It is important to clarify what CISA is. CISA is not an intelligence service or an elaborate sensor network. It does not own satellites or radar arrays, nor does it possess analytical platforms or human intelligence assets. Those components remain in the hands of the member states themselves. CISA is, at its very basic level, a governance framework which regulates how intelligence once collected and assessed by national agencies may be shared. 

Kalistan's intelligence network, which has integration with that established in Lodamun, exists outside of CISA in that it would exist with or without CISA. It is simply a shared map through which all members are able to, based on the treaty's article, see what everyone else sees. For example, if Lodamun were to allow its acoustic library to be accessed through CISA, it would mean that all signatories of the treaty would have access to said library, but, in keeping with the treaty's provisions, would be barred from sharing said information with those outside of the treaty. 

Regarding the Kalistani representative's concerns about how well our Kerisian colleagues would be integrated into that information-sharing ecosystem, CISA was designed to be flexible in this regard. Our colleagues from Keris have numerous options, including: 

1. Becoming full members of the agreement (or an agreement very similar to CISA in scope).
   
2. Being treated as a third party and enduring the limitations therein. 
   

I should note that, as it relates to the medium by which we share information among each other, what is important is that we establish rules which restrict information-sharing to those gathered in this room and this room only. To that end, all options are on the table, whether it be joining CISA or crafting a new agreement. 

I'll allow Admiral Casey to speak to the interoperability and utility of Seleyan/Kerisian intelligence sharing.
