Because, yes, Mr. Terrazas, by your words, we did yearn to cooperate with globally relevant nations and look to your leadership. But it seems our belief was misplaced, considering your dismissive tone - we would except that institutionally leading nations such as yours would not look down upon others.

As you have now clarified, this is a regional security conference instead - and one preferentially handled outside the requirement of the treaty's ratification that you insist upon, as you further clarified.
