3. Legacy Controllers and Reborn Game Masters

Controllers are players who are either the primary storyteller of a nation or one of its secondaries. One is the lead, the others tag along. You can see the full list of available nations (and continents) on https://prtcy.com/library/. In PT:R the game categorizes nations into 1) open or 2) GM (Game Master). Open nations are free to entered by everyone if there are less than 12 parties. There is no Controller over its mechanics or roleplay direction, you are free to do what you want within the bounds of the rules. Game Master nations are controlled by their Game Master, they have various tools at their disposal to edit certain aspects of the nation such as shifting the beliefs of the electorate or to make events which also affect voter behaviour. They also have to approve your presence in their controlled nations and each of your parties.

1. Only 1 primary or Game Master is technically possible per nation
   
2. Primaries and Game Masters have full control over the roleplay content, direction of a nation and large parts of the PT:R mechanics.
   
3. Secondaries and players in GM nations need to coordinate with the primary and conform to the primary's roleplay content and direction for that nation
   
4. Secondaries are only technically possible on nations which have a primary
   
5. Secondaries are automatically removed from a nation when the primary leaves or is removed
   

The maximum # of allowed primaries and secondaries per player is configurable by members of the mod team. This setting may change according to general community feedback, overall activity in the community and the decision making of the mod team itself.

Similar to Primaries in Legacy, Reborn Game Masters have control over their nations mechanics wise and are able to approve or decline requests to play in said nation. It is strongly encouraged to closely coordinate with potential players via instant messaging platforms like Discord. Game Masters should be very transparent with their vision of their controlled nation. 

1. Aside of activity requirement rules (See 4B.7.) all other rules of in regards to mechanics are in place as long as the Game Master says so, it is their privilege to adapt them according to their needs. 
   
2. Due to the nature of a GM controlled nation section 4C of the rules regarding Role-Play procedures are not applicable.
   
3. Game Masters should create "house-rules" and clarify in what way their nation deviates from the general rules, these have to be easily accessible for any player in said GM controlled nation. (e.g OOC bill, Asking a mod on Discord for a pin in the nation thread etc..)
   
4. Game Masters are not allowed to abuse their house-rules to harass players and should not use them simply as a powergaming tool.
   
5. Any rules regarding behaviour between players, especially the Community Guidelines are still in place and have to be respected, be civil with each other.
   
6. Please note that Game Masters are allowed to approve/reject players arbitrarily, they are allowed to cap the number of parties playing in their respective nation and are not required to approve your request.
   

Primaries of Legacy nations are being grandfathered in to their Game Master role in PT:R. Meaning that you can choose to become the Game Master of your nation upon its introduction into the PT:R infrastructure (site, mechanics etc..).

3A. Requirements
To be eligible for a primary or Game Master slot - meaning to be granted full control over the roleplay content and direction of a nation - you must:

1. Have above average sportsmanlike conduct - meaning you are generally cooperative and collaborative with most players, engaging, helpful and especially understanding of the difficulties, limitations and different points of view and roleplay styles of other players
   
2. Have exceptional respect for prior and established roleplay, especially if the nation you seek to control is not obscure/underdeveloped
   
3. Have exceptional respect for the cultural aspect of the game and cultural composition of nations
   
4. Have great standing as far as the community guidelines are concerned (here)
   
5. Have good standing as a player who does not abandon stories involving multiple players and/or jumps frequently between nations
   
6. In general, not roleplay with other nations you control as a Game Master, primary or secondary controller in a way that changes the established characteristics or territory of either nation. Players may request moderation for input ahead of time on RP plans if there is any question.
   

If you're new to the game and the community, joining up as a secondary, first, is generally the way to go.
For any/all requests regarding Control-roles you need to provide context to what you're planning. (Tell briefly what you intend to do as a initial arc if you're going for a longer stay)

3B. Oversight
Members of the Community Team:

1. Must review all requests on a case-by-case basis having the above requirements in mind
   
2. Must remove controllers and Game Masters who violate the community guidelines (here), as soon as possible
   
3. Must coordinate discussions on any disputes between players from the same nation
   
4. Must remove primaries or Game Masters after 2 months of no roleplay
   
5. Can replace a primary or Game Master after 1 month of no roleplay if another player requests the slot
