It's not crazy at all. For the past few months he has been the only active player in Luthori, and in this role he has been actively roleplaying. As such his request for a ProNat for Luthori was quickly granted. Seniority is not really a thing we consider there, if you wanted to be a part of the process you should have been actively playing in the country.

So yes, you will have to message Ligbruderkrieg.

Yeah never mind then, I was the head of the royal house and have played since 2011. I have to ask a political rival to play is insane.
