Internet Modernizations begin; The beginning of Infrastructure Reforms.

Its no secret that within Xsampa, it excels at offering many things for its citizens. Housing, healthcare, education, welfare. One thing however that most Xsampans firmly agree on however, is that the Internet sucks. So much so that it became a major campaign issue for the 5690 election. Something that comrade Trengwa has campaigned on (alongside other infrastructure reforms but the Internet modernization was the main appeal). Today, the People's Committee of Infrastructure and Development has announced a full five year plan for Internet modernization, looking to fully modernization Xsampan Internet, and make it both reliably and fast.
So what does this actually mean in practical terms? Well for starters, upgrades. All across the country, the Xsampan Job Corps will be remobilized once again to begin upgrades on old copper fibre, expanding optical loops to connect all Canton Capitals, and introducing high capacity clusters. There are two goals. One, make personal Internet faster. And two, make all of society benefit from faster Internet rates, whether it be rural clinics having telemedicine, Local Committee's having an easier time coordinating, or Social Enterprises syncing data. Not only does this boost output and production (or at least make it easier which helps the economy on a micro level), but having slow Internet is likely to one day be a reason why fascism rises in a foreign country.
Of course, the PCID has shared its plans for what's next, as while this effort is being done, it will likely take a year or two. So once this part is done, next would be a major focus on accessibility. This part would involve working with Social Enterprises and Worker Co-operatives, where the state will own the fibre, but SEs and Co-operative will handle installation, maintenance and the like. Ideally by this point, the XJC will be available to assist installation in rural Xsampa, and ensure uniform internet access. Alongside this, the state will subsidize the construction of rural relay towers. This part would largely focus on making the Internet faster for every Canton, and ideally, every Local Committee.
Whatever the case, for now, the focus is on laying the groundwork for fully modernizing the Internet and making it faster for every Xsampan. So where even the slowest doesn't take 5 minutes. Due to how much demand there is for Internet modernizations, this is priority 1 for any infrastructure plans the Trengwa Administration will have.
