Regime Type

The Empire of Ananto and Kalistan is an Autocratic, Absolutist, Hereditary Monarchy.  The Sovereign and Head of State of the Empire is the Senior Member of the House Ananto, and the Sovereign always names their own successor, and may choose male or female successors as pleases them, and may also adopt their successor before selection.  The Sovereign's selection of successor is beyond question or challenge.

Official Style of the Sovereign
The Formal Style (the full legal name) of the Sovereign is:

Within the Formal Style, it is important to note that the following titles are claimed but unenforced, as they refer specifically to historical claims of parts of other nations which are internationally considered sovereign:

The Government
His Imperial Majesty's Government consists of a Chancellor of the Empire, and 12 additional ministers.  All serve at Her Imperial Majesty's pleasure, and all work to turn policy into practice.  The Chancellor of the Empire is the Chief Advisor to Her Imperial Majesty, ensures that Her Imperial Majesty's Will is carried out in the Government, and is responsible for Party Discipline.  The Chancellor of the Empire is required to be present during all Formal Audiences with the Sovereigns.  The Government's job is to propose legislation in accord with Her Imperial Majesty's expressed Fiat, and not deviate from that expression in any way.

The National Assembly
The National Assembly of People's Deputies (The "National Assembly") is a gathering of Deputies of the People, who each represent various constituencies within the Empire.  There are currently 79 Deputies in the National Assembly.  By way of Allocation:

Suldanor- 15 Deputies
Ananto- 15 Deputies
Vrassa- 14 deputies
Odufaray - 12 Deputies
Nevaras- 13 Deputies

In addition, each Free City is allocated 2 Deputies, for a total of 79 Deputies.

These Deputies represent the interests of their constituencies to the National Government, but in practice approve all laws proposed by the Government.  The Deputies have the right to debate the policies proposed by the Government and propose improvements to those policies, but do not have the power to veto or fundamentally alter the policies which represent the Fiat of the Sovereign.  Their primary function is to serve as the voice of their constituencies in the National Assembly.

The Institutional Party
The Institutional Party is the only legal political party in the Empire.  It exists to reinforce and defend the Institution of the Monarchy in Kalistan.  Those who are concerned about Government should get involved with the Institutional Party!  Factions are currently not permitted organization with the Institutional Party.

The Cabinet is formed by the Chancellor of the Empire, who also fills the role of the the Speaker of the Institutional Party of Kalistan, and serves as the Sovereign's Proxy in the National Assembly.  His or Her role is to coordinate the efforts of the Government, serve as the primary liaison between the Sovereign and the National Assembly, and give account and report for the action of the Sovereign in their role as Head of State to the National Assembly. 

Cabinet members are selected individuals who 1) have some practical experience in their respective Ministries, and 2) are trusted by the Chancellor of the Empire to carry out the fiat of the Emperor.  The Minister of Defense is often a member of the Regular Forces, and often then of the Regular Navy, but this is not required.  The Justice Minister is often selected from the active Judge ranks.

Ducal Governments
The titles of Duke and Duchess are now fully Hereditary, and are controlled by Ducal Houses similar in many ways to House Ananto.  The Houses take their names from the Duchy itself.  The Head of the Ducal House is the Duke/Duchess Title Holder, and they are expected to maintain the Government and administration of their own Duchy in the stead of the Sovereign, fully complying with all national laws otherwise.

Upon Entitlement, they will take the non-hyphenated name of their Duchy.

Ananto is a Grand Duchy in and of itself and consequently, there is no Duke of Ananto, and the Duke/Duchess of Suldanor also holds the title Grand Duke or Duchess of Kalistan.  The Grand Duke or Duchess of Ananto is always also Emperor of Ananto and Kalistan (with certain exceptions).  The Grand Duke of Kalistan holds the rank of Vice Emperor within Kalistan and is Their Imperial Majesties' Personal Chief Political Counsellor.  The Grand Duke of Kalistan is also the Chair of the Kalistani Ducal Council, which aims at determining policy specifically relating to Kalistan Proper. The Alvarez family and the Ananto Family are related by marriage, and the Alvarez family therefore represents the remnants of the now defunct 4th Dynasty. Though all members to be considered for the title of Grand Duke/Duchess of Kalistan are descendant from Nicolette I Ananto, they are now out of line for royal succession and represent a cadet branch to the Main House Ananto, and are entitled to append Alvarez as the prefix to their surnames.

Lords/Ladies Mayor
While nearly all towns in Kalistan are administratively and functionally an integral part of a Barony, County and Duchy, and serve a primarily legal, administrative and economic function, several Cities in Kalistan exist outside of that structure and provide the residents a measure of self government.  They are administered by a popularly elected, non-partisan City Council that can be recalled, and to which Citizens have the right of initiative and referendum, and a Lord or Lady Mayor who is appointed by the Emperor, and retains the power of veto and voting rights only in the event of a tie, but otherwise is required to faithfully execute the ordinances and statutes passed by the City Council according to each Free City's Charter.

The Lord/Lady Mayor is required to administer the Free City and carry out ordinances of the City Council.  As the Lord/Lady Mayor is the representative of the Sovereign in the Cities, they serve at the pleasure of the Sovereign, and may be removed for any reason.  The Lord/Lady Mayor may appeal to the local County or Ducal Governments for assistance in matters that are too big for the City to handle, or could be better performed via coordination, but the Free Cities remain completely outside of County and Ducal jurisdiction, and the Lord/Lady Mayor answers only to the Sovereign.

Combined, the Lords/Ladies Mayor form a Council of Cities, which can pass advisory bills aimed at providing the Sovereign information and suggestions on the needs and wants of the Cities.

Nevaras does not have cities, and therefore, no Lord Mayors may be appointed within that Duchy.

Counts of Ananto
All County level demesnes of Ananto are life Peerages reserved for the Royal Family. Ananto's counties are personal sinecures of Members of the Royal Family- In all practical matters, the island is governed directly from Kaliburg, by the Sovereign and House Ananto. The only non-royals who may ever gain peerage in Ananto may gain it through either courtesy title, or may hold any land baronetcy or fees, life baronetcy or barony, or Viscountcy. County level demesnes are assigned for life by the Sovereign, but otherwise default to the Sovereign. Davon County does not include title to Kaliburg-Port Davon Free City, which is democratically governed and is under the administration of the Lord Mayor of Kaliburg-Port Davon, but does contain the Barony of Wilson Hill which is the personal residence of the Emperor or Empress and is outside of the Administration of Kaliburg-Port Davon.

All Counties in the Grand Duchy of Kalistan, unless assigned by the Sovereign, are administrative appointments, are named by their respective Ducal Governments, and are not life appointments, but serve at the pleasure of their respective Duke or Duchess, even if named by the Sovereign. They are, however, entitled to peerage privileges as long as they remain in County service.

Embassies are full service diplomatic posts that serve as official headquarters for the Ambassador Extraordinaire and Plenipotential (or for AE Nations, the Viceroy), as well as respective chiefs of a Political Section, an Economics Section, and a Public Affairs Section.  Embassies also house the IBSI External Chief of Station and staff, as well as consular staff and officers, Cultural staff, translators and security personnel, who themselves maintain barracks on the grounds of the Embassy.  A Kalistani Embassy is reserved for Kalistan's closest partners.

The Consulate is a far less formal diplomatic post that serves more as an administrative station of the Empire for Kalistani Citizens abroad and foreigners seeking to visit, move to, do business in, or seek refuge in Kalistan.  The Staff consists of the Consul General, who is a career foreign service officer, as well as consular officers and administrative agents.  Consulates may or may not house an IBSI post:  Most do not.  Consular services generally signify official political recognition by the Empire of Ananto and Kalistan, but recognition is not limited to places with consulates.
