National Employment and Confidence Act narrowly passes the Imperial Diet; Proto-Jobs Program enacted.

Economic recovery is never easy for any nation. For a country in a situation even close to Seko, it seems daunting. But not impossible. If there is one thing that the Koiso Cabinet is willing to gamble it's capital on, it's getting jobs available. Even if stagnation isn't stopped, providing jobs is a solid method to stop the proverbial bleeding, and stop the biggest attraction to the extremes. As such, the Imperial Diet saw a vote on the National Employment and Confidence Act. To the surprise of many cynics, the NECA narrowly passed, receiving full votes from all members of the Liberal Democratic Coalition, and the few independents in the Imperial Diet.
So, what does the NECA do? For starters, an Employee Retention Subsidy is established, in which the state will temporarily co-pay wages, and ensure firms that cooperate, commit to no layoffs during the subsidy period. Contracts will range from 12 months to 18 months, and will not be renewable. The goal is to get Sekowans paid for working, not for idleness. Alongside this, the Youth Employment Track, which will see the target group be all Sekowans under the age of 30, laid off apprentices, and first time job seekers. Wage subsidies will be offered for new hires, state backed apprenticeships will be offered, and retraining stipends tied to employment.
The NECA has been unanimously supported by all members of the Liberal Democratic Coalition, with Cooperative Democrats endorsing it as necessary to prevent economic freefall and unrest. Progressives have supported it on the merits of it being progress in making sure no Sekowan is left behind, and that workers stay employed. Liberals have supported it on the grounds of NECA ensuring firms don't collapse, and supply chains being protected. While officially, no one is saying that the NECA was designed to incapacitate the appeal of the far right and far left, it's clear that the NECA is targeting the jobless, who are often likely driven to the extremes. And with the Koiso Cabinet determined to keep democracy afloat, economic recovery is a must before democratic institutions can be rebuilt.
