Section V: Representative Organs of the Revolutionary People's Republic
Representative Organs are one of the 4 types of Organs that compose the Revolutionary People's Government. They are the fundamental component of representation of the People in the Revolutionary People's Government, along with the Popular Organs, and the power of the Executive Organs and the Revolutionary People's Government is derived from them. The Executive Organs are: the Revolutionary People's Assembly, the Supreme Revolutionary People's Council, the Province Revolutionary People's Councils, and the Prefecture Revolutionary People's Councils. In this Section we will focus only on the Republic Level Representative Organs, Province and Prefecture Representative Organs will be the focus of Section VIII.
The Revolutionary People's Assembly
The Revolutionary People's Assembly is the lower chamber of the legislature. It has the right to pass, amend, and abolish laws and to propose laws through the Advisory Committees and to ratify treaties, and to propose amendments to the Constitution. Attached to the Assembly are the Advisory Committees, which advise the lower chamber, and are the main venue for free and democratic debate. Advisory Committees draft up, present, and propose laws, as the individual Delegates do not have the right to propose laws. The advisory committees are:
- Advisory Committee on Interior
- Advisory Committee on Security and Defence
- Advisory Committee on Economy
- Advisory Committee on Foreign Affairs
- Advisory Committee on Culture and Ethnoreligious Affairs
- Advisory Committee on Dovani Affairs
- Advisory Committee on Information
- Advisory Committee on Justice
- Advisory Committee on Civic Rights and Wellbeing
The Assembly is composed of 330 Delegates, elected every 5 years. The Delegates are elected through single-candidate approval ballots in Prefecture-based electoral districts. Under the single-candidate approval ballot, Citizens are presented candidates which they can approve or deny. If the candidate is denied, another round is organised with a different candidate until the candidate is approved. The candidates are provided by the Prefecture Revolutionary People's Party Committees in their respective Prefecture.
Director of the Revolutionary People's Assembly, responsible for ensuring order and adherence to procedural proceedings when the chamber is in session, is elected from among the Delegates immediately following elections.
The Delegates have a duty to represent the Citizens of their constituencies accuratel. If they fail to do so, Delegate can be recalled by their respective Prefecture Revolutionary People's Party Committee resulting in early elections for the seat.
The Supreme Revolutionary People's Council
The Supreme Revolutionary People's Council is the upper chamber of the legislature. It has the right to deny any laws or treaties proposed by the Assembly. If a law is denied by the Supreme Council, the lower chamber can amend it and propose it again.
The Supreme Council is composed of 55 Representatives appointed by the Province Revolutionary People's Councils. Each Province Council appoints 5 representatives to represent the Province. Representatives can be appointed and dismissed at the will by their Province Council, or recalled by their respective Province Party Committee.
Like in the Assembly, Director of the Supreme Revolutionary People's Council, is responsible for ensuring order and adherence to procedural proceedings when the chamber is in session. The Director is elected every 4 years.
Legislative Process
A law is passed if it gains 166 or more votes in the Assembly and 28 or more votes in the Supreme Council in favour. Amendments to the Constitution must have 221 or more favourable votes in the Assembly, and 37 or more favourable votes in the Supreme Council.
