I'd like to apply for New Englia as a second primary.

My ultimate goal is to be long term (hence why I'm applying for a second primary instead of a secondary) in New Englia. 

As such, my plan is to enact a rough equivalent of the Troubles, having civil turbulence within the nation between the Kilani and Inglian peoples (strictly avoiding anything remotely related to ethic cleansing or genocide as that's just uncomfortable inducing) and while not a civil war, still have considerable violence equitable to the Troubles. It'll largely be a "quiet war" where normal life occurs, but violence against politicians, kidnappings, assassinations and other moderate forms of terrorism are also a weekly if not monthly occurrence. This will ensure New Englia isn't just a total warzone that's ruined for decades to come, but also ensure that there actually is violence occuring. This will ideally last for about a decade or so before beginning peace talks, de-escalation, and creating a federal system for New Englia. Some sort of two peoples, one country system.

After that, I'd like to frame New Englia as a moderate liberal democracy, and focus on making it a decent economic state for East Dovani. I'd like to make New Englia a hub of neutrality, stability, and ultimately foster, and strengthen historical ties with Luthori.
