Most notably, the Ipelchan declared his intent to restore the long-lost Taeyang Light Palace, which has remained a preserved ruin for centuries. Firstly, Ipelchan Hwangje admonished the negative press coverage of the Kumihoe (九尾會), or Nine-Tail Society, a small private paramilitary security force that has existed for centuries in the service of the House of Hwangje. The Nine Tail Society is one of Baeguk's most venerable and old associations, having been founded and run with the express purpose of serving the House of Hwangje and its cadet branch, the House of Taeyang. The House of Taeyang-Hwangje are descended from the potentates of the Pyeonghae Kingdom of the Classical Era of Baegukese history and ruled the nation as the Grand Imperial Union of Dankuk from 4297-4454. Following the death of the final matriarch to bear the surname "Taeyang", Taeyang Haesook (b. 4330 May 22, d. 4441 Feb 20), the Taeyang branch of the house ultimately decided to revoke its cadet status and merge back into the House of Hwangje on the orders of Kim Hye-ja (b. 4507, d. 4589), the last independent head of the House of Taeyang. It is now house policy that the "Taeyang" title will be applied only when a Hwangje is in a position of state power. Meanwhile, in the modern political climate, the House of Hwangje have been awarded the Sacred Bone (聖骨) rank of Ipelchan (伊伐飡), the highest in the noble peerage system of the KGB. The existence of the Nine-Tail Society remains controversial, with detractors decrying it as tantamount to a "criminal organization" with unofficial rules and underground laws that bypass the Imperial court system and due process. During the chaotic 53rd century, the Nine-Tail Society participated in racketeering as well as vigilante justice and intimidation against political opponents, having previously headed illegal anti-state activity during the fascist DNWA era. Whilst the Nine-Tail Society publicly declares that it has since reformed and operates completely within Imperial law, there have been intermittent allegations of Nine-Tail Society interference, bribery, and intimidation within different circles of public life. The Nine-Tail Society are seen to have their strongest links in their home base of Taedo Metropolitan city, although regional offices are spread throughout the country. There has been notable regional bias against the house in the southern provinces like Gonggi, where loyalists of the House of Ryeo are believed to still exist intermittently despite that house's apparent extinction and/or going underground with no leads to their current whereabouts. For instance, last year the Gongmangdo Capital Police Agency (GCPA) reported at least 3 violent altercations between Nine-Tail Society members and the "Black Flag Society", a far-right rival gang professing loyalty to the House of Ryeo. At today's press conference, Ipelchan Hwangje continually stressed the reformed aspects of the Nine-Tail Society and how it serves the public. He pointed out that the Nine-Tail Society currently is one of Taedo's main patrons of the arts, funding and supporting independent traditional theater, craftsmanship, and different cultural centers and museums. The Nine-Tail Society also control a number of fraternal and sororal orders across the nation's public and private universities. Additionally, in partnership with local churches of the Draniano Universal Church, the Nine-Tail Society also provides free food to the homeless and unemployed. Pivoting from the defense of the organization, Ipelchan Hwangje also announced that enough private funds had been raised to initiate what the Nine-Tail Organization hopes will become a successful bid to partially reconstruct the Taeyang Light Palace. Ipelchan Hwangje revealed that the Nine-Tail Organization had formally filed an application at Taedo Citizen's Hall earlier today asking for public funds to partially fund the reconstruction as well as a license permitting on-site construction. Currently, the site of the Taeyang Light Palace is a public museum park protected from any development. Despite some preservation efforts, the Light Palace has long been considered a blotch on the otherwise shiny and futuristic landscape of Taedo Metropolitan Area, seen as a remnant of its former glory. Once one of the largest and most decadent imperial residences in all of Terra, the Taeyang Light Palace formerly housed a Grand Library - the most comprehensive in all of Dovani, huge courtyards, and the massive Haebit Abortorium. However, following the end of the Imperial Union, state funding was cut and large sections fell into disrepair or were destroyed by development. The communist government of the UCCR and the fascist government of the Kyo Commonwealth both plundered the remnants for their remaining wealth and building material, consequently leaving practically nothing of the ruins beyond some major stone foundations and columns in the 6th millennium. While Ipelchan Hwangje admitted that it is currently infeasible to recreate the entire Palace due to its massive scale, he declared his intent to rebuild the main halls and to re-open the Haebit Abortorium restored as a public botanical garden for the people of Taedo to freely stroll about. The reconstruction plan will use historical blueprints and pictures to meticulously recreate the 8 major halls of the Light Palace and the Abortorium over an estimated construction period of several decades. The completed palace will be open to the public and is intended to serve as both a tourism draw and a community gathering ground for Taedo locals. Local lawmakers, especially from the center-left Hongik Party which currently dominates the city's politics, have expressed interest in the project and it is widely expected to receive funding especially as Taedo looks to increase its tourism rates among generally positive economic trends. Mayor Hyeob Deunghaesol (劦등해솔) has declared that "the slow desecration of the Taeyang Light Palace has led there to be a hole in the heart of our city", and is widely believed to be in support of partial restoration efforts. The motion was approved above the required majority threshold, with 53/82 votes on the Citizen's Hall voting "yea" on the matter. Mayor Hyeob Deunghaesol (劦등해솔) shortly thereafter stamped the measure, approving it and giving the go-ahead for the release of funds and the speedy granting of a construction permit from relevant authorities to the appropriate developing parties. Brought before her uncle, she laid her ceremonial gold-and-jade crown at the feet of the Head of the House of Baek, Prince Daejung, and declared him the Emperor of the Kingdom of Great Baeguk, transferring her duties and powers as head of state to him. This was the first time in modern Baegukese post-Gwangbok Yushin history that a sitting Head of State has been forcibly removed from the Phoenix Throne by the Imperial Household Organization (宮内省, IHO). The IHO is not a formal part of the elected government and Jibsaseong, but is rather a distinct component of the House of Baek and therefore sits "above" the duties and powers exercised by the government under the Sangdaedeung. There is not a clear constitutional provision for the existence or powers of the IHO, which instead governs itself through its constitution and the consent of the Head of State, with secure and stable traditions granting it the internal powers to choose and organize among the Imperial Family for generations since 5300. Former empress Ryeoweon took power less than a year ago, but has been widely criticized by the public as "the worst monarch in Baegukese history". The most scandalous of her reputation has been attributed to her alleged infidelity and alleged sexual predation; several men have come out and pressed charges of sexual misconduct at the former monarch, and it is believed that she has slept with at least 30 men that have come forward. Besides this, in personal and private conduct those who had interacted with her declared former empress Ryeoweon to be rude, manipulative, self-centered, and two-faced. In addition, former empress Ryeoweon held private investments and property in Nadiya, which led many to criticize her as potentially having a conflict of interest with national security and sovereignty. She currently holds the worst approval rating of any modern monarch in recent history at a staggering 21% - the second-lowest was previously held by King Hwijong (輝宗尼師今) who hovered at a relatively precarious 53% approval rating in the year 5469. This is historically unprecedented, as the monarchy has long been cherished in it's more than 3 centuries since restoration for the unparalleled political stability and authority it has grounded national politics with. According to the IHO, once it had been presented with irrefutable evidence of the former empress' "severe and unforgivable" misconduct, the Imperial Household unanimously declared her unworthy of office and issued a binding bull declaring that she would be removed from office and stripped of all duties and powers as Head of State, to be replaced with prince Baek Daejung, head of the House of Baek and patrilineal successor to the bloodline of Mount Hanma. Former empress Ryeoweon initially contested this binding bull and asserted her authority as supreme under the law, declaring it null and void. Due to the legal ambiguity about the relationship between the IHO and the Empress and the fact that Imperial authority under Baegukese law is supreme, many observers were worried that a Constitutional Crisis would break out over the interpretation of if the IHO had any right to remove Empress Ryeoweon. According to the Eight Tables, the supreme law of Baeguk, "The Wanggeom is the supreme authority of the state." (相王儉以道最高). However, there is currently no official title in the KGB government of "Wanggeom". The language in the original has been interpreted to equate the word Wanggeom (王儉) as the head of the Bloodline of Mount Hanma, which is descended from Danseon Wanggeom, the only ruler in Baegukese history to hold the title. Traditionally, this distinction would not have mattered, as before the amendments to the rules of succession allowing for female sovereigns, the Emperor of Baeguk would've concurrently been the head of the House of Baek. It was only under the ascension of the former Empress Seoncheok that the holder of the crown and the position of patrilineal successor to the bloodline were split, which created a distinction between the regent holder of the office and the holder of "Wanggeom" legal authority under the Eight Tables. Under this interpretation, the authority of Wanggeom has been transitively applied to the head of the bloodline descended from Danseon patrilineally as in tradition, which would invest not the former empress, but rather the head of House Baek with supreme authority; the current head of the house is prince Baek Daejung. According to law, a female ruler cannot assume the title of Maripgan (麻立干), and is instead considered a Geoseogan (居西干). Whilst Geoseogan is traditionally translated to Luthorian as "Empress", it in fact legally and socially is subordinate to Marpigan and has the connotation of meaning "Princess Regent". Prince Baek Daejung declared that the Eight Tables did not give former empress Ryeoweon any powers because she is not considered an actual ruler, but rather a princess ruling as regent in stead of an Emperor. Eventually, former empress Ryeoweon ultimately stood down and reversed her rejection of the bull, accepting it as legitimate and declaring her resignation complete immediately. She was escorted out of Jesu Palace today and gave her crown to her uncle Baek Daejung in a symbolic gesture of fealty and submission. Prince Daejung has thus become Emperor and will begin the process of selecting his era name. Former Empress Ryeoweon will revert to her old title and name, princess Baek Chaewon, being denied the title of "Empress Emeritus" as would be traditionally applied to a former Head of State. Some sources allegedly close to the princess suggest that she will attempt to leave the KGB for Nadiya, where she has private personal assets, although this is unconfirmed. Now, however, as economic woes and contraction continue to destroy a former Cinderella story, many Baegukese citizens have begun to express serious dissatisfaction with the Liberal-dominated parliamentary government as the economy fails to grow and working class citizens become increasingly unable to make ends meet. Housing, especially near the economic heart of the nation, the Greater Gongmangdo Metropolitan Area, has become unsustainably expensive, with just the nation's three largest real estate firms accounting for more than 76% of the area's portfolio. Increasing rents with the fall of real wages have essentially meant that many working families ofgen have to choose between a meal or having a roof over their heads. Recent liberal government Austerity cuts and tax reforms designed to benefit the wealthy have also meant that many welfare programs designed for low income families to use to supplement their incomes have been steadily disappearing. Most importantly, economic growth, which has been slowing for decades, has finally seemed to stop. In fact, national GDP has contracted for 3 consecutive years as the government budget is bloated with waste and the right wing government is unable to tax the rich. The richest men in Baeguk, or the Centenarios (named so due to most making their fortunes around 40 years ago during the turn of the century), are almost 76% ethnically Draniano, with there being a heavy economic inequality between races. Just 1% of the population, mostly Centenarios, own more than an estimated 60% of the wealth in Baeguk today, with the lower 50% of the population estimated to be in possession of less than 15%. As more from the middle class fall into poverty and depression, calls for accountability for the predominantly Draniano elite have additionally contributed to a sense of deep resentment and Nationalism among the mostly Kyo working class. Public approval of the government has been souring for decades, but as Baegukese people become increasingly desperate public order may soon collapse. A recent poll found that just 32% of those interviewed expressed approval of the current administration of PM Yoon Roun, with 51% expressing dissatisfaction. Just 12% of those said that they were optimistic that their children would live in a better KGB compared to 56% expressing pessimism to that statement, a hard break from previous generations of economic growth and hope. It is yet unknown how Baeguk can return from this economic death spiral, but what is clear is that it's not doing stability any favors. |
