Although both nations have maintained positive diplomatic and economic relations for the better half of a century, the signing of the recent Lodamese-Kafuristani security pact represented a major shift in the Department of Defence’s policy towards Majatra as well as a unique instance of Lodamese geostrategy in play on the Majatran continent. Earlier this week, Secretary of Defence Kristian Harding and Kafuri Minister of Defence Mubashshir bin Baqir al-Sadhi signed the Lodamese-Kafuristani Comprehensive Agreement on Security Cooperation which according to some analysts represents the most consequential defence/security agreement between Lodamun and another state. In broad terms, the agreement follows the model/standard established via prior agreements such as the Lodamese-Mordusian Comprehensive Agreement on Security Cooperation and the Lodamese-Malivian CASC as it sets out to clearly define the limits of Lodamun’s security relationship with Kafuristan, focusing on key areas including mutual defence and the exchange of information/intelligence. The signing of the agreement is ultimately set against the backdrop of Kafuristan’s national reconstruction effort as the Kafuri-Istalian conflict formally concluded via the signing of a tripartite peace agreement between the governments in Melikvan, al-Kasraj and Romula. Istalia’s defeat, although inevitable following the intervention of numerous Majatran states in the conflict including Vanuku and Beiteynu had been seemingly aided (from the Kafuristani perspective), by Lodamun’s decision to provide weapons and ammunition to the Kafuristani Armed Forces. Then, the justification for such a move was based on the idea that Istalia’s ambitions for regional and perhaps global dominance ought to be contained to the Majatran continent. “Kensington has always been sympathetic to the causes of left-wing movements, however, it can never stomach the rhetoric of a global revolution as advanced by radical leftist groups including the Istalian regime,” Anderson Gonzalez, a defence analyst noted.

The agreement provides numerous liberties to the Lodamese Armed Forces in Kafuristan, the principal among them being the establishment of a joint airbase alongside the Kafuri Armed Forces. The agreement provides for the re-classification of the Kafuristani Air Base to that of a joint operations base, which would allow for both personnel from the Lodamese Armed Forces and the Kafuristan Armed Forces to operate under the same roof, albeit under Kafuristani supervision. In providing for the construction of this joint base, the agreement also makes concessions for said base to become a major operations centre for the Lodamese Armed Forces’ operations in the region. The agreement is timely as Lodamun’s withdrawal from Mordusia has seemingly torpedoed the prospect of a similarly important operations/command and control centre being established in the nation. At the time, it had been envisioned that such a facility would act as a forward operations/command centre to coordinate and monitor the Lodamese Armed Forces’ operations in Majatra, Southern Seleya and Southern Dovani amidst the dispute between Mordusia and Kalistan, plans for such a key facility were ultimately scrapped. Secretary Harding noted that the construction of the forward operations/command centre in Kafuristan is primarily for the expressed purpose of acting as a forward operations/command centre for the Lodamese Armed Forces’ Majatran Command (MAJCOM). As per the agreement, the C2 centre will likely be staffed by personnel from both the Lodamese Armed Forces (including Army, Navy, Air Force and Marine Corps) alongside personnel from the Kafuristani Armed Forces. Commander of MAJCOM General Gerrard Stedman stated that the joint airbase represents a major step up for the Lodamese Armed Forces, recognising it stands as the nation’s first forward operations centre.

Apart from the base itself, the agreement also underscores the potential for joint training exercises between Kafuristan and Lodamun. Having exited the conflict with Istalia as a largely battered force, the Kafuristani Armed Forces require significant reforms and a gigantic modernisation effort, should it be prepared for not only another defensive war against a neighbour, put also to exert strength along its borders. General Stedman has noted that Kafuri personnel stationed at the airbase, which has been identified as King Bassam Naval Air Base, will ultimately benefit from training and technical support from the Lodamese Armed Forces. “I think it would be useful for the Kafuristani Armed Forces to consider specialised units for counter-insurgency, deep reconnaissance etc. It is my belief that through that base we can provide training and material/technical support to the Kafuri Government in building out a professional acumen within their armed forces,” General Stedman explained. A DoD staffer, speaking under the condition of anonymity noted that once the C2 centre has been operationalised (and equipped with the ability to monitor the movement of air traffic within the region), numerous aircraft/combat wings are expected to be permanently stationed at the airbase, alongside a maritime patrol wing (equipped with both jets and drones), multiple fighter and transport wings (equipped with the F-16, F-15 and F-18 alongside the C-17 and C-130J transport aircraft) and potentially ISR (reconnaissance) wing. The airbase, although minor now, is set to become the largest and most technologically enabled base outside of Lodamun’s Jackson Air Base in St. Christopher.
