Beluzia has had several cultural movements over time but none have been successful or popular. I agree somewhat with Lig that Beluzia could certainly be a cultural crossroads between Luthorian and Dundorfian, and possibly include some Narik.
Because in Legacy, there isnt gonna be a playerbase to do it and we'd like the slot to be 'complete' with culture before assigning Primary/Secondary control roles. So this does not concern classic.
