Manufacturing Industry to continue expanding; Building up the workshop.

The Ten Year Plan saw great advancements in the manufacturing industry. While Xsampa isn't a manufacturing giant yet, there is always more work to be done. You don't climb the cliff of a mountain and say you've seen the summit. As such, there is always more work to be done. If we wish to become the pinnacle of a workshop for the progressive world then we must continue diligently. As such, the People's Committee of Economic Management has set out on a rather ambitious goal of expanding and continuing support for the Manufacturing Industry.
The first step is scaling up production drastically. While we want to avoid turning all of Xsampa into an economy reliant on manufacturing (as a healthy economy is a diverse one), the manufacturing sector is currently not in any spot to challenge global manufacturing hubs. While we have our niche locked in, we have to continue developing it and nurturing it. As such, the PCEM will coordinate with all Local Committee's across the country to ensure industrial cooperation is possible, on the same track, and adequate. This means more modular factories and more workshops. The People's Committee of Labour, Union, and Proletarian Affairs will work with the PCEM to ensure workplace conditions are maintained and held to regulatory standards. The goal of this effort is to ensure the scaling of the manufacturing industry is controlled and ethical. We don't want to push ourselves into being reliant on manufacturing and foreigners buying our goods to stay afloat.
Next, honing on our the ethical niche. The world (relatively) knows that a package with "Made in Xsampa" on it is ethically made, but it's not enough. We must specialize further into ethicality and ensure that Xsampa is the go to ethical exporter. You want rubies made without blood? Come to Xsampa. Airplanes made with happy workers paid their worth? Come to Xsampa. Diamonds made with the environment in mind? Come to Xsampa. Whether it's exporting the full deal (such as semiconductors and medical tools) or a part of it (such as refined rubies), Xsampa must become the go to for ethically made products. Alongside this, turnkey production packages. When a country looks to import a good from Xsampa, they'll receive the full deal. If a country wants EVs, we'll provide batteries, motors, parts, and of course the cars themselves.
But what good is it, if we relish in prosperity whilst the world suffers? That is why the "New Hope Initiative" has been proposed. Should it be enacted, it'll allow Xsampa to make an offer to allied states. We construct small scale modular factories in their country, staffed with locals, and Xsampa directly funds the construction and investment into green energy, infrastructure, rails, ports and the like. We help you grow and thrive. In exchange, Xsampa only asks for exclusive supply and export rights. Nothing imperialistic that chains a nation to us. Alongside this, beyond supporting infrastructure, states that engage in the New Hope Initiative can find themselves with Xsampan investment into their workforces. We will send technicians and teachers to train domestic workforces, and support the construction of technical academies.
This is an ambitious agenda, but when are Xsampans never ambitious? While so far, no nations are involved in the New Hope Initiative, it is likely to change in the future. Whatever the case, the main focus is on expanding the manufacturing industry and boosting our potential for an ethical niche.
