KALISTANI STANDING STATUTES

TITLE V HEALTH AND SOCIAL WELFARE

Section 1-  Health Policy
V.1.a  The professional retirement age-  55

V.1.b  Compulsory detainment of the mentally ill-  The mentally ill can be compulsorily detained if they are deemed to pose a threat to others, and only after a ruling by a competent court.

V.1.c  Government policy on subsidizing contraception-  The government offers free contraceptives in pharmacies and public toilets.

V.1.d  The right to euthanasia-  Euthanasia is allowed with consent from the patient and the treating doctor.

V.1.e  Health care policy-  There is a free public health care system and a small number of private clinics, which are heavily regulated to ensure they treat their patients well and provide good care.

V.1.f  The use of cannabis for medicinal purposes-  Cannabis is legal as a sedative for patients in pain.

V.1.g  The government's policy concerning organ donations-  Organ donations are legal with personal consent.

V.1.h  Pharmaceutical drugs policy-  The government pays for all citizens' pharmaceutical drugs.

V.1.i  The recreational drug policy-  There are no laws regulating what citizens can put into their bodies.

V.1.j  Government policy towards smoking-  Smoking is legal outdoors and in private homes and clubs, but illegal indoors in all places of employment.

V.1.k  The government's stance on vaccinations-  The government mandates vaccination for all children.

Section 2-  Education Policy
V.2.a  Charter school policy-  Charter schools are not allowed.

V.2.b  Education for children under adult age-  Education is compulsory and has to happen at school.

V.2.c  The age until which students, if education were to be compulsory, are required to be educated-  16 

V.2.d  Higher education institutions-  The government maintains a system of universities, vocational schools, and colleges nationwide.

V.2.e  The regulation of higher education-  The government allows private higher education but regulates it to meet nationally set standards.

V.2.f  Higher education tuition policy-  The government fully subsidizes tuition.

V.2.g  Government policy on political education-  The Government requires all secondary school students to receive an advanced political education.

V.2.h  Pre-school education-  The government maintains a system of free publicly owned nurseries alongside heavily regulated private establishments.

V.2.i  Government funding for private schools-  Private educational institutions receive no government funding whatsoever.

V.2.j  The education system-  There is a free public education system and a small number of private schools, which are heavily regulated to ensure they teach adequate skills and information.

V.2.k  Government policy on selective schools-  Selective schools are not allowed.

V.2.l  Sexual education in schools-  Schools have an obligation to give sexual education at some point in puberty.

V.2.m  National Curriculum-  There is a National Curriculum which all schools are obliged to follow.

V.2.n  The teacher's right to discipline children-  Teachers are forbidden from striking children and may only use non-contact discipline (detention, expulsion etc).

V.2.o  Policy concerning racial segregation in educational institutions-  Segregation is illegal in all educational institutions.

Section 3-  Social Welfare
V.3.a  The government's policy regarding child benefit-  The state guarantees child benefit to all families.

V.3.b  Policy on social welfare benefits distribution-  The national government distributes all social welfare benefits.

V.3.c  Homeless shelters and reintegration projects-  The government runs all homeless shelters and reintegration projects

V.3.d  Guarantee of minimum income-  All adults shall be guaranteed a very basic subsistence income by the government.

V.3.e  The government's policy concerning the pension system-  The state operates a compulsory public system combined with an optional private pension.

V.3.f  Policy on the existence of a welfare state (method of funding to be determined)-  There is a generous public welfare system.

V.3.g  Policy on unemployment benefits (If there is a welfare system)-  Unemployment benefits are given to unemployed persons, but are limited by time and/or job-seeking status.

V.3.h  Policy on disability benefits (If there is a welfare system)-  Disability benefits are given to disabled persons, but are limited by time or job-seeking status.

V.3.i  Policy on foreign residents receiving welfare (If there is a welfare system)-  Foreign residents receive welfare payments.
