Ladies and Gentlemen,

First, there has been a major policy shift in my home nation of Kalistan and we are in the midst of parting ways with Gaduridos. It's not something that Gaduridos has done, its more about what has not been able to be accomplished with that aspect of the Empire. Kalistan, as of now, lacks any effective control or influence within Gaduridos, and is in the process therefore of shedding the relationship to allow Gaduridos to determine its own future.

As of December, Bentasur was slated to be decommissioned as a naval base. But it would seem that several elements in the National Assembly are pushing for a delay in that decommissioning, and so its future is officially, at this moment, indeterminate. However, this does mean that The Gaduri Viceroy, the Marquess, Lady Marisol Paz Alvarez-Navarro will be departing from this commission, as she is not permitted to, in any way, speak on behalf of her nation by her own nation's government. Her Imperial Majesty thanks Marquess Alvarez-Navarro for her work with me here, and would like it noted that she served her people here honorably and without blemish or tarnish to her name or to the name of her Nation. Thank you Marisol Paz, and I will see you when I return to Kaliburg.

On the topic of Culture, Her Imperial Majesty would like to state that Ananto and Kalistan remain committed to cultural diffusion of all types. She would have me note that she would even welcome an initiative from Nadiya, should they wish to cooperate on cultural exchange, so that our two people may learn about one another and foster a spirit of mutual understanding and learning which are the building blocks to forming closer bonds in other aspects of life and society. I only point this out to note that Nadiya and Kalistan have not been on the warmest terms for a very long time. Her Imperial Majesty sees this as an opportunity to see if there is any opportunity to change this mutual, in her careful words, ambivalence. But the offer to increased cultural exchange and openness to certainly extended to all nations present here in the same measure.

On economic integration, our recent experiences inform Kalistan that there are opportunities and risks associated with high levels of economic integration. Kalistani investors stand to lose hundreds of billions of Imperial Rubles in the detangling of our nation with Gaduridos, who has become dependent upon the imperial direct investment over the last century due to lack of affirmative economic or political policy from the Government of that nation in the last 40 years of that 135 year relationship. While we did enjoy the benefits of regular supply and open markets, the process of delinking has left many of our investors highly exposed now, and fortunes for many of our biggest investors are being wiped out by the change of policy due to the failure of imperial integration of Gaduridos into the Empire.

I think overnight our nation has suddenly lost its appetite for integration, at least on this scale, and we will be dealing with the repercussions of failed Imperialism abroad for decades to come. I can assure you, Colleagues that if there is any sort of wide scale integration programs that come from this conference, Kalistan will be very leery of joining them. This is not to say that you shouldn't work toward that end if that is in your interest to do so. I am merely saying that Kalistan is cold on economic integration at this particular moment, and will certainly very conservatively consider anything you work out to see if there is anything in there that Kalistan would support before we commit to it.

The end of our imperial relationship with Gaduridos will traumatize our nation for a long time, especially because it didn't have to happen, had someone only been allowed to govern that nation when that nation would not govern itself. Without taking more of your time, I yield.
