Esteemed colleagues. 

The final format of the Migrant Accords will be as follows:

This treaty represents a framework of commercial, intelligence and military cooperation in the Migrant's Pass, between signatories to be deemed as direct members and observers, under the auspices of the 3rd Point Federation.

By ratification, Beiteynu, Malivia, Narikaton & Darnussia, Pontesi and Selucia, deemed as direct members:

(A1) RECOGNISE each other's sovereignty and right to self-determination,

(A2) RECOGNISE the security of the Migrant's Pass as absolutely integral to that sovereignty and

(A3) RECOGNISE further signatory states respecting the provisos outlined below as vital partners in the enforcement of that security; thus

(A4) AGREE to form the 3rd Point Federation,

(A5) AGREE to maintain unhindered military and intelligence partnerships under the scope of this treaty,

(A5) AGREE to dedicate a minimum of one fleet to the 3rd Point Federation (3rd Point Base),

(A6) AGREE to enforce a permanent DMZ (Demilitarised Zone) in the Migrant's Pass for non-ratifiers of this treaty and

(A7) AGREE to immediately deter and attack anyone threatening or violating this treaty.

By ratification, further signatory states, deemed as observers:

(B1) RECOGNISE the 3rd Point Federation and

(B2) UNDERSTAND that the 3rd Point Federation will openly share information on trade and military operations in the Migrant's Pass and

(B3) UNDERSTAND that they can freely send a representative to liaise with the 3rd Point Federation; thus

(B4) AGREE to respect the DMZ (Demilitarised Zone) in the Migrant's Pass,

(B5) AGREE to coordinate with the 3rd Point Federation on any and all military and intelligence operations in the Migrant's Pass.
