Esteemed colleagues, friends. Let me begin my apologizing to my dear friend, King Romulo I, for the earlier outburst from my delegation. He is right, we should come together at this moment of truth. Much has been said today and, in the spirit of fruitfull cooperation, Deltaria would like to pledge its full support behind the idea of a recreated World Congress. A new World Congress should however be unburdened by its troubled past. We propose several things.

Firstly, we would like to rename the World Congress to usher in this new era of renewed cooperation. We suggest a name like the Terran League. But any name would suffice. As long as we make sure this is a new start, not a return to old. Secondly, we have heard the comments from several delegations on how a new global organization should look like. There seems to be a tilt towards a international organization and one thats closer to regionalism. We propose that we create a organization that houses a General Assembly like chamber, where all nations of the world may speak freely and may propose, approve and reject resolutions like the days of old. But, to make sure those sceptical would remain on board, we create a "Board of Regions" with the sole purpose of representing each continent, with Dovani being represented by two, one for the north and one for the south. This Board of Regions may overwrite a resolution with a majority vote. Every region votes amongst its own, and the majority opinion of said region is translated to a vote in the Board. To oversimplify, it would serve as a upper chamber of parliament, much like we see in our own countries on the local level. The proposal is thus the following

1. General Assembly
-Every member state is a member of the general assembly and may debate, propose resolutions and vote on resolutions
-Resolutions pass the GA with a simple majority, If passed, a resolution moves towards the:

-Every region elects one representative to have a vote in the Board of Regions
-When a resolution passes the GA, every Region convenes seperately to vote on said resolution. If it passes by a majority of those in the region, the representative of the region is directed to vote in favor of the resolution in the board. If the resolution fails to meet a majority in the region, the representative of the region is directed to vote against the resolution in the board
-If a majority of representatives in the board of regions votes in favor of a GA resolution, it becomes binding for its member states. If a majority of representatives votes against, it fails and is not considered binding

Through this compromise, we hope that we have a proposal in our hands that may satisfy those urging for a more regional take on affairs, while still providing a powerfull platform for international cooperation. My fellow representatives, let us work together to achieve our common goals and prevent the state of total war we have experienced from happening once more. We are open to any suggestions, and see our proposal merely as a idea worth considering
