We ask each member to give brief comments or potential changes to this treaty that concerns our efforts to increase military and intelligence communication:

The Anantonese Intelligence & Security Accord (AISA)

PREAMBLE Recognizing that regional stability is a collective responsibility, and acknowledging that the opacity of strategic movements increases the risk of miscalculation, the Undersigned Nations hereby commit to a policy of Radical Transparency and Mutual Technical Uplift.

Article I: The Regional Early Warning Network (REWN)
The High Contracting Parties shall establish a unified, 24/7 automated broadcast system designed to detect and alert the region to the deployment or launch of strategic or unconventional weaponry.
  • Verification Protocol: Upon a system trigger, all member intelligence services are granted a "Verification Window" to independently cross-reference data using domestic sensors.
  • Non-Interference: This system serves as a regional tripwire, allowing each state the maximum possible lead time for civil defense and sovereign preparation.

Article II: The "Universal Awareness" Doctrine
Member states commit to the open distribution of tactical data. This agreement operates on the foundational principle: "If one of us knows, we all know."
  • Scope of Data: This includes, but is not limited to, real-time radar/sonar feeds, troop strength assessments, and regional deployment reports.
  • Intelligence Analysis: Raw data shall be accompanied by expert analysis to ensure smaller or less-equipped intelligence bureaus can interpret threats with the same clarity as larger ones.

Article III: Technological Integration & Synchronization
To eliminate "dead zones" in regional awareness, the Parties agree to integrate disparate intelligence systems.
  • Standardization: Using the existing architectures of Egelion, Loddamun, and Kalistan as a baseline, the region will establish common communication protocols.
  • The Uplift Mandate: Advanced nations agree to share intelligence gathering techniques and hardware specifications with member states currently possessing limited capabilities, ensuring a seamless regional "datapool."

Article IV: Sovereignty and External Cordoning
The Parties recognize that individual members maintain pre-existing treaties with extra-regional powers.
  • The Data Firewall: All intelligence gathered or synthesized under this Accord is strictly cordoned off. No member is permitted to "leak" or share Accord-derived data with outside allies.
  • Sovereign Independence: This agreement does not compel any member to honor the external treaties of another member, nor does it grant outside nations access to the regional collective’s internal intelligence.

Article V: Funding and Collective Responsibility
The maintenance of this system shall be treated as a Regional Social Good.
  • Cost Sharing: Funding for the REWN and the "Uplift Mandate" shall be shared proportionally based on GDP and existing infrastructure.
  • Anti-Exclusion: No nation shall be excluded from the benefits of the intelligence pool due to temporary financial inability to contribute.
  • Prohibition of Free-Riding: Every member is expected to contribute to the best of their capacity, whether through funding, geographic sensor placement, or analytical personnel.
