Crowds gathered across Kim Lien's cities during the speech of General Mạc Văn Khắc that was shown on screens in public areas announcing the new constitution.

Politics | At exactly 9:30 PM on the 10th of August the televisions across Kimlien all jumped to the same broadcast. A stern looking General Mạc Văn Khắc silently eyed the viewer before starting a well-rehearsed speech. In it the current leader of the nation announced the upcoming changes and the new constitution that would go into effect on 1 September. People were rejoiced to hear that elections would be happening in the autumn of this year and that, after a government was formed, the military junta (as the Transitional Council) would disband itself. A few months would be taken for this however, as the Big Mạc wanted to give the people time to register parties, to campaign and to peacefully form a civilian government. On that same day martial law will be lifted, with the military only remaining in place to back up police forces during unruly times. The General even smiled at the broadcast as he also proudly announced the end to the so-called 'budget crisis', as Kimlien has been officially approved for a grant from the Romulo Fund. The rebuilding of Kimlien in the wake of its coup and after decades of authoritarian rule has been marked as reason enough to receive such funds.

During the broadcast several clips were shown where parts of the new constitution were explained to viewers. The entire constitution is free to read online or to grab as a copy from most stores and public buildings. Through animations the Transitional Council attempted to more clearly explain the goals of the new constitution and what the new State of Kimlien will look like for its inhabitants. The four pillars of Kimlien's new government were explained in detail, showing that Kimlien would move on from the previous two pillars of President and Prime Minister. The Chairman of Kimlien's legislature would also be given a position of influence, with the legislature itself being renamed to the National Assembly Council. A permanent spot for the military was added to safeguard democracy, with the role of Marshal of Kimlien always being filled by a senior member of the military. This person will be a part of all decision-making processes within the new State of Kimlien. Furthermore, parties that wished to register for elections would need to adhere to a very strict list of requirements and demands. In essence all parties are required to be for the people, of a social signature, willing to join a coalition of national unity, and other demands to safeguard the new state. Some have criticised the changes, claiming that the position of Marshal will simply make the junta a permanent thing, others are claiming the requirements for political parties are so strict only left-leaning pro-junta parties will be accepted. The Transitional Council has denied these allegations.
