I dont necessarily think that it will lead to frustration, players have to be aware that RP functions on the principle of mutual consent, if you want to use a nuke willy-nilly the other party will simply not agree to it; To avoid frustration we maybe oughta guide more toward clear structuring and pre-planning for military conflicts. The rest from my POV regulates itself.
