This treaty offers a layout for ratifiers to tap into a decentralised network of oil and gas supply and distribution.
By ratification, Signatory Nations:
----
(1) RECOGNISE producers of oil/gas as 1st stage suppliers,
(2) RECOGNISE distributors of oil/gas as 2nd stage suppliers,
(3) RECOGNISE both 1st stage and 2nd stage suppliers as exporters of oil/gas to the network,
(4) UNDERSTAND that they can extend the network however they like even as 2nd stage suppliers themselves and
(5) AGREE to establish, maintain and enable trade and commerce on oil/gas in the network.
