Subject: Partial Withdrawal of Kalopian Forces from Solentia and Continued Commitment to Refugee Protection
To the People of Kalopia, Solentia, and the International Community,
The Republic of Kalopia remains steadfast in its commitment to peace, stability, and the protection of innocent lives in Solentia. After years of military intervention aimed at dismantling extremist networks, securing humanitarian corridors, and stabilizing key regions, the time has come to transition control of these territories to civilian governance and begin the phased withdrawal of Kalopian forces.
This decision reflects our confidence in the progress made on the ground and our belief in the ability of local civilian bodies to govern effectively. Kalopia will continue to honor its humanitarian obligations, particularly to the 1.5 million refugees in the city of Mostates, for whom we remain responsible.
Withdrawal Schedule
The withdrawal of Kalopian forces will be conducted in an orderly and phased manner, ensuring stability and security during the transition. The schedule is as follows:
- September 15, 5595: Departure from Guanon
- September 20, 5595: Departure from Oda
- September 25, 5595: Departure from Bianca and Mosri Mararus
Following this schedule, all Kalopian forces will consolidate in Mostates, where they will remain on standby to ensure the safety and well-being of refugees and to respond to any emerging threats.
Governance Transition
Control of the regions vacated by Kalopian forces will be handed over to civilian bodies that have governed these areas since the time of the Solentian civil war. These local administrations have demonstrated their capacity to manage day-to-day governance and maintain order, and Kalopia will continue to support their efforts through diplomatic and humanitarian channels.
No-Fly Zone and Naval Blockade Adjustments
To ensure the continued protection of Mostates and its vulnerable population, a No-Fly Zone will remain in effect over the Mostates district. This measure is necessary to prevent any potential threats to the refugees under Kalopian care.
Additionally, the naval blockade will be adjusted as follows:
- The blockade will be lifted from Eastern Solentia, allowing for the resumption of maritime trade and humanitarian shipments to these regions.
- The blockade will remain in force in Southern Solentia, specifically targeting the ports of Canneante, Caodo, and Frithern, to prevent the smuggling of weapons and the resurgence of extremist activities.
Commitment to Refugees
Kalopia’s commitment to the refugees of Solentia remains unwavering. In addition to maintaining a strong presence in Mostates, the SDS (State Directorate of Security) has issued permanent residence documents to 400,000 Solentian refugees of diverse ethnic and religious backgrounds who have sought safety in Kalopia.

- 60% Others
- Religious Composition:
- 80% Ahmadi Israi
- 20% Hosians
