Section VIII: Local Administration of the Revolutionary People's Republic
Local Administration is carried out through the Executive, Representative, and Popular Organs of Provinces and Prefectures. Structure of Popular Organs is detailed in section IX.
Utaristan has 11 Provinces:

Province Executive and Representative Organs
Province Executive and Representative Organs are the Governorships and the Province Revolutionary People's Councils. The task of Governor of Province is to govern a Province with aid of the Province Revolutionary People's Council.
They are elected every 4 years with a single-candidate approval ballot, for which candidates are provided by Province Revolutionary People's Party Committees.
Governor appoints 1 representative per 20 000 citizens to the Province Council, with input from Province Party Committee, and has right to appoint and dismiss representatives at will.
Governor can be dismissed by the President, simple majority of Supreme Revolutionary People's Council, a simple majority of the Province Party Committee, or 2/3rds majority of the Province Council.
Prefecture Executive and Representative Organs
The Prefecture Executive and Representative Organs are the Prefectures and Prefecture Revolutionary People's Councils. Parallel to Governors, the task of Prefect is to govern a Prefecture with aid of the Prefecture Revolutionary People's Council.
Prefect is elected every 4 years, at the same time as Governor of the Province their Prefecture belongs to. Candidates are supplied by the Prefecture Party Committees.
The Prefect appoints 1 representative per 5 000 citizens to the Prefecture Council, with advice of Prefecture Party Committee. Representatives can be appointed and dismissed at will by the Prefect.
The Prefect can be dismissed by the same organs as Governor, with exception of Province Council, and addition of simple majority of Prefecture Party Committee, or 2/3rds majority of Prefecture Council.
The Territorial Stabilisation Mechanism
The Territorial Stabilisation Mechanism is means for the Revolutionary People's Government to restore order and stability. If it is enacted by 2/3rds majority in both chambers, all political processes in selected Province(s) or Prefecture(s) are automatically put into hands of the Revolutionary People's Government, and Province Director or Prefecture Director is appointed to act in place of the Governor or the Prefect. If needed the mechanism can be activated over the entirety of the Revolutionary People's Republic.
