An expansion to the agricultural industry; Tea farms to rival strawberries.

When it comes to agriculture in Xsampa, strawberries remain the giant, as Xsampan demand for strawberries is quite insatiable. However, there's been a growing demand for another sector of agriculture. Tea. Because of the principle of supply and demand, social enterprises and worker co-operative have been starting small tea producing operations. Or rather, farms. However, with demand rising, it seems the government is looking to step up as the agricultural industry is shared between the state and social enterprises, as well as support social enterprises in expanding domestic tea production. As such, the People's Committee of Agricultural Management has announced that for social enterprises, startup grants will be offered to encourage social enterprises to move away from the Agricultural Giants and encourage more domestic farming of goods such as tea.
For state owned farms, a select portion will shift their focus away from growing the Agricultural Giants and move towards tea farming (provided that said farms are in the South) to ensure stable, and consistent production of tea. Alongside the production of farms, processing will be vital as if unprocessed, you can't do much with tea. As such, the state will sponsor the construction of processing plants to ensure that the tea is turned into consumable tea. This not only has the benefit of expanding the Agricultural Industry, and providing more jobs, especially to rural communities, but it comes with the very important benefit of meeting domestic demand and giving Xsampans what they crave. Tea.
As the tea industry starts to kick off, it's expected that the social enterprises will gradually pick up their weight and start competing with the state directly on yea production, but until then, the state will be ready to guide the direction of domestic tea production. The question of exports is being pushed down the road until domestic tea production is deemed adequate enough, as the People's Commissar of Agricultural Management was reportedly to have said, jokingly, "Look, I'd rather not be mobbed for having tea go abroad first then stay home and satisfy demand".
