Rebuilding housing in Metz-Leonid; Third Phase continues on as cautious optimism remains.

The third phase of the CRC's plan has begun. With power and water being restored to the Metz-Leonid Exclusion Zone, the next phase has begun with rebuilding civilian housing in the city. While rehabilitation is unlikely to occur until commercial and industrial zones are rebuilt, things are starting to look up. With the city being decontaminated and basic amenities being restored, Metz-Leonid is slowly recovering from the nuclear attack 3 years ago. But, all progress is slow. 

As the Metz-Leonid continues reconstruction, the national feeling of cautious optimism is continuing on as many expect Metz-Leonid to be rebuilt by 5605. While the CRC has so far not given any concrete dates, it is a possibility estimation by the general public. In any case, the reconstruction of housing in Metz-Leonid has made the public optimistic. About as optimistic as things can be in these times. The next phase, the reconstruction of commercial and industrial zones in Metz-Leonid will no doubt be a major boost for national morale as the city can begin rehabilitation. 

However, it's clear that designers have looked to redesign Metz-Leonid with public shelters in clear mind. Never again can another October 10th occur (which has received a name amongst survivors, the Bargas Chenpo) and city designers are determined to do what they can to ensure maximum survivability. Alongside this, it's estimated that the People's Committee of Revolutionary Defense will look into anti-missile measures once the State of Emergency is officially over.

Restoring industry and commerce to Metz-Leonid; Reconstruction continues on.

Reconstruction of Metz-Leonid continues on. As housing as largely been rebuilt, the next phase has begun with reconstruction of Commercial and Industrial zones in Metz-Leonid. This will ensure an adequate amount of available jobs once Metz-Leonid is deemed adequate for rehabilitation. 

As the area around Metz-Leonid continues being restored, the nation has begun to slowly heal. While the city itself likely won't be ready for rehabilitation until 5604, efforts can be made on making sure that the flaws of old are gone. Alongside this, the Central Committee has scheduled elections for General-Secretary to occur in 5605. 

With reconstruction of commercial and industrial zones set to take longer, it is likely that by mid 5604, the reconstruction of government buildings can occur and the reconstruction of Metz-Leonid can wrap up. Until then, there is always more work to do. It will take a considerable amount of time for Metz-Leonid to be restored, but it is likely that Metz-Leonid will be ready once again for rehabilitation. Combined with the Central Committee preparing elections for the General-Secretary, the nation is starting to move on from the shock of the Basgen Chenpo.

Rebuilding Metz-Leonid for the Future; Reconstruction continues on

A vision for the future is needed when rebuilding the hope of many. Yes, we can rebuild but then what? We must have a vision of a future worth looking forward towards. As such, Metz-Leonid will be the epitome of it. Despite the horrours, despite the grief, it will not just symbolize the home of the Revolution, the capital of the Democratic Republic, but it will symbolize the beginning of a better future. 

As commercial and industrial zones come near reconstruction, City Planners have found themselves focusing on ensuring survivability and emergency shelters. But they have a new task now. Creating a city of hope. Of humanity. Monuments, not just to the Revolution, but to the dead as well. Parks, walkable infrastructure, environmental sustainability, public transportation. Metz-Leonid will be a beacon of hope for Xsampa, for a better clean future. 

Yet as reconstruction continues on, the Central Committee has begun full preparations for the election of a General-Secretary, as the State of Emergency comes close to ending. Despite the horrours Xsampa has endured, we must push forward with a vision of hope. Idealism. Utopianism. No more can we let pessimism and despair take root. Despite the lives lost, we must not disappoint them by giving into despair. 

The Xsampan Job Corp has continued efforts at rebuilding a modern new Metz-Leonid. While a full recovery, both socially and economically will take some time, it is still a win for the people that Metz-Leonid is restored. Metz-Leonid will be rebuilt, not just as a city stolen from us, but a city of the future ideals.

Rabgyal Bhutia elected General-Secretary; "Let us give hope to the hopeless".

The Central Committee has handed over power to Rabgyal Bhutia, who has been elected by the Provisional Supreme Council. Comrade Bhutia has been elected in a tumultuous time for Xsampa as the trauma from the Bargas Chenpo still lingers, having traumatized the nation and effectively gutting the government in Metz-Leonid. With Comrade Aurousseau being killed in the nuclear blast in 5599, the Central Committee has maintained an emergency rule over Xsampa until the situation was deemed to be properly stabilized. Now, as Metz-Leonid continues reconstruction, the Central Committee has allowed the Party to nominate candidates and vote for them in the Provisional Supreme Council. And this has led us to today, where Comrade Rabgyal Bhutia has been elected as General-Secretary of Xsampa.

Bhutia has looked to tap into the optimism that Aurousseau held during her tenure and has looked to promote the idea of a better "golden" future for Xsampa. His inauguration speech (provided below) has focused on hope for a better future, a new era for Xsampa, and justice for the dead.

Comrades,

7 years ago, a horrible tragedy struck our nation. A tragedy unlike any the world has seen in millennia. Metz-Leonid, the capital of the Xsampan Revolution was destroyed. For 7 years, we have been left traumatized and haunted. For 7 years, we have mourned the dead. For 7 years, we had lost our sense of hope. For 7 years, we worked tirelessly to rebuild Metz-Leonid, cautious but optimistic for a decent future. For 7 years, we have worked to honour the dead and repair what was wrongfully taken away. 

But now, we stand at a precipice. Either we can succumb to despair, and embrace a pessimistic nihilist look on the world. Or, we can look to a better dawn. A future that is golden and eternal. One without misery, without suffering. One without despair. I ask that you listen comrades. I have seen the damages in Metz-Leonid. I see every reason to despair. To give up and throw our hands in the air. But I have had a vision of a better world. I have seen reconstruction in Metz-Leonid. I have seen a vision of a better Xsampa. A clean ecological economy, one beholden to the Proletariat and Market Socialism. A open friendly Xsampa to the world, and the international Proletariat. I have seen a vision of a Xsampa that is strong, prosperous and a joyful member of the world community. 

I envision a future, where Metz-Leonid is not only rebuilt within the decade, but rebuilt with the future of our children's children in mind. A future where they may enjoy clean air, clean water, and clean soil. Where pollution is a thing of the past. Where they may freely participate in our cherished Proletarian Democracy. Where they may never again fear. Where they may never again want. Where they may never again despair. I envision the adoption of the Delaune Model, of stronger ties to the global community, of justice, equality and labour defining Xsampa across the world. 

We can look to our comrades in Lourenne. Slumbering as they may be, they have been a beacon, not just for Dovani but for the world at large. A beacon of hope, humanity and idealism. We can look to the Delaune Model they have adopted and apply it to the standards of Xsampa. We can look to their ideals, and apply it to Xsampa. 

When I envision a Xsampa that is a joyful member of the global community, I envision a Xsampa actively engaging and helping the global community. In our darkest hour, several nations have sent aid. Kalistan, Dundorf, Luthori, Zardugal, Pontesi even. I envision a Xsampa where we engage with the global community as equals. In the spirit of building a better world for the international Proletariat. 

But, let it be known that there will be justice. For the dead, for the victims of the Bargas Chenpo. For the "allies" who sat idly by, we will not forget. We will never forget the inhumane cruelty Beitenyu unleashed upon us. 

But, we must not let hatred and blind bigotry define ourselves in this time. We must look forward. Stern towards our enemies, but firm in our ideals. There lays a dawn for Xsampa. A dawn where no Xsampan may ever again mourn. So let us give hope to the hopeless, ideals to the idealess, joy to the joyless. There lays a better future, a golden future that is eternal and bright. We must have the strength and willpower to secure it.

Rebuilding government institutions in Metz-Leonid; One step closer to a rebuilt city.

The reconstruction effort of Metz-Leonid has continued on, and efforts have begun on rebuilding government institutional buildings. As commercial and industrial zones have largely been rebuilt (with sustainability and walkability in mind), rebuilding the heart of the Xsampan government is now necessary. Whether it be rebuilding the Supreme Council, the headquarters of the Party or anything else, these are vital institutions to the wellbeing of the government. However, the effort now being made on rebuilding institutional buildings has shown that reconstruction is nearing an end.

As the city comes closer and closer to being fully rebuilt, Metz-Leonid presents itself as a new direction for a new Xsampa. A new city for a new era. One marked by grief, but new aspirations for Xsampa. Comrade Bhutia has looked to live up to his promise of seeing Metz-Leonid rebuilt by the end of the decade. 

However, the question that remains is not when Metz-Leonid will be rebuilt or if, but rather what next? Xsampa is still adjusting to the realities of being nuked, and it's not an easy reality to adjust to. How does Xsampa go about with foreign policy? Despite Comrade Bhutia wanting to integrate Xsampa into the global community, there are those within the Party supporting isolationism. Or how about the economy? The nuclear destruction of Metz-Leonid has certainly hurt the economy. There are many questions to be asked, and many answers that will be required in the future.

A Time of Healing; Reconstruction of Metz-Leonid accomplished as state of emergency comes to an end.

9 years ago, Metz-Leonid was destroyed. For years, we worked tirelessly to rebuild our beloved home. Now, we can finally say we have completed the reconstruction of Metz-Leonid. Costing millions, the city has been rebuilt and authorized for rehabilitation. Citizens forced to flee 9 years ago may return home. Despite Metz-Leonid being rebuilt, the scars the city has endured will never go away. While it's questionable if the city will ever return to pre Bargas Chenpo population levels, it can at least heal. 

However, as this is a time of healing, we mustn't forget. Both the dead, and the costs. Despite rebuilding the city, there is much work to be done. Both to honour the dead, and restore a sense of normality. The biggest aspect will be the economy. Metz-Leonid is unlikely to return to economic levels that was seen pre Bargas Chenpo. But, at the very least, it'll be reconnected to the Xsampan economy, and jobs can be provided. But memorials across Metz-Leonid will pale in comparison to a memorial solely dedicated to the victims of the Bargas Chenpo. The Memorial to the Victims of Nuclear War.

Placed approximately above the location of where the bomb detonated in the sky, the memorial holds the names of all souls lost in the Bargas Chenpo, and those missing, forever engraved into the memorial. May it forever serve, not just as a memorial to those tragically taken away from us by ruthless monsters, but act as a reminder. A reminder of the horrours of nuclear weapons, and the horrours of war.

But there is work to be done, and if we want to honour those who were taken away, we must look forward. Comrade Bhutia has formally ended the state of emergency, and has laid out a plan going forward for Xsampa. This plan includes the continued development of Metz-Leonid to bring it back to pre Bargas Chenpo levels, the adoption of the Delaune Model, and providing a focus on the economy.

For the first aspect, continuation of development policies in Metz-Leonid. For all victims returning home, a fund will be available to ensure compensation for lost property, family members and businesses. This will ideally help in speeding up economic development of Metz-Leonid. 

As Metz-Leonid has been rebuilt, it serves not just as a reminder of the past, and the Bargas Chenpo, but a vision for the future. A green future. A clean future. As such, efforts are set to occur later this year on providing more green energy to Metz-Leonid and showing the potential that the Delaune Model has to the rest of Xsampa. Should Metz-Leonid be able to successfully transition to a fully green direction, it can lay the framework for the model going across all of Xsampa.

The Red-Green Revolution; Laying down the framework for the Delaune Model, and a better future.

Xsampa is not a total stranger to green energy. In the 50s, efforts were made to support local green energy efforts. However, while these efforts were successful, they only were able to provide green energy for specific cities. Now there shall be another attempt with green energy, but not just on a local level, or a Canton level, but on a national level. 

As it stands, the Delaune Model is the pinnacle of ecological economics. Comrade Bhutia has shown strong support for the Delaune Model however, and believes it can be recreated in Xsampa. However, an immediate transition overnight is simply impossible. For a flurry of reasons. As such, various steps are needed for this Red-Green Revolution. And step one lies in education. Both for the next generation, and for our workers.

Education for the next generation required an overhaul of Xsampan education. A higher budget, reshifting the curriculum to promote critical thinking, inquiry based classrooms, green ecology, STEM and creating an education system that will promote and maintain a green economy. As such, the education budget will receive a major boost, both to accommodate the increased stress the system will receive, but to also ensure Xsampan education is kept up to standards. Alongside this, reforms to the curriculum will come about.

While the necessities will be kept (math, language arts, history, government, economics, etc), a focus will be placed on STEM and environmental teachings. But expanding the curriculum will not be enough. A focus must be placed on promoting critical thinking, engagement in society and the government, and promoting the call to action. This will ensure a highly educated population that is ready to accept the needs of an ecological economy and ensure it's sustainably for the long term.

The focus on STEM and environmental teachings will also help in providing the means for future workers who will be vital in maintaining green technology. And this leads to retraining efforts. Efforts will begin on retraining workers who are employed in industries that are more dirty (such as those who work with natural gas), to ensure that they are adequately trained for a green economy. This will ensure that we don't have angry unemployed workers and ensure that new workers will have the means to adequately adjust, and thrive in a green economy.

These efforts will take time, no doubt. But it will be the beginning step in the Red-Green Revolution, as Comrade Bhutia looks to capture the optimism that was felt during the tenure of the late Comrade Aurousseau. As such, we can expect more reforms to come about to other aspects of society as Comrade Bhutia promises the "Golden Society". Reforms to healthcare, foreign policy, a green economy, infrastructure, and the Delaune Model. The Golden Society will certainly be a long and arduous journey, but presents a better future for Xsampa, one that can recover from the scars of the Bargas Chenpo.

Rooting out enemies of the Revolution; Purges begin as reactionaries are pulled out of the government.

Comrades! Reactionaries, revisionists and traitors to the Revolution have sought to pervert the revolution once more. Comrade Bhutia has ordered a purge of not only the Party but the government and the XDA. Reactionaries wearing red and conservatives blocking the proletariat have attempted to secure control of state institutions. As such, the ISC has been ordered to enact in mass arrests of various Party and government officials accused with treason and corruption.

These traitors have infiltrated all aspects of the government and have been removed from their posts in haste. They will be put on trial for their crimes against Xsampa and the Revolution. However, this rot has affected much of the government and while this is likely to slow down the Golden Society, it will not stop it.

The last time such a purge occured was when Comrade Ladakh had to remove reactionaries in the Party to bring about her vision of a free emancipated Proletariat. Now it seems, history has repeated as the Party has found itself filled with rot. But like any good gardener, the weeds will be pulled out and removed. The Revolution will not be perverted by reactionaries wearing red, croaking about tradition. The PCI asks for calmness and rationality amongst the general public during these troubling times.

Re-analyzing foreign policy; Kundrati, Rapa Pile, and various other foreign policy topics to be reconsidered.

Xsampan foreign policy has always been rather confusing for foreigners. It was undoubtedly pro Lourennais, yet hostile to Beitenyu. The basic tenets were anti-imperialism, and a mix of realpolitik. This led to many questionable decisions such as the recognition of Rapa Pile as Vascanian, alignment with Kundrati and more. However it seems Comrade Bhutia is looking to change things up and turn a new leaf.

One of the most anticipated aspects of Comrade Bhutia's agenda has been integration into the global community. Xsampa has long found itself cast out of the global community. While certainly relevant in its own regard, it was treated less as an equal and more as an anomaly. The biggest reason is of course, Xsampa's commitment to Communism. By the 80s, Xsampa found itself at a standstill. Embrace the status quo, or look for an alternative to elevate Xsampa. Comrade Aurousseau would lead Xsampa to the latter. With the Sunshine Policy, efforts were made to make amends with formerly hostile nations and it was a mixed success. While it did end tensions between Xsampa and Vascania, it came at a cost. The recognition of the annexation of Rapa Pile, a questionable decision, and a controversial move. Fast forward to the Red Bass War and Xsampa would make a deal with Kundrati to help bring down Beitenyu. While it did help Xsampa, it has left Xsampa with a questionable outlook and a questionable reputation as it has endorsed what would quickly amount to a pariah state.

As such, Comrade Bhutia's agenda of Global Integration is at odds with the Sunshine Policy, and how foreign policy has been handled in the past. And it seems Comrade Bhutia has looked to reshift Xsampan Foreign Policy, and ensure that Xsampa lives up to the ideals that Xsampa should strive for; Humanism, Humanitarianism, and Idealism.

As such, the first aspect is remolding Xsampan Foreign Policy. To that end, the Sunshine Policy will come to an end. It ended gaps, yes, but it also crossed various lines. Lines that shouldn't have been crossed. If Xsampa is to live up to the ideals it should strive for, clear and strong lines must be drawn. No more compromising on ideals. Xsampa will approach all nations as equals in the Global Community. For the betterment of not just the world but the people. Ideology will no longer block dialogue between Xsampa and more capitalist minded nations. They are nothing more than equals to Xsampa. Nothing more, nothing less.

Secondly, fixing the wrongs of the past. Rapa Pile. The recognition of the annexation of Rapa Pile was a clear mistake. While Xsampa may not be forgiven for recognizing such an act, it can start making amends for a wrong. As such, the recognition of Rapa Pile will be reversed, and the island chain will be viewed as nothing more than an illegal annexation. While this effort may be too late, it is vital for integration with the Global Community.

Third, our current commitments. As it stands, Xsampa finds itself allied with a handful of nations. Wrnuke and Zardugal are expected allies, for a variety of reasons such as ideology, the Red Bass War, and assistance during the Bargas Chenpo. However the final nation is more controversial. Kundrati. Approached more as a desperate measure to put pressure on Beitenyu during the Red Bass War, it is suffice to say that this relationship has been strained for a considerable amount of time. Between the questionable authority in Kundrati and the allegations of fascism, Kundrati withholding aid during the Bargas Chenpo and Xsampa being hesitant to join in on their "Anti-Kalistan" crusade, it isn't much of a shock that both parties are rather displeased at each other.

The final nail in the coffin however has been the end of reconstruction. Kalistan was among the first nations to send support and aid. Despite no prior relations and a gradual deterioration of relations due to Kalistani-Baltusian relations, alongside a rather weak denouncement of Kalistan to please Kundrati, Kalistan was the among the first to send aid. While their aid is ending due to Metz-Leonid being reconstructed, Kalistani aid was extremely significant and it's no secret that many in the Supreme Council have a favourable view of Kalistan. Looking over to our allies, Wrnuke and Zardugal provided aid as best as they can. Kundrati however? None. It's become rather clear that the relationship between Xsampa and Kundrati is tenuous. Combined with Kundrati being a pariah state, and this puts the efforts of global integration at risk. That risk ends now. As of today, any commitments between Xsampa and Kundrati will be terminated and Kundrati will no longer be considered an ally state. Ongoing trade will be put on halt and considered for ongoing continuation.

This will ultimately be the first step towards global integration. But the first step is always vital. With these new changes, foreign policy may perhaps become a better experience for Xsampa.

Missile Attack from Kundrati; Kundrati deemed a hostile state.

It would seem that the fair nation of Kundrati is nothing more than a nation ran by a child. After terminating the alliance, it would appear Kundrati has looked to strike. It was reported that warehouses containing foreign aid were struck by missiles, and even the embassy between Xsampa and Kundrati was struck. While casualties have been minimal, this has left some damage about. 

As such, it's clear that Kundrati is an imminent threat. In a unanimous decision, the Supreme Council voted for a total embargo on Kundrati, and for this unsolicited attack, Kundrati will be treated as a hostile state, and any Kundratijian vessels in the Sovereign Sea will be shot on sight. 

Despite this, it is advised for citizens to carry on with their day. Despite this incident, and Kundrati showing it's true colours, that being a tinpot dictatorship ran by a child, we expect no major developments to occur afterwards. With a total embargo deployed, and any Kundratijian vessels being barred from the Sovereign Sea, lest they be shot upon, it's clear that further interactions between the two states will be incredibly minimal.
