By ratification, further signatory states to be deemed as observers:

(B1) RECOGNISE the 3rd Point Federation and

(B2) UNDERSTAND that the 3rd Point Federation will openly share information on trade and military operations in the Migrant's Pass and

(B3) UNDERSTAND that they can freely send a representative to liaise with the 3rd Point Federation; thus

(B4) AGREE to respect the DMZ (Demilitarised Zone) in the Migrant's Pass,

(B5) AGREE to coordinate with the 3rd Point Federation on any and all trade, military and intelligence operations in the Migrant's Pass.
