People's Committee of Foreign Affairs welcomes Kalistani led efforts to restore cultural ties and strengthing diplomatic ties; People's Committee of Revolutionary Culture ecstatic.
---------------------
March 5th, 5694
---------------------
If there is one thing that is the key to good diplomatic relations, it's honesty and effort. Earlier this week, we saw a strong effort from our comrades in Kalistan in restoring past cultural ties and trade relations. Appointing Chase Lawford as Ambassador to the Democratic Republic of Xsampa, who is a Kalistani with strong socialist sympathies sent a clear message to all of Metz-Leonid this week. That message being, Kalistan is making an effort. One that must be respected and praised. The People's Committee of Foreign Affairs, or rather specially, the People's Commissar of Foreign Affairs, Woeten (CPX) praised the effort, and was reported to have said the following statement.
Quote:I believe the effort that the S Aurousseau Administration put in, back in 5689 is starting to pay off. Appointing a socialist as Ambassador is no small act of effort. It is a mighty one, and one that Xsampa can absolutely respect. We are very much interested in strengthing ties with Kalistan, whether they be economic or cultural. The fact that Her Imperial Majesty's government is interested in this enough to appoint a socialist ambassador, tells us the same.
In the People's Committee of Revolutionary Culture however, they've been far more ecstatic with this development, drafting proposals for cultural ties, such as restoring old ties that were severed in the late 70s, or even expanding and creating new programs. While so far, these are only drafts, the PCRC has even gone so far as to create proposals for a proper dictionary on Vrassan, the dominant language in Kalistan, and exposing Xsampans to the unique language (which admittedly has flown under the radar in Xsampa compared to other global languages). Again, while these are pending approval (both with Kalistan, and domestic programs would also need to be approved by PAX such as the dictionary proposal), it's clear that the PCRC is very excited about the possibilities, believing that while Xsampa and Kalistan are polar opposites in theory, with Xsampa being a workers republic and Kalistan being an absolute monarchy, the two countries have a lot more in common, such as embracing social progressivism, distain for liberalism and capitalism, and something that will likely be great news for any foreign reader in Kalistan, a basic surfing culture rising. While no where near as big as Kalistani surfing culture, the fact that it does exist, is plenty of room for expanded cultural diplomacy.

PAX passes the Socialist Individual Protection and Security Act; The formal creation of a Parliamentary Guard.

Before we say anything comrades, no. This isn't the formation of a paramilitary or revolutionary violence you'd see from a vanguard party just toppling capitalism. The Socialist Individual and Protection Act (SIPA) looks to answer an ever growing question every nation faces. How do you keep representatives, and the physical institutions of democracy safe? Or, how do you keep individuals such as the Custodian or Premier safe? While Xsampa isn't polarized, and the threat is low, it can never be zero realistically. That is where SIPA comes in, looking to create a formal institution with the specific and express purpose of protecting PAX from extraordinary threats that Metz-Leonid Public Security may not be able to handle, safeguard the Premier, the Custodian and Assembly members. This is where the Red Guard comes in, the formally created parliamentary guard. Think of it as an equivalent to the Royal Guard you see abroad in monarchies, but for protecting representatives instead of just a single family.
So, what is the Red Guard? Think of it as a formal institution of bodyguards for Representatives. As such, they are not expected to ever partake in military affairs, and will answer to the People's Committee of Internal Affairs, and will be required to work very closely with Metz-Leonid Public Security. The Red Guard will have the distinct goal of protecting PAX and it's respective chambers, the offices of Representatives, provide close security to the Custodian and the Premier, and provide security for foreign dignitaries. As such, the Red Guard under no circumstances, cannot be used for military or extralegal reasons, cannot be used for policing, cannot be used as a secret police or be used as a means to intimidate or enforce. They are bodyguards first and foremost.
Beyond giving tourists in Metz-Leonid something new to look at, the Red Guard will no doubt help in keeping things calm. Even if Xsampa is always calm, it's better to be over prepared for a storm that never comes then be unprepared for an unknown storm. So yes, to ultimately summarize comrades, these are fancy bodyguards for Representatives, the Custodian, Premier and foreign delegations during state visits. They answer to the People's Committee of Internal Affairs, and as such vetting will be thoroughly handled by the PCIA.

5695 Elections conclude with the first formation of a confidence and supply government; Conservative Coalition elected to PAX.
---------------------------
February 16th, 5695
---------------------------
To say this is a shock, is an understatement. The Xsampa Improvement Party, which went from a meager 37 seats has seen an almost 15+ swing in the country, securing 22% of the vote, and entering PAX with 127 seats, turning it into the second biggest political party in Xsampa. Suffice to say, as they have secured the status of Premiership with Comrade Passang Asselin being elected Premier. Before we look at comrade Asselin, let's take a look at this election due to the major shift.
As established, the XIP is the second biggest party in PAX. The CPX still remains the biggest, dropping from 241 to 210, seeing a 5 point swing against them, and only securing 37% of the vote. Not a humiliation like seen in the 70s (where the party dropped to its lowest seat count in PAX), but certainly something for the CPX to pay attention to. The third biggest party in PAX, the SLP however was widely agreed to be the loser of election night, going from 162 seats to 122 seats, seeing a negative 7% swing against them, and only securing a narrow 21% of the vote.
For the minor parties however, let's talk about them. The Democratic Progressive Party shocked Xsampa by being able to enter PAX once again in 5690 with 3 seats and they managed to not only stay in PAX but grow a little, jumping to 6 seats, seeing only a minor jump. Independents also increased, going from 4 to 6. The Xsampan Labour Federation remained, as per tradition, with one seat, however it's worth noting that the seat in question saw genuine contestion by the XIP. All together, 2% of the vote.
The medium sized parties, such as Land and Bread, the GNP (which has firmly lost its major party status thanks to the splintering it suffered in the 90s), and Left-Green Dovani. For Land and Bread, they jumped from 6 to 20, showing a clear revival of rural interests (pundits widely agree that this is because of moderates within the GNP defecting to Land and Bread). Securing 3.5% of the vote, and seeing a minor point shift of 2.4%, Land and Bread comes to PAX with a win. Left-Green Dovani on the other hand saw a minor boost, going from 42 to 48, with only a minor of 1.1%, and securing 8.5% of the vote. The true star of the show of the moderate parties is the GNP, which saw a major decrease (due to Social Monarchism), going from 66 seats to 27. A major negative 7% decrease, only winning 4.7% of the vote.
With the XIP as the clear winner, it's clear that Xsampans have looked to the past for the future of socialism, wanting conservative government after 15 years of CPX-SLP governing. With Comrade Asselin becoming Premier, Asselin has formed a relatively conservative coalition, including the XIP of course, the GNP and the Land and Bread, relying on confidence and supply from the DPP, Independents, and Left-Green Dovani, forming the first confidence and supply government in modern Xsampan history. While there are strong concerns from the CPX and SLP over the GNPs social monarchist ideals, something LGD has threatened to shoot down the government for, if enacted upon, the Asselin Administration is confident that the Conservative Coalition will thrive, irregardless of concerns.
In terms of agenda, Comrade Asselin has made promises, looking to reexamine the status of Daenism in Xsampan society, provide agricultural expansions, moralism in the government, and redirect society towards charity to combat the Tsokling Deficit. A surprisingly moderate agenda, but this is just the agenda of the Premier. PAX will be an entirely different story due to the GNP and social monarchists.

Agricultural Support and Rural Care Act passes PAX; Asselin Administration looks to rural Xsampa first.
![[Image: 0e7371e5937440589a418f768c11d429.jpeg]](https://news.cgtn.com/news/2021-04-22/Brief-travel-guide-to-Nyingchi-Best-natural-place-to-visit-in-Tibet-ZFO9YtjIzu/img/0e7371e5937440589a418f768c11d429/0e7371e5937440589a418f768c11d429.jpeg)
--------------------------------
June 15th, 5695
--------------------------------
Rural Xsampa has arguably one of the best treasures within Xsampa. It's natural landscape. However, often times, rural communities are forgotten. While past governments have made strides in bridging the rural-urban gap, the gap is still noticable. It's no surprise however that a conservative government, which has made agricultural investments and rural concerns a key priority, would look to the countryside and pledge to fix things. And act on it. This week, PAX has passed the Agricultural Support and Rural Care Act (AGRCA), which looks to drastically reexamine the countryside, and how socialism can tackle the urban-rural gap.
So, what does AGRCA do? For starters, a new Sub-Committee for the People's Committee of Agricultural Management, the Sub-Committee of Agricultural Stewardship. The SCAS will be responsible for national food planning in the sense of making sure reserved are kept up to date, set targets for reserves, set standards for soil and water, and coordinate with Local Committee's on rural infrastructure. Speaking of reserves, the formal creation of the National Food Reserve System, with the reserve consisting of staples, long lived proteins, emergency feed for livestock, and seed reserves, managed by the People's Committee of Agricultural Management in joint cooperation with worker co-operatives. The NFRS is to ensure that, should another Bargas Chenpo occur or any disaster similar to it, and foreign aid is unavailable, Xsampa can quickly provide aid to itself and affected Cantons.
Furthermore, the AGRCA looks to modify domestic market rules for rural communities to receive an equal benefit as urban communities. The only way Xsampans remember the Planned Economy is via history, as the Planned Economy was phased out in favour of Market Socialism almost 110 years ago. But, one thing that was beloved by rural communities were the price controls. While no government got back to setting those, instead trusting market socialism, the Asselin Administration has sought to restore some aspects, while avoiding the overt price controls. As such, a floor price will be established, to ensure dignity for farmers and a ceiling price to ensure consumers, urban and rural, benefit and are protected. Furthermore, the state will guarantee to buy a portion of crops from small agriculture worker co-operatives, with multi year contracts established to ensure that even the smallest co-operative has a buyer. For Social Enterprises, which are always going to be larger, they'll find themselves with a new regulation. They will be encouraged to report waste, and redistribute edible surplus where possible, at a discounted rate depending on the surplus. Punishment will be financial fines.
Finally, soil and water protections. Mandatory soil rest cycles will be enforced, and in Cantons that report high stress of water, caps on usage (which will be compensated via cooperation with other Cantons). Encouragements will be given for crop rotation. Such encouragements will come with more rural investments for Local Committee's, such as expanding rail lines, expanding machinery pools, seasonal labour guarantees, and training stipends. Say what you will about the Asselin Administration and the Conservative Coalition, but it's clear that Comrade Asselin is determined to ensure rural Xsampa benefits just as much as urban Xsampa.

Assemblymember Choephel Kalingpong endorses the concept of a Second Sunshine Policy; A slow rising star in the CPX.
-----------------------------------
December 15th, 5695
-----------------------------------
As the CPX looks with envy at the victory that the XIP secured in February, the CPX and the opposition have been looking for a message to use during the duration of the Asselin Administration. While so far, it's too early for a unified message to come about, one Comrade in PAX has been quite vocal. Not in bashing the Conservative Coalition, but in proposing a new direction. Comrade Choephel Kalingpong (CPX), a representative from the Dbusgrong Canton won re-election in his district by a comfortable margin, has been a rising voice for the opposition. So what direction has Comrade Kalingpong proposed?
For starters, Comrade Kalingpong has been very vocal about internationalism, advocating for a stronger global presence, especially after the general withdrawal from non western affairs following Revolutionary Order 510 and the withdrawal from Majatra. Comrade Kalingpong has been a firm advocate for strengthing Pan-Dovani institutions, believing that the current Asselin Administration should not neglect foreign affairs and should work towards establishing a positive outlook for Dovani, especially as a new century looms. Especially with countries outside of Dovani, such as those in Keris or Seleya, of which improved relations would be equally vital. However, the most ambitious thing comrade Kalingpong has advocated for is a Second Sunshine Policy. The last time the Sunshine Policy was in effect was during the tenure of Gurmey Aurousseau some 100 years ago, which saw a gradual reduction of tensions with hostile states, and the opening of cordial relations. The Sunshine Policy was however, phased out during the tenure of the Bhutia Administration before pluralism. Kalingpong has advocated strongly for a Second Sunshine Policy, believing that instead of leaving Majatra, a concentrated effort should've been made to ensure cordial, good relations with Majatran nations and ensure that the Permanent Peace, which resulted from the Mearvi-Shar Conference can be kept beyond empty words.
While most Xsampans are skeptical of embracing another Sunshine Policy, there are others who wholeheartedly favour the idea and believe another Sunshine Policy is vital. While it's unlikely that the Asselin Administration will make an effort to restore it, it may become a relevant topic in the 5700 elections if circumstances allow. Whatever the case, Comrade Kalingpong is a rising star in the CPX and while it's way too early to say anything, we most likely will see more of him throughout the Asselin Administration's term.

Xsampa restores gem trade with Kalistan; People's Committee of Foreign Affairs reportedly "very pleased" with the restoration of trade.
--------------------------------
June 17th, 5696
--------------------------------
Beyond being an ethical workshop for the progressive world, one of the more lucrative aspects of foreign trade for Xsampa, is the Gem Trade. Xsampa frequently exports a considerable amount of gems, rubies and diamonds especially abroad. This has become a bit of a favorite for monarchists, who do love adorning their royals with more gems. For Xsampa, this is not an issue. The gems are mined by Xsampans, and held to Xsampan standards, and then sold to foreigners, which pay Xsampa, and allows us to reinvest that wealth into ourselves. One of the more notable clients was Kalistan, which took great care to purchase gems that were mines ethically. That came to an end in 5679, due to the Mearvi-Shar Conference, which saw the deal end, and relations between Xsampa and Kalistan sour significantly. By 5689, relations would gradually improve and by 5695, relations have continued to warm up, with Kaliburg confirming an interest in restoring the trade last year.
Just this week, People's Commissar of Foreign Affairs, Comrade Rabgyal Lhamo confirmed that Xsampa would resume the trade with Kalistan. Rubies and diamonds would be exported to Kalistan and purchased, of which a focus will be placed especially on rubies. In exchange, Xsampa will purchase aluminum from Kalistan, particularly KalNaFerCo. Thanks to the formation of the External Value Reserve, money from registered states are applicable for entering the EVR, such as the Kalistani Ruble, which will be welcomed into the EVR, preventing it from simply sitting there. By restoring trade, this not only helps increase trade volume, but by allowing aluminum trade to be restored, Xsampa will be able expand production of EVs for foreign markets. While Xsampa is supplied by Nadiya for aluminum (as domestic aluminum reserves hardly cover domestic production), another source will allow for expanded production, and of which, of course, Kalistan would receive a discount.
It goes without saying that the People's Committee of Foreign Affairs is quite pleased with this development, believing that closer ties with Kalistan is an major victory for everyone concerned with stability, and especially the restoration of trade, which is always an economic win for both states. Comrade Rabgyal Lhamo has confirmed to the press that "while the restoration of pre Mearvi-Shar trade is a great milestone, Xsampa cannot lay idle like it did before, and it must be proactive in pursuing positive relations with friendly countries". As debate across the country emerges over a potential Sunshine Policy 2, what's certain is that many Xsampans are quite happy with this development, and while so far the People's Committee of Revolutionary Culture is continuing to draft proposals for cultural exchanges with Kalistan (with an effort to produce Vrassan dictionaries gaining more momentum), this is still a milestone worth celebrating.

A new trend dominating Xsampan markets; Plushies and how one Social Enterprise has capitalized on demand.
![[Image: image-asset.jpeg]](https://images.squarespace-cdn.com/content/v1/5ed6e10fb011a123217ba702/1703717692160-DJ4BQ5XC7T2PDYR1F55Z/image-asset.jpeg)

---------------------------
Trends come and go. This is only natural for any society. But for Xsampa, there have only been two major consistent trends. An adoration of cats, and yaks. And now a third major trend which has taken Xsampa by storm. Plushies. Ever since the start of the decade, Xsampans have increasingly become infatuated with plushies of all sorts. And demand has risen drastically. Various social enterprises have looked to cater to this demand, but only one has managed to properly capitalize on it, and become a favorite for Xsampans. Peluche Déwa.
It's no secret that Xsampans love cute and adorable things. One simply has to look for the endless love that Xsampans have for cats and yaks. So when it comes to plushies, it makes sense why Xsampans are having high demand for it. Peluche Déwa, is one of the many Social Enterprises within the Xsampan Market, and as the name implies, specializes in the production of high quality plushies for the domestic market. Founded in 5689 by two siblings from a worker co-operative in Rindrak who wanted to share their vision of childhood joy from a plushie, Peluche Déwa has been able to quickly capitalize on the market demand for plushies, not by focusing on high quality or realism, but by focusing on the one thing that every plush arguably needs cuteness. Even with firm competition from other Social Enterprises, Peluche Déwa has managed to secure a very loyal, almost cult like following. Even without the focus on cuteness, Peluche Déwa has managed to grow by embracing what makes Market Socialism work. Supply and demand. Limited edition plushies, unique themes (such as Comrade Yudron the Yak), and even collaborative efforts with local artists and designers to make sure every design is unique, and filled with soul.
Ever since Xsampans started craving plushies, it's simply been up and up for Peluche Déwa. And befitting a Social Enterprise, Peluche Déwa has looked to set itself as an example, for other Social Enterprises, and for how a successful Social Enterprise should conduct itself. Surplus profits that Peluche Déwa has, has often gone towards humanitarian drives abroad, looking to provide money for organizations abroad who help those in need, and providing plushies for those in need.
With the trend showing no sign of dying down, Peluche Déwa has a clear grip on the plushie market, but competitors are on the rise (as they should be), and Xsampans can only welcome more plushies.

PAX rejects the Continuity Act; CPX slams Asselin Administration for "capitulating to Social Monarchists".
![[Image: a4aa5fbd-c799-4b4b-97bb-2e4ecf903032.jpeg]](https://www.globaltimes.cn/Portals/0/attachment/2023/2023-03-12/a4aa5fbd-c799-4b4b-97bb-2e4ecf903032.jpeg)
------------------------------
September 19th, 5697
------------------------------
To say it's been a long week in PAX has been a major understatement. One of the biggest concerns held by the Left regarding the Conservative Coalition, was the inclusion of Social Monarchists, who have been very vocal about wanting to establish a socialist monarchy. While it seemed like the Social Monarchists would largely be sidelined or even ignored outright, especially with Left-Green Dovani pledging to issue a vote of no confidence, if any monarchist bill was brought to vote, it seems this week, that perception changed drastically as comrade Khetsun Jungne (GNP) submitted the Continuity Act to PAX for voting. Almost immediately, PAX escalated as the CPX whipped the left wing bloc into adamantly opposing the bill, whipping support from all wings of the CPX, a firm majority of the SLP, and even some of Left-Green Dovani. Rather interestingly, comrade Rabyang, whip of the LGD managed to whip together votes in favour of the bill, arguing that the Continuity Act was aligned with socialist values, and that concessions were given to ensure it isn't a reactionary bill in disguise. He managed to whip up conservative votes consisting of XIP, GNP, the rest of LGD, and even a handful of the SLP. The remaining members of PAX, that being LBP, DPP, XFL and independents joined the left in opposing the bill. When voting occured later in the week, the Continuity Act was resoundingly defeated in a 349-215 vote.
When asked by the press, Premier Passang Asselin stated that, Quote:While the defeat of the Continuity Act is a shame, I will respect the will of PAX, and the Proletariat. They do not want it, and I will not force it upon them. However, I will look to negotiate with PAX to pass something before the end of the year. I am determined to ensure that the wants of Xsampans who voted for this administration are addressed, and I will not reject a bipartisan deal. I understand the CPX has been anxious over this bill, and I'm willing to work together with the CPX for a healthy, socialist, bipartisan bill.
With the Continuity Act being firmly defeated, it's clear that a considerable amount of political capital has been burnt. While this doesn't mean that the Asselin Administration is a lame duck administration now, it certainly means anything radical is unlikely, and especially for whatever future bill that will emerge. While Rabyang (LGD) is facing heavy criticism for whipping Left-Green Dovani into flip flopping on its pledge to terminate the Asselin Administration should any monarchist bill come about, the GNP has considered this a victory, believing that even if the bill failed resoundingly, it's a step in the right direction for social monarchism.
The CPX however, has been far less pleased, with many CPX politicians bashing the Asselin Administration heavily for even considering the Continuity Act, and embracing social monarchists. With Comrade Chokzay Nicollier describing the vote as shameful, and stating that any bipartisan solution that comes later this year will be firmly rejected if it means entertaining social monarchism.

Xsampa cites concerns over current situation in Midway; "An unstable Midway, is ultimately a risk to the security of the Sovereign Sea."

----------------------------
If there is one thing that leaves major power vacuums, it's totalitarian governments imploding. In Midway, such is the example. Recently, this decade, Midway has seen itself go from a psuedo fascist, military dictatorship into a power vacuum after student movements and general protests managed to overthrow the reactionary authority. However, in this wake is a power vacuum. One that has raised concerns for Metz-Leonid and the People's Committee of Foreign Affairs, especially in regards to security and stability in the Sovereign Sea. Earlier this year, Bianjie commented on the situation in Midway, and has made it clear that stability must come from a unified Dovani, and that Bianjie is willing to help Midway return to normalcy. The People's Committee of Foreign Affairs has endorsed and echoed this statement, urging solidarity with Bianjie, and especially with the people of Midway.
Quote:The ongoing power vacuum in Midway is nothing short of tragic. The Proletariat of Midway were brave in toppling the reactionary government, but they are left in a power vacuum. A vacuum that invites instability and chaos. Chaos that can affect the Sovereign Sea. As such, Xsampa stands in solidarity with the message of Bianjie. This is a situation that requires a unified response from Dovani, and a situation that demands swift action for the people of Midway.
What this tangible means, however, is more difficult. Bianjie has offered to host itself for talks, but what can Xsampa do? Keep up the pressure and try to assist in rallying Dovani, or at the very least, providing support to Bianjie and Midway. While the instability in Midway so far hasn't reached critical mass, it is still viewed as a considerable issue. Most especially for the Sovereign Sea, as instability in the region can harm trade. Doubly so when Midway hosts the Midway Canal, a lifeline for all states in the Sea of Carina.
Whatever the case, Xsampa stands in solidarity with the position of Bianjie, and especially with the people of Midway, who deserve a brighter, prosperous future. Whether such a future will come however, is yet to be seen.

PAX compromises and passes the Cultural Continuity Act; The Establishment of Namsöl as an Autonomous Cultural City.

After PAX rejected the Continuity Act last year, Comrade Asselin has spent the better half of the past two months negotiating with PAX after a revised Continuity Act was shot down in February. With the CPX threatening to force a vote of no confidence if a third iteration of voting occured in the Continuity Act occured, many expected pressure to rise on Asselin to simply cave in, and abandon the act all together. However, in a surprise, just last night, at roughly 01:13, a compromise bill was proposed to PAX, and despite what many expected, was not a third version of the Continuity Act. Instead, it was the Cultural Continuity Act. After some back and forth, the CCA was ultimately passed 289-275. As narrow as the vote was, the GNP and XIP immediately claimed victory over being able to finally pass a signature non rural based bill.
But, what is the Cultural Continuity Act? Well, for starters, social monarchism was thrown out. The only reason the bill managed to pass was because one of the many compromises made was ejecting the concept of social monarchism entirely. The Republic will remain. However, notice the Cultural aspect. As such, the first thing worth noting is Namsöl will be classified as a Autonomous Cultural City. Being the city with a very strong Daenist presence in Xsampa (beyond Bajoum, the nations most populous city but was rejected due to its size as a compromise), Namsöl has been designated as an ACC. Namsöl will act as the cultural and spiritual centre of Xsampan Daenism. The Namsöl Local Committee will remain as is, but it will be given a new colleague. The Serene Committee of Namsöl. The SCN will not have the authority to pass laws or override the Namsöl Local Committee under normal circumstances, but may temporarily veto a bill passed by the NLC, should it be deemed to infringe upon cultural or spiritual rights.
But the real prize, is the formation of the position of Gaden Lama (After much negotiating, Gyag Gyalpo/Gyag Gyalmo was rejected in the final version of the CCA). The Gaden Lama will act as a cultural steward of Daenism. It's no secret that Xsampa has been hostile to religion, especially in the past. The Cultural Continuity Act looks to amend this, and right a wrong to the Daenist community. The Gaden Lama will not hold any legal or political authority, but will become the steward of Xsampan Daenism. As a religious figure, the Gaden Lama will be required to be politically neutral, and may not publicly endorse political parties or policies. Essentially a non political actor. The Gaden Lama will have the responsibilities of overseeing Namsöl as a spiritual advisor (as most governance will be given to the Local Committee), and act as a figurehead for Xsampan Daenism.
But how will a Gaden Lama be determined? After much concessions, the XIP, befitting their Daenist roots has managed to extract a sizable concession from the CPX on the CCA, and looked to the past. The Serene Phodrang of Xsampa, otherwise known as Utembo or South Utembo, was a Daenist Theocracy. But, they kept themselves devoted to Daenism, even if they became authoritarian and reactionary. This is where we can pick apart some aspects. The Serene Committee will be responsible for finding the Gaden Lama. Yes, finding. Not electing. While Xsampa remains secular, it will pay respect to Daenism, and as such, the Serene Committee will be allowed to justify itself however necessary. The Gaden Lama will be found via reincarnation. While the state itself won't formally recognize reincarnation and remain strictly committed to secularism, the Serene Committee will be allowed to. As such, the Serene Committee will, upon authorization from the Local Committee in the event of the passing away if a Gaden Lama (or in this case, the lack of one) go on a search for a child, and begin testing on whether the child is the reincarnation of a past Gaden Lama, from the Serene Phodrang 300 years ago. Once found, the Child (if parents opt in for allowing testing as kidnapping is frowned upon) will be brought to Namsöl, and raised by the Serene Committee. Upon reaching voting age, that being 16, the child will be inaugurated as Gaden Lama, and assume their spiritual duties.
Premier Asselin has described the passing of the CCA as a great sign of bipartisanship, and the ability for compromise within Xsampa. Comrades in Namsöl however, have been ecstatic at this, eagerly awaiting the discover of the Gaden Lama reincarnation. The CPX has begrudgingly praised Asselin for not giving up on the bill, and genuinely embracing a compromise that respects socialism and secularism (within reason to some in the CPX). Overall, a major win for XIP, and a muted win for the GNP, who have elected to simply take any win as a major win.
