To the esteemed representative from the Kundrati Union, allow us to remind participants of the Bettencourt Escalation Protocol, in which it is stated that prior to escalating an affair to the World Congress, entities might advise with regional organisations.

In this case we recognise the Empire of Canrille, the Jelbic Empire, the 3rd Point Federation and, of course, the MSCO. We suggest participants, including the representative from the Kundrati Union, to consult with these entities, before seeking the attention of the WC and/or the SC.

The Bettencourt Protocol does not work if the Third Point Federation, per your recognition, is already at risk of being on one side of this war. There is a similar risk there for the Jelbic Empire and the MSCO. If Canrille wishes to help mediate this conflict we would obviously have no objection as they are the only ones, per your recognition, that wouldn't have a bias one way or another.

As for the proposal from the representative of Darnussia, we can agree to investigating what led up to this shameful act of war. Why did Istalia attack Pontesi and Kafuristan? Could there be a case made for self defense? Do you know something the rest of us do not? Are we going to not send assistance to Istalian or Pontesi civilians who are uninvolved in this war because of the blame?
