Coinciding with the end of the administrative vacation period, the NGA has adopted the government's major reform package for the Confederation's taxes system and financial privacy laws.
The Financial Overhaul and Modernization Ordinance, or FOMO for short, was put forward by Commissioner Dryagina Angela by the Nadiyan Comission for Finances & Public Spending, as part of a list of a major reforms the newly expanded PCP government promised to deliver following the confederal elections of 5705.
In short, the new law lowers the confederal tax on benefits from 28% to 9,5% for companies realizing more than 2 billion rubles in benefits for Nadiyan companies while international companies see their tax fall from 35% to a minimum of 11% with the republics being allowed to also tax multinational corporations an additional 12 or 21%. On top of the newly introduced capital gains exemptions which effectively abolishes all taxes related to the selling or buying of actions and other private transactions unless their value surpasses a threshold of 800 million rubles.
For individuals, Nadiya has abandoned the proportional taxation in favor of a more progressive system which means that residents of Nadiya will have to pay a 11% confederal tax alongside the republican taxes imposed depending on the republic they live in and can results between 30% or 45% of their monthly income going straight toward financing the current welfare system and services provided by the Confederation and the republics.
Furthermore, indirect taxes have also seen their system reformed as the government lowered its VAT standard rates from 15% to 8,2% with daily consumption goods and housing seeing their own VAT go from 7% & 12% to a whopping 2,7% and 4% respectively. A 35% withholding tax is levied on dividends and Nadiyan bank interest. This tax is refundable for residents who correctly declare their assets has also been introduced by parliament to help elevate the financial burden put on citizens and residents of the country.
The FOMO has also updated the country's tax packages for wealthy foreigners by introducing the Lump-sum taxation in which wealthy foreigners not engaged in gainful employment in Nadiya can opt for taxation based on their expenditures rather than their actual income alongside a reduction of the wealth and inheritance tax that used to be 25% but has been reduced to 0,13% or 1% after the deduction of debts with republics being barred from surpassing the maximum value of 1%.
The FOMO effectively turns the Nadiyan Confederation into an international tax haven since the new laws permit for a lot of financial liberty compared to the old socialized economic model. The changes however are expected to be implemented in January 1st of 5708 aligning with the start of the 08 financial year after the planned adoption of a new budget in November of this year by the PCP government.
