Section VI: Executive Organs of the Revolutionary People's Republic
Executive Organs are one of the 4 types of Organs that compose the Revolutionary People's Government. The primary purpose of the Executive Organs is to carry out the governance and administration of the Revolutionary People's Government in accordance with the will of the People expressed through the Representative Organs and the Popular Organs. The Executive Organs are: the Presidency, the Council of Ministers, the Governorships, and the Prefectures. In this Section we will focus only on the Republic Level Representative Organs, Province and Prefecture Executive Organs will be the focus of Section VIII.
The Presidency
The President is is the head of State and the Revolutionary People's Government, the Chief Supreme Justice of the Revolutionary People's Supreme Court, and the Commander-in-Chief of the Revolutionary People's Army. The President appoints the Council of Ministers and can appoint or dismiss any Minister at will. The President has the power to dissolve the Revolutionary People's Assembly, and has the right to propose laws to the lower chamber, and to veto passed laws irreversibly.
The President is elected in the first session immediately following the elections for Revolutionary People's Assembly. Candidates for the office of President are provided by the Revolutionary People's Party General Congress. The President is elected with simple majority in both chambers.
The President can be dismissed by the Party General Congress, or by 2/3rds of both chambers. The Director of the Assembly becomes the Acting President if the President is temporarily incapable. If the President dies, resigns, is convicted of certain crimes, or is otherwise permanently incapable, new President is elected.
The Council of Ministers
The Council of Ministers is composed of Ministers appointed by the President. Minister can be dismissed by two-thirds of either chamber. The Council of Ministers has the right to propose laws to the Assembly. The Ministries are:
- Ministry of Interior
- Ministry of Security and Defence
- Ministry of Economy
- Ministry of Foreign Affairs
- Ministry of Culture and Ethnoreligious Affairs
- Ministry of Dovani Affairs
- Ministry of Information
- Ministry of Justice
- Ministry of Civic Rights and Wellbeing
Other Executive Offices
While not constitutionally considered to be Executive Organs, there are several notable departments, offices, and bureaus that are overseen by the Executive Organs. Though there are some exceptions, bureaus are mostly directly subordinate to ministries, and offices are subordinate to bureaus.
