Governor General’s Palace, October 15, 5628: CLAIRON PICARD sources in the Governor General’s Palace report that Governor General Michel Malfois met with Premier Roxanne Marvaux, Defense Minister Admiral Antoine Suchet, Foreign Minister Paul-Henri Bourmont, Central Bank President Fabrice Courbet and Finance Minister Jerome Vandamme to try and integrate the Union of Canrille’s functions controlled by Royaume Uni de Kanjor with the rest of the Government.
Admiral Suchet explained Imperial Command Headquarters controls 2nd, 4th and 5th Imperial Fleets as well as Imperial Submarine Command and the satellite intelligence of the Canrille Union. Most but not all the Lourennais and Rildanorean personnel of the fleets and the headquarters and the satellite monitoring team have retired and been replaced by citizens of Royaume Uni de Kanjor. We currently control Imperial Command by supplying the senior officer, but it would be Admiral Suchet’s preference to be able to officially appoint its Chief.
Premier Marvaux indicated the Canrille Union organizing document expected Commissioners to be appointed by members who would appoint the Imperial Command Staff. Foreign Minister Bourmont said that being the case, the diplomat overseeing our relation to the Union was Auguste de Beauharnais and that maybe he could be appointed Commissioner by the Governor General. Bourmont suggested the Chief of Imperial Command could then be appointed by the Commissioner after recommendation by the Defense Minister. This was agreed on.
Central Bank President Courbet suggested the Commissioner also be charged with filling vacancies on the board of directors of the Bank of Canrille, an asset of the Union of Canrille. Courbet suggested the Commissioner make appointments from nominees selected by the Finance Minister. This too was agreed upon.
Central Bank President Courbet then addressed the funding questions. Although Imperial Command controlled the satellites and monitoring team as well as Imperial Submarine Command and 2nd, 4th and 5th Imperial Fleets, maintenance costs of 5th Imperial Fleet were part of the Royaume’s Defense Budget as would be any other assets such as Task Forces 21 and 22 during the Alduran War operating under control of Imperial Command but belonging to the Royaume.
The Imperial Command asset costs related to satellites, Imperial Submarine Command, headquarters staff and 2nd and 4th Imperial Fleets which are not technically owned by Royaume Uni de Kanjor are paid by interest on funds held in the Bank of Canrille. But that interest is put in an account in Central Bank which is billed by the Director General of Defense Acquisition (EGAD) after being requested by the Chief of Imperial Command.
Courbet suggested that the Bank of Canrille simply pay the interest in question into an account in the Bank of Canrille which could be drawn on by the Chief of Imperial Command thereby streamlining the process. This was also agreed upon.
Premier Marvaux stated she would introduce implementing legislation in the Chamber of Deputies forthwith.
