Could I ask why this is being done from a seemingly "top down" perspective and not by the players in Beluzia?
Beluzia has had several cultural movements over time but none have been successful or popular. I agree somewhat with Lig that Beluzia could certainly be a cultural crossroads between Luthorian and Dundorfian, and possibly include some Narik.
