Cabinet Shuffled as NDP Leaves Governing Coalition, Environment Minister Resigns Over Sacred Tree Row

Udon Nakhon – The National Assembly late this evening approved a cabinet reshuffle proposed by Prime Minister Prasert Thanomchai. The move comes amidst continuing unrest tied to the NERI Files scandal, a worsening insurgency in the Eastern Provinces, and signs of a deepening recession.

Although coalition talks over a reshuffle had been ongoing for months, the immediate catalyst was the resignation of Environment Minister Palat Sudham (UCF) over the Srimahabodhi Suriyan affair. Public outrage intensified after it was revealed that the Srimahabodhi Suriyan, a sacred Bodhi tree planted by King Chakraphan, had withered during the rainy season. A government investigation led by Professor Somsak Sirisopa of Khemkhaeng University attributed the tree’s decline to severe soil and groundwater pollution, as well as contamination in the nearby Suan Kao River. The findings further pointed to long-standing infrastructural neglect driven by rapid urbanization, including deteriorating flood-control systems and aging water and sewage networks. Much of the city's piping infrastructure remains composed of clay, cast iron, and terracotta rather than modern PVC materials common in more developed countries.

The National Development Party (NDP), led by Agriculture Minister Napat Chansiri, also notably withdrew from cabinet negotiations and joined the opposition in calling for an early election, breaking with the governing coalition for the first time since 5631. The opposition parties have routinely brought votes demanding early elections after the Supreme Court took the unprecedented step of dissolving both the New Elephant Worker’s Party (NEWP) and the Party of Industrialists and Entrepreneurs (PIE), leaving one in six seats in the National Assembly vacant. This marks the second cabinet overhaul since that ruling, which vacated positions previously held by PIE ministers.

The first post-dissolution cabinet was largely uncontroversial and passed with broad support, including from opposition lawmakers, who viewed it as a temporary caretaker arrangement ahead of anticipated early elections. However, Prime Minister Prasert subsequently rejected calls for an early vote, even as reports suggest growing dissatisfaction among coalition partners concerned about his leadership and the shifting political climate.

In the new cabinet, junior coalition partners have secured a larger share of ministerial posts, particularly the Homeland Party (HP) and the Strong Nation Party (SNP). The Hanzenese Heritage Party (HHP), however, saw its representation reduced. Analysts attribute this shift to behind-the-scenes negotiations between the UCF and the SNP. Although the UCF leads the Patriotic Alliance electoral coalition, which was created in part to support the successful presidential bids of President Kob Suchinda and includes both the HHP and Homeland Party, relations between the SNP and HHP have deteriorated in recent years.

During the 5637 election, SNP leader General Baroma Thannajaro focused much of his campaign on attacking the HHP, characterizing it as full of “hooligans, gangsters, and thugs” through its connections to the broader far-right paramilitary movement. The strategy proved effective, with the SNP gaining 20 seats largely at the HHP’s expense. Although the two parties later found themselves in the same governing coalition after the 5643 election weakened the ruling bloc, their relationship remained strained.

Those tensions have reportedly intensified during negotiations over the SNP’s push to reinstate mandatory military conscription, a key concession from the UCF in ensuring the SNP's continued support. The HHP is said to be pressing for an expanded role for paramilitary groups within any new conscription and training framework. The SNP, openly aligned with the formal military establishment, has long resisted the growing influence of paramilitary organizations such as the Hanzai Rangers and the National Defence Corps. At the same time, the Homeland Party has reportedly moved closer to the SNP than to its fellow Patriotic Alliance partners, adding to speculation that the alliance itself may be approaching a breaking point.
