Section II: Text of the Constitution of the Revolutionary People's Republic
The Constitution of the Revolutionary People's Republic of Utaristan is the fundamental law of the state. It was passed by unanimous vote in the Revolutionary People's Transitional Assembly on February 14th, 5711.
Preamble
We, the People of Utaristan, wishing to build strong Socialist and Revolutionary State declare that we are firmly resolved to build up our liberated State as a Revolutionary People's Republic. We pledge to bring the Socialist Revolution to all the oppressed Peoples of the world. We pledge to strive for a strong and equal Dovani State, dedicated to the flame of world Revolution. There shall be no peace for forces of imperialism and reaction until all the world is liberated.
In this spirit we establish this Constitution to ensure a just, inclusive, and equal Socialist society that is guided by the Three Fundamental Ideologies and Six Revolutionary Goals.
The Fundamental Provisions
Article I
(1) The Revolutionary People's Republic of Utaristan is a Dovani, Socialist, democratic, and sovereign State.
(2) The Revolutionary People's Republic is guided by the Three Fundamental Ideologies – Socialism, Pan-Dovanism, and Anti-Imperialism – and strives to achieve the Six Revolutionary Goals – a clean and honest State without corruption, equality of nations and religions, a strong Revolutionary army, economic prosperity, alignment with Socialist and Dovani States, and plurality of opinions in alignment with the Revolution.
(3) The People are the sole source of all power in the Revolutionary People's Republic.
Article II
(1) The Revolutionary People's Republic is a pluri-national and pluri-religious State of equal nations, where no nation is privileged.
(2) The Minakal and the Yultuz languages are the official languages of communication of the Revolutionary People's Republic.
(3) The Utari, Ciltay, and Hulstrian languages are official languages in subdivisions where speakers of these languages make up over a fifth of the population.
(4) The church and State are completely separate
(5) Officials of the Revolutionary People's Government or of any of its Organs are completely banned from publicly professing any faith, or wearing religious symbols.
Article III
(1) The Revolutionary People's Government is composed of the Representative Organs, Executive Organs, Judicial Organs, and Popular Organs.
(2) The Representative Organs of the People of the Revolutionary People's Republic shall be the Revolutionary People's Assembly, the Supreme Revolutionary People's Council, the Province Revolutionary People's Councils, and the Prefecture Revolutionary People's Councils. The authority of the Executive and Judicial Organs of the Revolutionary People's Government shall be derived from them.
(3) The Executive Organs of the Revolutionary People's Republic shall be the Presidency, the Council of Ministers, the Governorships, and the Prefectures.
(4) The Judicial Organs of the Revolutionary People's Republic shall be the Revolutionary People's Supreme Court, the Province Revolutionary People's Courts, and the Prefecture Revolutionary People's Courts.
(5) The Popular Organs of the Revolutionary People's Republic shall be the Revolutionary People's Party Supreme Committee, the Revolutionary People's Party General Congress, the Province Revolutionary People's Party Committees, the Prefecture Revolutionary People's Party Committees, and the Revolutionary People's Party Cells.
Article IV
(1) The Revolutionary People's Government is elected by the People, controlled by the People and accountable to the People through the Representative Organs and the Popular Organs.
(2) The franchise to the Representative Organs is universal, equal, direct, and secret. Every Citizen has the right to vote on reaching the age of eighteen. Every Citizen may be elected on reaching the age of twenty-one.
(3) The Executive Organs carry out the governance and administration of the Revolutionary People's Government in accordance with the will of the People expressed through the Representative Organs and the Popular Organs.
(4) The Judicial Organs exercise judicial power in the name of the People and the Revolutionary People's Republic, ensuring a just and equal society and swift retribution and punishment of the reactionary and counter-Revolutionary forces seeking to overthrow the Revolutionary People's Republic.
(5) The guiding force in society and in the Revolutionary People's Republic is the vanguard of the People, the Revolutionary People's Party of Utaristan, a voluntary Revolutionary alliance of the most active and most politically conscious Citizens, comprised of the Popular Organs.
Article V
(1) The economic foundation of the Revolutionary People's Republic shall be the Socialist economic system, which excludes every form of exploitation.
(2) The Socialist economic system, in which the means of production are socially owned and the entire economy directed by the Revolutionary People's Government, ensures, with the active co-operation of all Citizens, a tremendous development of production and a continuous rise in the living standard of the working People.
(3) All economic enterprises must be owned by the workers, directly or through the Revolutionary People's Government. The Revolutionary People's Government maintains the right to take control of any economic enterprise in any sector of the economy in designated Province(s) or Prefecture(s) through the Economic Stabilisation Mechanism.
(4) The Economic Stabilisation Mechanism is enacted by approval of a simple majority in both chambers of the legislature. Once enacted, all economic activity in designated territory is automatically put into the control of the Revolutionary People's Government.
(5) There shall be no foreign enterprises operating in the Revolutionary People's Republic unless from countries designated as 'friendly'.
The Rights and duties of Citizens
Article VI
(1) All Citizens shall have equal rights and equal duties.
(2) All Citizens have the right to equality, the right to own personal property, the right to adequate living standards, including health, home, and education, the right to free expression, assembly, association and opinion in alignment with the Three Fundamental Ideologies, the right to partake in the political process, and the right to petition.
(3) All women have right to guaranteed gender equality, equal pay, and maternity protections.
(4) All labourers have the right to employment, right to 8 working hours,right to rest, right to workplace safety, and right to unionise through the Revolutionary People's Labour Union of Utaristan.
(5) It is the supreme duty of the Revolutionary People's Government to uphold these rights.
(6) The Revolutionary People's Government shall ensure Citizens of Utari, Ciltay and Hulstrian nationality every opportunity and all means for education in their mother tongue and for their cultural development.
Article VII
(1) All Citizens have a duty to pay taxes, a duty to defend the Revolution, and a duty to work on the improvement of the society.
The Structure and Function of the Representative Organs at the Republic Level
Article VIII
(1) The legislature of the Revolutionary People's Republic is composed of the lower chamber, the Revolutionary People's Assembly, and the upper chamber, the Supreme Revolutionary People's Council.
Article IX
(1) The Revolutionary People's Assembly is composed of 330 Delegates elected through single-candidate approval ballots in Prefecture-based electoral districts.
(2) Candidates for Delegates are provided by the Prefecture Revolutionary People's Party Committees of the Revolutionary People's Party of Utaristan in their respective Prefecture.
(3) Immediately following elections to the lower chamber the Director of the Revolutionary People's Assembly is elected from among the Delegates by gaining support of 166 Delegates.
(4) The Director is responsible for ensuring order and adherence to procedural proceedings when the chamber is in session.
(5) The Revolutionary People's Assembly is elected every 5 years.
(6) The Delegates of the Revolutionary People's Assembly have a duty to represent the Citizens of their constituencies accurately.
(7) Any Delegate can be recalled by their respective Prefecture Revolutionary People's Party Committee resulting in early elections for the seat.
(8) The Revolutionary People's Assembly has the right to pass, amend, and abolish laws and to propose laws through the Advisory Committees and to ratify treaties.
(9) The Revolutionary People's Assembly has the right to propose amendments to this Constitution.
(10) Attached to the Revolutionary People's Assembly are Advisory Committees, which advise the lower chamber in accordance with the principle of democratic centralism, and draft up laws to propose.
(11) The permanent Advisory Committees are: Advisory Committee on Interior, Advisory Committee on Security and Defence, Advisory Committee on Economy, Advisory Committee on Foreign Affairs, Advisory Committee on Culture and Ethnoreligious Affairs, Advisory Committee on Dovani Affairs, Advisory Committee on Information, Advisory Committee on Justice, Advisory Committee on Civic Rights and Wellbeing.
(12) Special Advisory Committees can be established by a motion of the lower chamber.
Article X
(1) The Supreme Revolutionary People's Council is composed of 55 representatives appointed by the Province Revolutionary People's Councils.
(2) Every 4 years, the Director of the Supreme Revolutionary People's Council is elected from among the Representatives by gaining support of 28 Representatives.
(3) The Director is responsible for ensuring order and adherence to procedural proceedings when the chamber is in session.
(4) Each Province Revolutionary People's Council appoints 5 representatives to represent it.
(5) Every Province Revolutionary People's Council has the right to appoint and dismiss its Representatives at will.
(6) Any Representative can be recalled by their respective Province Revolutionary People's Party Committee.
(7) The Supreme Revolutionary People's Council has the right to deny any laws or treaties proposed by the lower chamber.
Article XI
(1) A law is considered to be passed if it gains 166 or more votes in favour in the lower chamber and 28 or more votes in favour in the upper chamber.
(2) If a law is denied by the upper chamber, the lower chamber can amend it and propose it again.
(3) Amendments to this Constitution are considered to be passed if it gains 221 or more votes in favour in the lower chamber and 37 or more votes in favour in the upper chamber.
(4) Article I of this Constitution can not be amended.
