RE: Xsampa - Elena1012 - 30-12-2025 XDAN to begin security patrols in the Sovereign Sea; Egelion and Wrnuke to be given temporal docking rights for humanitarian fleets. ------------------------- June 7th, 5699 ------------------------- With tensions rising over the emergence of a civil war in New Verham (colloquially known as Mu-Tze), concerns over stability in the Sovereign Sea has erupted, as it remains the only way into the Sea of Carina, and subsequently into New Verham. As such, with concerns over trade traffic being disrupted or chaos affecting the Sovereign Sea, the People's Committee of Revolutionary Defense has announced the resumption of XDAN patrols to ensure trade traffic in the Sovereign Sea is not disrupted, especially with an increase in traffic due to interests in New Verham. The goal of these patrols is to ensure stability and that not only is trade kept, but any instability that may emerge from the Sea of Carina doesn't spill over into the Sovereign Sea. Furthermore, the People's Committee of Foreign Affairs has confirmed that Egelion will receive temporal docking rights to Xsampan ports to allow for humanitarian fleets to rest adequately. Alongside this, the same has been allowed for Wrnuke, in which they too will be allowed temporal docking rights for humanitarian fleets to ensure both parties can adequately rest and provide humanitarian aid to New Verham during it's civil war. Once the civil war in New Verham is deemed to be over and the country is sufficiently stable, the docking rights will be allowed to expire. The PCFA has stressed that, at the moment, these rights remain strictly for humanitarian fleets, but the People's Commissar of Foreign Affairs could not be reached regarding a comment on whether military fleets will be allowed to dock, should the situation in New Verham demand it. Whatever the case, as the situation in New Verham escalates and nations look to assist in stabilizing the country, Xsampa is looking to ensure the logistics is safeguarded, and that trade in the Sovereign Sea, and especially stability in the Sovereign Sea is not disrupted. The Bargas Chenpo. One hundred years since, we've rebuilt. Not without scars. Not without painful memories. But Xsampa has persisted. We've rebuilt. But not forgotten. While those who remember the Bargas Chenpo first hand are long gone, the state has made sure that the Bargas Chenpo isn't forgotten. Today is different then the other Memorial Days, on account of it being the 100th anniversary, but it is no less important. From the docks of Gramdkarpo to the schools of Tsélame-Sur-Yol, there is mourning. In Metz-Leonid, the epicentre of the Bargas Chenpo, and the only city in Dovani to hold a title it never asked for; being the only city in Dovani to be a victim of a nuclear strike, mourning there is especially strong. Unlike other holidays earlier this year, like May Day or the Festival of Lights, there are no parades, no celebrations, no clapping hands. Voices were kept low across the country, radios were off, televisions were kept at a low volume. At exactly 09:54 AM, a moment of silence was held in all public spaces in Xsampa, lasting until 10:02 AM. Afterwards, in Metz-Leonid at the Memorial to the Victims of Nuclear War, the proper memorial began, as the rest of the country observed and continued on with life. Several members of PAX, the Public, Premier Asselin, and Custodian Tsemo were at the Memorial to the Victims of Nuclear War. Alongside this, for the first time, foreign dignitaries were invited to attend the memorial service. President of Valruzia, Pawlik and the Marshall of Kampania Anton Sajdak, the Egelian Empress Isabella and High Councilor Juan Carlos Formoselle y Castilla, Premier of Bianjie, Niohon Dusan and Foreign Minister Eje Cidumu, the President of the Kundrati Union, Sir Thomas Harney, Her Imperial Majesty's Foreign Minister, Tom Harney and Chancellor of the Empire, and Lord Reg Hanson from Kalistan, and Luthori Minister of State for Dovanian Affairs, Rob McHenry, and the Luthorian Ambassador for Xsampa, Kate Burns-Mahon. The most surprising, was a representative from Wrnuke, Ambassador Sófz Altándrsme Brtlé, which, while surprising, is welcomed deeply. The presence of all foreign dignitaries shows that even with disagreements, even with ideological differences, friend or foe, those differences are nothing, for today, we are all citizens of Terra. It is my hope, and my dream to see a world without war. A world without ever again needing nuclear weapons. Whether possible or not, the Bargas Chenpo showed us that we cannot give up on that hope. Not for our children, or their grandchildren, but for the grandchildren of the world. Recently, we asked children to write a letter, a question about the Bargas Chenpo. I'd like to read it out to conclude my speech. I ask all of you to remain silent. From Sangyal, aged 8. Why didn't they stop it?A question with no answer, that neither Xsampa or the world can answer. At the People's Committee of Interior Affairs, the People's Commissar of Interior Affairs, Comrade Woeten spent several hours, personally reading the names of documented casualties in the Bargas Chenpo, only stopping to take a quick drink, before continuing to read aloud names of the deceased to the public. In schools across the country, the schedule is changed for today. Instead of learning the standard curriculum, each classroom will instead teach something else. Something simple. A day in the life of someone who was killed during the Bargas Chenpo. Teachers are encouraged to not moralize, but instead teach. Life 100 years ago was not radically different, and the Bargas Chenpo occurred in what was thought to be normal times. We can never forget what happened. Even if those who experienced it are gone now. We cannot forget for their sake, and for the sake of the future. RE: Xsampa - Elena1012 - 02-01-2026 CPX prevails in 5700 elections; A Communist start to a new century, as Metok promises 50 years of progress in 5. ------------------------- February 20th, 5700 ------------------------- Another election, another government. To start off the 5700 century, voters elected the CPX as while Passang Asselin and the XIP did do well, it seems voters wanted a return to the status quo. While the XIP wasn't rejected, the CPX has the means to form a governing coalition, and the public consent. As such, comrade Metok has been elected Premier and has made a very ambitious plan for his tenure as Premier. As his slogan goes, "fifty years of progress in five", Metok has called for drastic reforms. Drastically reforming the Tsokling System, particularly the MBI Aspect, and redirect it towards those who need it instead of everyone, while still keeping universal services, expanding industry to promote growth, and generally expand jobs. Despite a strong primary challenge from Kalingpong last year, Metok has appointed Comrade Kalingpong as People's Commissar of Foreign Affairs, essentially endorsing the Sunshine Policy 2 in entirety. As for the results of the elections, let's start with the winners. The CPX managed to not only hold onto their seats, but expand, securing 239, with roughly a 4.5% swing. For the party now entering opposition again, XIP did fairly well, only losing 2 seats, leaving them at 125 with a 0.1% swing. For Left-Green Dovani, they actually managed to see growth, despite the controversy from the Continuity Act. They saw an increase towards 54 seats, a 6 sear improvement, with a 0.9% swing. For the Land and Bread Party, they only saw a 0.4% swing against them, leaving them with 17 seats, down 3 seats from 5695. Alongside this, 3 independents left PAX. Finally, the SLP. A tragedy in the making, the SLP dropped 24 seats, facing a -3.9% swing as voters defected from the party. As for the GNP, they saw a decrease, of 0.8% against them, leaving them with just 21 seats, 6 short of what they achieved last election. This leaves the SLP with only 98 seats. For the first time since it's foundation, the SLP may arguably be heading towards minor status, and it may very well be a dying party. As Passang managed to solidify the Right as a possible governing party, the XIP has managed to hold out, despite claims that they would be reduced heavily. As the SLP Central Committee rejects conversation regarding the future of the SLP, the CPX is set to include them and Left-Green Dovani in the coalition, as the Metok Administration will certainly make big promises. The most interesting promise however, will be the MBI Reforms. RE: Xsampa - Elena1012 - 03-01-2026 Xsampa recognizes the National Democratic Republic of Tukarali; Xsampa pledges aid. ------------------------ June 17th, 5700 ------------------------ The Revolution has found itself awoken in another country it seems, as in Seleya, the Proletariat of Tukarali overthrew the reactionary government and established the National Democratic Republic of Tukarali. As such, the People's Committee of Foreign Affairs has formally recognized the National Democratic Republic of Tukarali as legitimate, and has pledged aid to assist our comrades in Seleya in rebuilding after achieving the Revolution. Socialism cannot endure isolated, and we must show the world that even now, a century after the death of SocIntern, we stand hand in hand with our socialist comrades abroad. As such, reconstruction aid will be sent, whether it be engineers for infrastructure repair (whether it be roads or housing or whatever), or material reconstruction aid (such as equipment to rebuild), Xsampa shall assist our comrades as much as we can. Furthermore, the People's Committee of Foreign Affairs has, in cooperation with the People's Committee of Agricultural Management announced that agricultural experts will also be sent to assist and join the engineers heading to Tukarali. The last thing we want is for our comrades to suffer agriculturally. We will not force, nor mold the National Democratic Republic of Tukarali. We will guide and assist, but no one size fits all for the implementation of socialism. People's Commissar of Foreign Affairs, Kalingpong has emphasized that revolutionary unity with other socialist states, what few remain in the world, is vital to the Sunshine Policy, but is also not mutually exclusive to the Sunshine Policy. However, it's clear that Xsampa will take a major interest in supporting Tukarali. No major bilateral agreements have been confirmed, but given the current state of Tukarali, only just achieving their Revolution, it only makes sense. Domestically however, while this is universally supported across all parties, some Assemblymembers within the XIP have questioned whether the Sunshine Policy should be embraced, or if an alternative that's more focused on global socialism should be pursued. While so far, it's just minor grumblings within the Opposition, it is a question worth asking. RE: Xsampa - Elena1012 - 05-01-2026 PAX passes the Tsokling Reform Act of 5700; Making a more sustainable, but still humane, system. --------------------------- December 20th, 5700 --------------------------- It's no secret that the Tsokling System is quite expensive. For any welfare state, this is a sign of pride and progress. However, not every welfare state has what Xsampa has, is a Minimum Basic Income system. First conceived almost 200 years ago, the MBI System has been a hallmark of the Tsokling System, but an incredibly expensive one. So much so that while it's a nuclear bomb against poverty, it is expensive to maintain, to the point that the Tsokling Deficit exists. Now, the solution has long been debated. To foreigners, especially soulless liberals who wish for the death of the proletariat, the solution is austerity. Cut everything, consequences be damned. To others with a heart, the solution is to outproduce the deficit and spend more. For the past 50 years, outproducing the deficit has been the goal, to varying degrees of success. This week however, the Metok Administration has found what it believes to be the solution, not only to the deficit, but the sustainability of the Tsokling System, whilst keeping the system humane. The Tsokling Reform Act of 5700, passed this week in PAX and looks to do several things. First, it formally redefines any administration, current and future, of the MBI as a guaranteed income floor, instead of a universal dividend. As such, the explicit purpose of the MBI itself will be to prevent material insecurity, and not distribute surplus. The rest of the Tsokling System however, will remain unchanged and focus on fighting material insecurity and distribution of wealth to Xsampans. As such, for the MBI, income tiers will be established. Given the MBI is the equivalent of a nuclear bomb on poverty, it'll be given to those who need it. As such, three tiers will be created. The top tier will cover any income bracket falling into the top 25-30% will no longer receive MBI. The payments will gradually be reduced instead of being a cliff. The second tier, 75-50% will see the same, but their payments will be reduced even slower. The final tier, 55% will see no changes. All reductions will gradually occur over the span of 5 years, and be capped to ensure households can adequately prepare. The Tsokling Reform Act of 5700 however will explicitly reaffirm that all other services of the Tsokling, whether it be education, housing, deathcare, pensions, child benefits, disability benefits, all the like, will remain universal and available to every citizen of Xsampa, residing in Xsampa. The TRA of 5700 will also explicitly forbid any avenue to introduce means tested welfare reforms, or using this reform, and the existence of the Tsokling System as an excuse to justify cuts to the Tsokling System. Even if it is political suicide to harm the Tsokling System, you can never be too safe. Whatever the case, this will likely do wonders for the Deficit, and ensure that the Tsokling System is humane and capable. Should the People's Committee of Human Development deem the TRA of 5700 to be a negative entirely, MBI payments for all tiers above 55% will be restored in totality, but the PCHD is certain that the safety net that exists, and the economy, will ensure that no Xsampan suffers, unlike what would be seen from western austerity. RE: Xsampa - Elena1012 - 06-01-2026 New Hope Initiative expands to Telamon; Providing developmental aid abroad. -------------------------- March 13th, 5701 -------------------------- The New Hope Initiative is responsible for helping a handful of nations in development. Today, that list expands to include the State of Telamon. Undergoing the procession of transitioning towards socialism, Telamon has been a bit of a anomaly in recent time, due to the media there sharing little information to the outside world. Despite this, what is known is that Telamon is making moves towards socialism. As such, it would be no secret that it turned to Xsampa for assistance. As such, after some negotiations, the State of Telamon would become a participant of the New Hope Initiative. As such, Xsampa will formally invest into the education and infrastructure of Telamon, especially in workforce training, and invest into the construction of modular factories with a strict focus on employing locals. Due to the economic development of Telamon, the energy sovereignty clause was put on hold indefinitely until both parties agree on development being right for it. As such, technicians and teachers will be sent to Telamon to assist in workforce training and investments will begin on infrastructure in Telamon, such as roads, railways, and service buildings such as hospitals and schools. With the New Hope Initiative expanding to Telamon, the People's Commissar of Foreign Affairs, Kalingpong has stated that future bilateral agreements with Telamon are possible, but should not be anticipated given the current circumstances of Telamon. RE: Xsampa - Elena1012 - 09-01-2026 Expansion of Naval Industry; Shipbuilding to be expanded. ![]() ---------------------- December 7th, 5701 ---------------------- To achieve the slogan, "50 years of progress in 5", the Metok Administration has sought to enact industrial expansions. The first expansion the Metok Administration is looking at, is towards coastal Cantons, looking to expand Shipbuilding capacity, expand ports and promote naval industry. The goal, beyond achieving a campaign promise, is to expand jobs and promote economic growth, as well as increase port sizes for trade vessels, and obviously, expand Shipbuilding capacities for civilian and military matters. While the instability in the Sea of Carina is dying down, and as such, making the Sovereign Sea more stable, the need for extra accommodations is still necessary. As such, existing shipyards in coastal Cantons will be expanded, and standardized. This will uniform for civilian and military ports. The goal for all ports will be to expand their production capacity, and their quality. Whether it be producing civilian ships such as ferries, cargo ships, research ships, humanitarian logistics ships, or military ships such as patrol vessels, corvettes, support ships and auxiliary naval assets. This has two major benefits up front. One, should a nation look to need ships, they can purchase from Xsampa, and receive ships constructed by Xsampan hands and two, domestic production is increased. Which is always a win. Furthermore, alongside port expansions, maintenance will be vital. For civilian ships and the XDAN. Dry docks will be expanded, retrofit facilities will be created and expanded, components will be standardized and modernized. While expensive, the state does have more wiggle room for funds due to the Tsokling Reform Act of 5700. Finally, to ensure security in the Sovereign Sea for traders and civilian traffic and boost security traffic in the Sovereign Sea, radar systems will need to be expanded, as well as sonar systems, and an expansion of port traffic controls. The goal is to ensure that should issues arise, civilian traffic will be able to safely navigate, and ensure security forces can combat piracy or illegal smuggling. RE: Xsampa - Elena1012 - 11-01-2026 People's Commissar of Foreign Affairs, Kalingpong endorses the idea of a unified Dovani Economic Bloc; "The path forward for Dovani, is a united shared path." ---------------------------- June 17th, 5702 ---------------------------- The idea of a unified economic bloc for Dovani has long existed ever since the first Dovanian nations began diplomacy. However, in this modern Dovani, any economic bloc and unions from the past have remained in the history books. No proper economic union has existed in Dovani, in much of Dovani's modern history. But, that hasn't stopped many Pan-Dovanists from dreaming of a Dovani Economic Union. In Xsampa, however, those dreams have been more muted, as most economic unions either require alot of compromises, or an already existing socialist bloc for Xsampa to ever practically partake in it. Despite that, today, the People's Commissar of Foreign Affairs, comrade Kalingpong has, in a press conference today endorsed the concept of a unified economic bloc for Dovani. Quote:I do believe, that for all of Dovani to thrive, especially against non Dovani interests, we must as a country, start paying more attention to Dovani. If we want to see prosperity and shared joy for all of Dovani, it is time to ask serious questions. Questions, like the feasibility of a Dovani Economic Union. The path forward for Dovani, is a united shared path. I do believe an economic union is possible, yes, especially while respecting the tenets of socialism in Xsampa, and respecting the economic differences of all within Dovani. While officially, the PCFA has not confirmed any talks regarding a proper Dovani economic union, the fact that comrade Kalingpong has endorsed the idea has shown us that, there is demand for increased Dovani unity. But, the endorsement is not without criticism, as many within Xsampa find the idea of a socialist state entering an economic union to be impossible. And the argument has merit, as either it would involve compromising socialism, or involve significant concessions from capitalist states to create a harmonious economic union. However, history has shown us that where there's a will, there's a way. But for the time being, this endorsement is sure to excite Pan-Dovanists in Xsampa. It's an ambitious slogan, let alone a goal. However, it's a goal the Metok Administration has been striving to achieve. First with reforms to the Tsokling, and expansions to the shipbuilding industry, the Metok Administration has presented another reform. The Worker Income Advancement Act. The argument is, that while poverty is low, thanks to the Tsokling, the actual buying power of the average Xsampan is in an unideal spot, and for progress to be made, economic emancipation must be resurrected, to ensure material advancements. Essentially, the Metok Administration is looking to raise wages, increase economic dividends and improve the buying power of Xsampans. The government can't really force wages to rise due to the nature of Market Socialism, as this is not a Planned Economy, but the state can make incentives and encouragements. As such, the first thing to come from the Workers Income Advancement Act, is the formal establishment of the National Advancement Council, which will be beholden to the People's Committee of Economic Management. The goal of the NAC will be to monitor median wage growth, sectorial purchasing power, identify bottlenecks to incomes rising in key industries (such as the manufacturing industry, mining industry, gem industry, energy industry, so on and so forth), and recommend and approve targeted interventions for Social Enterprises and Worker Co-operatives. Alongside this, the NAC will have the power to issue temporal advancement directives to Social Enterprises or Worker Co-operatives, coordinate with the Socialist Innovation Bank (which was established via the SERA Act) and the Public Cooperative Fund for low interest loans or bonus financing, and approve experimental programs for income advancement and skill expansions. Alongside this, in all sectors of the economy, Sectoral Wage and Productivity Targets will be set. Such targets will be set by the People's Committee of Economic Management, in which the targets shall be annual wage growth, aiming to exceed inflation, and productivity growth. The PCEM will monitor for compliance in Social Enterprises and Worker Co-operatives, and recommend distribution of surplus profits towards worker dividends, and innovation bonuses. Furthermore, all Worker Co-operatives, and all Social Enterprises, whether domestic or foreign may apply for a 10 year Advancement Charter, being a direct extension of SERA's 5 year charter. Surplus earnings may be fully reinvested, matched by the Public Cooperative Fund, if social targets are met. Finally, innovation bonuses will scale with cooperative growth and workers initiative, and while capped individually, it will be distributed as a reward for advancing collective productivity. The goal is to encourage wages to raise and ensure Market Socialism is doing what it does best. Furthermore, the People's Committee of Educational Liberation will begin offering, to all sectors of the economy, retraining and training programs, whether it be technical, managerial or production skills. The goal is to ensure that the average Xsampan is more qualified for higher paying jobs. The ultimate goal of raising wages, beyond improving material conditions is to financially elevate Xsampans so that the MBI Aspect of Tsokling is no longer needed for Xsampans. It's an elaborate, but ultimately humane alternative to Austerity, and more tangible then out producing the debt. The argument is, if wages rise, and the purchasing power of Xsampans rise (which coincidentally helps the economy), then Xsampans will move out of the income brackets that require the MBI. RE: Xsampa - Elena1012 - 13-01-2026 A look into the Exiles; Just who are the Exiles, and where are they today? ![]() ----------------------------- February 4th, 5703 ----------------------------- When Xsampa unified 300 years ago, and the Revolution liberated all of Xsampa, not everyone agreed with the peaceful unification settlement. Some left, others resisted, but not everyone in the South agreed with it. When the Bargas Chenpo happened, others fled the state, taking the opportunity to leave and go abroad indefinitely. However, one thing that has been consistent is that the line between Exile and Diaspora has been blurred over the years. Diaspora however, have consistently been skeptical of politics regarding Xsampa. The Exiles, however, have been against the fundamental values of modern Xsampa for a very long time. But who are the Exiles? Where even are they today? Are they even relevant? To answer that question, we need to look at what the Exiles are. They are, as the name implies, Exiles. Shocking. They're Xsampans view the current Xsampa as illegitimate, and reject loyalty to it. Sounds simple, right? Because it is. But, the Exiles are not one uniform bloc. There are about 3 groups that all Exiles fall into. Restorationists, Modernists, and Reactionaries. Starting off with the Restorationists. They're monarchists basically. Pledging full loyalty to the exiled monarchy in Yingdala, they vary between supporting constitutional monarchism, or absolute monarchism, or anything in between and beyond. Beyond Yingdala, they do have a noteworthy presence in Kalistan, due to the monarchist nature of Kalistan. As such, it's a noted trend that Restorationists in Kalistan tend to favour an absolute monarchy over a constitutional monarchy as argued for by Restorationists in Yingdala. They tend to be more supportive of the Serene Phodrang, for all its flaws. It is worth noting, that while the Exiles are prominent in Xsampan Diaspora communities, the Exiles have little to no political power, as no country has recognized any Exile governments in exile, and the most that has been recognized is NGO status. Moving on, the Modernists. They're a bit more diverse, but remain firmly Republican, believing in the ideals of liberal democracy and that Xsampa must embrace capitalism and democracy. Unlike the Restorationists, the Modernists have far more diversity, ranging from liberals to conservatives, to even a few social democrats. It is also worth noting that the Modernists do hold two major (by Exile standards) political parties, who are not recognized beyond NGO status. The liberal minded Democratic Party of Xsampa, and the paternalistic conservative Young Xsampa Party. Modernist Exiles tend to find themselves in Valruzia, the Triad Republics, and interestingly enough, Tel-Bira. Even despite the historical animosity that Xsampans and Yeudis have had. Finally, the Reactionaries. The furthest right of the Exiles, only found in the Triad Republics. Believing the monarchy to have failed and the Modernists to be sell outs, Reactionaries remain a fringe within Exile communities, much less Xsampan Diaspora. Due to their fringe nature, there is only really one relevant group. The Golden Path. It's worth mentioning that as easy as it would be to call them fascists, they are not. The reactionaries tend to float around the far right, right wing nationalism and ultraconservativism, but not fascism. Yet, despite all the disagreements and differences, the one thing that unites the Exiles (beyond having no recognition from anyone) is an agreement that the government that formed in 5372, was not the legitimate government of Xsampa. While formally, Metz-Leonid doesn't recognize any of the Exiles as legitimate, informally, they are largely recognized as a nuisance. But, the one consistent thing for the Exiles is, they're a small pressure group within Xsampan Diaspora communities, and the most recognition they can achieve is NGO status, as anything like full recognition would surely upset the government of Xsampa. Whatever the case, the tale of the Exiles is an interesting one. They certainly could come home, theoretically. But they wouldn't fit into the current, modern Xsampa. Whether they be Modernists, Reactionaries or Restorationists. All they can do is simply stay where they are, unite in hating the Metz-Leonid government, and dreaming of their vision coming out on top.
