Comrades! The XDAN has dealt a major blow to the imperialistic tendrils of Beitenyu. After an incident with mold disabling some ships prior, a second attack was launched on the Yeudi fleet in the Vascanian Sea, and received full success, destroying the fleet and cementing Xsampan naval control over the region. With such a victory, these assets will be relocated to assist Boaty McBoat Face in pushing eastwards.
The destruction of a carrier strike group has shown that the Xsampan military is not only capable, but imperialism can be brought down. With these assets moving to assist Boaty McBoat Face, we can prepare for a push eastwards and force Beitenyu to enter negotiations. With the Vascanian Sea secured, all that's left is the Red Bass. In any case, this victory is something to celebrate. Despite counter attacks and losses, Xsampa has endured and pushed through. The destruction of the CSG has shown that the XDAN has the means to fight, and that Beitenyu can be brought down.
As we prepare for a push eastwards, there is an opportunity to put an end to the imperialistic monster of the world and end imperialism from Beitenyu. Boaty McBoat Face will lead the effort, and if things favour Xsampa, we can force Beitenyu to negotiations, and ensure that they can never again threaten Dovani, Xsampa or the Proletariat. Attention! A shelter in place order has been given for all citizens in the Canton of Karoboro. Any and ALL citizens within a 10 Kilometer Radius of Metz-Leonid are ordered to shelter in place.

Emergency Response Forces are being mobilized immediately. Shelter in place immediately. Ration all food and thoroughly clean every ounce of food and clothing of radiation.

It has been confirmed. Metz-Leonid, the capital of Xsampa, the capital of the Worker's Revolution in Xsampa and home to some 5 million Xsampans is no more. The whereabouts of several thousand Xsampans is unknown. The General-Secretary is presumed to be dead. Metz-Leonid has been nuked.

ATTENTION;
A State of Emergency has been declared. A emergency government has been established in Bajoum and all XDA Assets are being recalled home for immediate stabilization efforts. The Central Committee has been reorganized and will address the nation in the coming days. A quarantine order has been authorized for the Canton of Karoboro.
Casualties are still unknown but presumed to be high. The General-Secretary, Comrade Aurousseau is presumed to be among the casualties, alongside several prior members of the Central Committee.
All emergency forces are being recalled and positioned to assist Karoboro. It is advised for ANY and ALL civilians within the Karoboro Canton to seek immediate shelter in place, and await help from authorities. It is recommended that any survivors from Metz-Leonid seek immediate medical attention, irregardless of obvious wounds. Whether it be burns or contamination, medical attention is needed immediately. Bordering Cantons are ordered to seek immediate medical attention and watch for air quality dips, radiation spikes and contamination.
Alongside the confirmed usage of a nuclear weapon in Metz-Leonid, several smaller non-nuclear missiles were confirmed to have hit Northern Xsampa.
The People's Committee of Information will follow in solidarity on this State of Emergency and cease all foreign reportings until the State of Emergency is over, and until all survivors in Karoboro are recovered/ until the situation is stabilized.

The ongoing State of Emergency has been ongoing for 2 months now. With Metz-Leonid having been nuked, thr government has had to rebuild itself in Bajoum, whilst no General-Secretary has been elected yet. But during this state of emergency, a new Central Committee has been organized, with the task of stabilizing the North, providing humanitarian and medical aid to the afflicted.
Efforts have been underway for some time now in documenting the dead and wounded to allow for proper allocation of resources. Damages have so far been high, ranging from infrastructure damage to ecological contamination. The medical sector has so far been overwhelmed, but the XDA has provided full support with its medical corps to assist and it is likely that foreign aid will benefit immensely. So far, an exclusion zone has been established around the Metz-Leonid General Area (MLGA) with a focus being on clearing out roads and rail towards the MLGA to allow for survivors to quickly leave the Canton.
So far, the Bajoum Government has not yet assigned a permanent General-Secretary, even with a temporal legalisation building being established. With the recalling of military assets to focus on civil service, there have been no shortage of volunteers wanting to do their part in helping the victims of the nuclear assault. While the nation is grieving immensely, for the death of thousands, Comrade Aurousseau, and the capital, many Xsampans have found themselves putting that grief towards productivity and rebuilding what has been destroyed.
While war with Beitenyu is still ongoing, the recalling of military assets and Beitenyu imploding has essentially paused the war. It is unlikely any peace treaty will be signed however. Comrades. These are uncertain times and they are horrifying times. We all are grieving. For the nation, for lost loved ones, for lost ideals. But grief is the anvil of glory. We will overcome this. Just as we have overcome other tragedies. But we will never forget the 10th of October.

The events of October have left the nations psyche dramatically traumatized. But this has not stopped the efforts to repair what was wrongfully taken away. Metz-Leonid. As the Central Committee maintains control of the nation, this has lead to the creation of the Capital Reconstruction Committee, with the goal of obviously creating a plan for the reconstruction of Metz-Leonid.
The first take away however, is that this will not be easy. Nor will it be quick. The damages to Metz-Leonid are intense and it will require thorough cleaning before infrastructure can be repaired. With local Cantons stretched thin, it seemed like the CRC would have to delay all plans to focus on the proverbial bleeding. However it seems the world is not indifferent to plights and a variety of nations have pledged aid to Xsampa. As such, this has been of major help to the nations healthcare system which has previously been overwhelmed.
With foreign aid covering the gaps, the CRC has been able to present a plan to the Central Committee for the reconstruction of Metz-Leonid. The first step, that being the clearing and reconstruction of roads and rail have so far found success but there are more steps needed. The next step will be thorough cleaning efforts. Both to remove lingering radiation and to simply create an environment that won't invite pestilence. Afterwards, a focus can be placed on reconstruction of power and water lines. Once that is accomplished, housing and emergency services buildings, gradually going forward with industrial and commercial, government and transportation.
The goal is to not only rebuild Metz-Leonid but create a Metz-Leonid of tomorrow. The plan will be costly and it will take time, but thanks to foreign aid and the XJC being mobilized once again, it can be done.
Alongside this, the Central Committee has begun discussions on electing a General-Secretary and while no election is scheduled yet, the Central Committee has begun looking over a plethora of potential candidates, ranging from more conservative minded members of the Party, to neo-socialist reformists. The death of Aurousseau has left many gaps and a proper succession line will need to be established as well. Whether the Sunshine Policy died with her or not however, depends on who the Central Committee elects to lead Xsampa through reconstruction.

The first step towards healing a wound is cleaning it. Otherwise you invite pestilence, infection and disease. Just as any organism will move to fight pestilence, Xsampa must clean the wounds from Metz-Leonid. As such, with the roads and rail largely restored, efforts have begun at removing lingering radiation and essentially cleaning Metz-Leonid of any contaminates. This will allow for more efficient efforts at restoring the power supply and water supply and hopefully, ensure that the rest of the reconstruction plan is able to go through smoothly.
As such, cleaners have been mobilized to clean Metz-Leonid of any lingering radiation and disinfect the city's remnants. By removing what remains of radiation, the environmental damage to the Canton and the city can be cut short and efforts at rehousing and reconstruction can occur. Alongside this, it will allow for an easier time in collecting data on missing persons, confirming the dead, and continue confirming the damages.
As more foreign aid arrives, there is a feeling of cautious optimism, one that hasn't been felt since the bombing. But despite that, the CRC has chosen to play it safe entirely and keep a strictly enforced exclusion zone on Metz-Leonid, only allowing a select few criteria of aid workers into the zone. Already however, the effects of the October 10th Event have taken root on Xsampan Society, with many in the Provisional Supreme Council being skeptical of nuclear endeavors for whatever reason, and most in the public being skeptical of hawkish foreign policy. Yet on the flip side, there are those calling for vengeance and justice. Given how recent the event has traumatized Xsampa, it's unclear who's going to set the norms and the Central Committee isn't worried about that, focusing on reconstruction and normalization.

Reconstruction of water and power in Metz-Leonid; Rebuilding a broken nation.

The second phase proposed by the CRC has begun, with that being restoring water and power to the Metz-Leonid Exclusion Zone. Efforts have begun at cleaning out water pipes in the MLEZ, rebuilding broken pipes, and restoring them in Metz-Leonid. Alongside this, efforts have begun at restoring power lines and reconnecting the MLEZ to the Xsampan power network. This will allow for reconstruction groups to have an easier time in Metz-Leonid. Alongside this, it will allow for power to be easily accessible once the MLEZ is deemed habitable for civilian usage once again. In any case, reconstruction workers have begun working earnestly on restoring water and power to the MLEZ.
As the second phase continues on, a question has been raised amongst the Provisional Supreme Council, and the Capital Reconstruction Committee, and that is how exactly can the events of October 10th be memorialized? How can those who were innocent victims in such a cruel genocidal attack be remembered? The nation is clearly traumatized by the event and it's clear that October 10th will always be a day of mourning for not just all of Xsampa, but Xsampans abroad too. Already, makeshift memorials have propped up around the country and many anticipate a state created memorial once Metz-Leonid is rebuilt.
As efforts at rebuilding Metz-Leonid go on, and the nation begins to look cautiously to the future, questions are being raised for that future and what exactly it will look like. Will it be a future of vengeance and justice for the dead? Pacifism and a "never again" mentality? A new leaf and liberalization? Or isolationism? These are one of many questions that will need to be discussed and answered in the months to come as the Central Committee continues to debate the next General-Secretary.
