraft. The arrest of Argat has sparked relieve amongst several factions fighting the civil war, who now have a chance at potentially trying the former president in court. Chukyo - In a somewhat unexpected turn of events, the capital of Chukyo has been embroiled in some of the heaviest fighting since the beginning of the civil war. While loyalist forces had been organizing outside of the city for weeks, it was widely believed that their lack of leadership and dwindling supplies would prevent them from launching any capable operations in the direction of the city. But two days ago that theory was proven wrong, as a estimated 4500 soldiers and alligned militiamen launched a attack on the city after a initial artillery barrage from self-propelled artillery guns. While the guns were quickly identified by Egelian air forces and elimated, the barrage signalled in the attack, and soldiers flooded the suburbs of the city. The suburbs, largely controlled by the Shine üür militia, were caught by suprise. Gaoist forces broke through the initial line of roadblocks and makeshift checkpoints, entering Taaiminn square and capturing the local police office. They continued their push, eventually reaching the diplomatic district located next to the Angmao Business district. While most embassies had been cleared since the civil war, several continued to operate, with the Luthorian embassy being one of the more active embassies in the country. Improvised armoured cars opened fire on the embassy complex, with Gaoist forces and their allies rushing towards the Luthorian embassy after managing to break the gates to the district. Within just half an hour, the Luthorian embassy was captured and its personell taken hostage by the attackers. While the contingent of Luthorian Marines present at the complex tried to fight off Gaoist forces, they were simply overwhelmed by the amount of fighters flooding the complex. Two marines reportedly died, with the remaining 12 captured by the attackers and also taken hostage. A photo, made by a bystander, shows a Luthorian embassy filled with bullet holes and still several fires burning, as armed men stand outside the complex. The attackers issued demands, calling on the Luthorian government to negotiate on their behalf and push for an exit by Egelian forces from the country. They have also demanded the release of President Argat, currently in custody in Bianjie. If demands are not met, all captured Luthorians will be executed according to the kidnappers. Goaist forces continue their push into the city. Attempts to attack the Chukyo International Airport have failed, with Egelian forces repelling the attacks and killing at least a hundred. In other parts of the city heavy fighting still rages, but it seems that the initial suprise of the attack is no longer there and loyalist forces are struggling to take more ground. Chukyo - Frozen lakes, piles of snow and a cold population. New Verham has been overwhelmed by a series of winter storms that have further worsened the humanitarian condition in the country. Just a week ago, the last loyalist forces were pushed out of the capital of Chukyo after a failed offensive that saw at least two thousand killed. The offensive, concluded with the liberation of the Luthorian embassy, was followed by a joint operation of Egelian and pro-restorationist forces in which the loyalists were pushed out of the city. Just before the loyalist defeat, winter weather started hitting the Ostlander areas of the country, quickly moving down and covering the capital in a thick layer of snow. The city, damaged due to the fighting, has suffered blackouts and authorities have found it difficult to provide aid to a struggling population. At least several hundred have already died due to a combination of harsh winter weather and a already worsening food supply. While loyalist forces are now out of the city and further on the retreat, the hard conditions have made it hard for restorationist alligned forces to provide aid throughout the city. Meanwhile restorationist forces in the east are making quick gains as loyalist forces are in a total withdrawal. Soldiers have defected on mass following their defeat in Chukyo, and loyalist militia's are switching sides in the hopes of getting on the good side of restorationist forces. Along the Ostlander border, reports have suggested that several loyalist commanders have been entrenching themselves within the mountainside, seeking to make a last stand in case restorationists make it there. Gaoist forces fearfull of being persecuted have already started flocking towards the border region, hoping to use these entrenched positions to prevent capture. Restorationists are now close to Chukyo, likely to link up with Egelian forces within a week. Representatives from the different factions were welcomed in the Unbataar Business Centre under the heavy security regime of Egelian forces, with help from Restorationists militia units. General Khasar assembled a delegation of several economists, militia leaders and civil servants seeking a full return to the Republic of New Verham. Both the ONB and VPA have other interests, mainly securing more autonomy for their respective communities.
Economics are also on the table, with both Vanukean and Ostlander areas largely unscathed during the civil war, thus likely facing a financial burden for the reconstruction of the rest of the country. The most important objective however is the drafting of a new constitution, creating a viable and stable state in the territory that has so long been governed by Gaoist elites. Egelion has also send their own delegation to the conference, seeking to help all other parties in coming up with a workable compromise. Those close to the process also suggest that Egelion seeks to make binding agreements on a path towards democracy and the role Egelion will play in facilitating that transition. Altéa's main concern is the potential for a protracted involvement in the country. While open to helping New Verham create a stable government, the country does not seek a longer involvement then necessary. Alexander Hanschweig, lead negotiatior for the ONB, called the initial talks "promising" and has indicated that all sides feel the responsibility to come to a solution while the civil war is still ongoing, mainly seeking to prevent a "wild west" scenario in the country where militia's govern. Gaoist forces have now been largely pushed towards the Ostlander border, with Egelian and Restorationist forces mopping up remaining pockets of loyalist resisstance close to urban centers. The latest projection from Egelian intelligence suggests that the war might be ended within the next few months, allowing a new government to take control after this period. Whether the Baatrynsentii Conference succeeds within that timeframe will have to be seen.

Baatrynsentii - At the Unbataar Business Centre the leaders of the ONB, VPA and Restorationists put their signature under the Baatrynsentii Accord, formally ending the civil war in New Verham and ushering in the creation of the new (or reborn) Republic of New Verham. After several months of negotiations, the three sides came to a agreement and with the accord ratified the newly drafted constitution of the Republic of New Verham. General Bor Khasar, leader of the Restorationists, called the signing a "momentous occassion" that marks "the end of a dark chapter in our history." Under the accord, all sides agree to disarm their militia's and intergrate them into a new to be formed military. Former militia members will get the chance to serve in the new military or retire and enter civilian life. Additionally, Egelion has signed a seperate agreement with the three parties, being allowed to maintain a military presence in the capital city and being granted a extensive role in providing advice and resources in rebuilding the country its institutions and physical infrastructure. Importantly, Egelion will become one of the primary parties that will oversee the first election of the new state, slated to be held next year under the Accord. The Accord also introduces a new constitution, being a mix between old New Verham and introducing elements inspired by Egelion its government. Under the new system, New Verham is to be organized as a semi-presidential unitary republic, with extensive autonomy for Ostlanders and Vanukeans. Südland is created as a legal entity, being granted the right to have its own judicial system, police force, educational policies, cultural policies and autonomy in the field of the regional economy and infrastructure. Similarly, Vanukeans will be organized in the new Vanukean Autonomous Region, being granted the same autonomy as Ostlanders. Both entities will be organized under a parliamentary system, as were the wishes of both. Nationally, New Verham will face a unique blend of "democracy and efficiency" according to the three. The President will clearly become the most influential in the new state, as the constitution outlines extensive powers for the president which include appointing a Prime Minister at will, appointing ministers, senior civil servants, judges and military leadership, commanding the armed forces, conducting foreign policy and signing treaties, issuing presidential decrees that have the force of law in most areas and much more. The President also has a unique relationship with the new to be reformed Supreme Congress, being allowed to veto legislation without the right to overwrite such veto by parliament, the right to dissolve the chamber, and able to directly submit his or her own laws to the Supreme Congress without the need for committee hearings. The Prime Minister meanwhile will be limited in what he or she can do, being responsible for overseeing day-to-day administration, coordinating ministries and implementing presidential policy, chairing cabinet meetings when the president is not present and is responsible for representing the executive in parliament. The PM cannot be voted out by parliament however, serving at the complete pleasure of the President. Cabinet appointees are proposed by the Prime Minister, but must be confirmed by the president who may also appoint other individuals if he deems it neccessary. Individual ministers, much like the PM, may be questioned by parliament but not be dismissed by them, serving at the pleasure of the president. Elections for President are to be held every 5 years, with a two-term limit on the position. The Supreme Congress is elected every 5 years as well, concurrently with the Presidential election, unless dissolved. When dissolved, the newly elected congress only serves until the next presidential election. The system has reportedly been designed to replicate the strong executive of Egelion, while also respecting the democratic traditions of the old republic. The newly established High Court of New Verham will consist of five judges, all nominated by the President but confirmed by congress (unlike other (judicial) appointees, who are directly appointed by the president). The first election is scheduled to be held within a year, with Bor Khasar having been appointed as interim-prime minister to oversee a provisional government. This government's main objective will be preparing for the first election, working with Egelian advisors and resources to set up vital state institutions and return state control throughout the country. Additionally, the provisional government is tasked with organizing the provincial and local administrations, with borders vague following the civil war and the need for local government being clear. One issue that might hamper the process of reastablishing functioning government is the issue of the mountain border with Ostland. Remaining loyalist forces have so far managed to prevent Egelian and restorationist forces from pushing them out of the mountains, with some of the more elite Gaoist forces managing to use the entrenched positions to repell all attacks. Khasar has indicated that with his troops forced to disarm and exhaustion kicking in, it is likely that he will appeal to Egelion to set up a demilitarized zone for the time being, preventing Gaoists forces from pushing back into the country. Baatrynsentii - In a landslide victory, former General and interim Prime Minister Bor Khasar has been elected the first President of the new republic. Khasar ran on the ticket of the resurrected People's Action Party, adopting a statist and left-leaning platform. The current Prime Minister won nearly 78% of the vote in the first round, resulting in a direct election and thus not needing a second round. His party, the PAP, won 200 of the 364 seats in the Supreme Congress, securing an absolute majority.
The election was observed by Egelian observers and a mix of different organizations from Dovani. While some irregularities were reported, largely because of poor organization and a lack of local government workers, the election has largely been deemed free and fair with nearly 70% of the population casting their vote. Khasar did well across the board, with Ostlanders and Vanukeans also supporting his candidacy.
The new President will face major challenges. As Prime Minister he had already overseen the creation of new provincial governments and the establishment of several state agencies deemed vital for operating the country. As President, Khasar will have to appoint nearly all officials of the state, including the Governor of the Reserve Bank, the governor's of all 31 provinces, military leaders, the cabinet and judges on both lower courts and the High Court. His appointees are likely to become the foundation of the new state. Additionally,a wide variety of state offices and agencies have yet to be established or are only operating with limited resources.
With the newly declared Goaist Republic of Central Dovani operating near the Ostland border, President Khasar will also be tasked with maintaining the security of the state. All militia's have been disarmed in recent months by Egelian forces, with the National Police now the only New Verham controlled force in the country. While preparations are underway for the formation of a new military, this will likely still be years away, forcing New Verham to look to Egelion for its security. But with a succesfull election and a now functioning state, New Verham is finally looking towards a future where peace and autonomy are at the forefront, no longer facing a government out to get them.

The President, who appointed all governors last week, toasted on the Republic, thanking all for coming to the capital. Most of those appointed are from within the PAP, with only some coming from other parties, primarily within Ostlander and Vanukean provinces. The agenda for the day was packed with a variety of topics, including cooperation between provincial and national government in establishing state control, issues of taxation and security as well as the still lacking access to proper housing, healthcare and education.
The civil war has left its mark on a majority of communities, with the provinces not able to handle these issues themselves. All 32 of them have only just been established by the provisional government, with President Khasar now tasked with granting provincial governments the tools to succeed. While resources are limited, the Ministry of Domestic Affairs has pledged a significant amount of resources to the new provinces, helping them build their own institutions and become a effective partner for the national government to work with. President Khasar also issued a presidential decree three days ago, directing other ministries and state agencies to coordinate with provincial government and, where possible, delegate resources and responsibilities to their new governments in order to further strengthen their position. Newly appointed Prime Minister Dogar Altan was also present during the Union, introducing himself to the governors present. One notable participant was the governor of Tsagaan Khövsgöl, who only controls 20% of his province as the newly declared Goaist Republic of Central Dovani has occupied a vast majority of the territory. He was seen in private conversation with Prime Minister Altan, likely discussing the situation and being pledged additional support if need be. Egelian forces have already established their promised DMZ in the border region with the new GRCD, but regardless the situation on the ground remains fragile.
