Cabinet passes Middle Education Act; continuing education reforms of Labour

Fort William - Mr. Carrington's Cabinet has today scored a great victory in the Imperial Parliament, with lawmakers from both sides of the aisle voting in favour of the "Middle Education (Reform) Act, 5576", this Bill was tabled by the Secretary of State for Education, William Lawnford, to be the continuation of the National Labour Party's already enacted sweeping education reforms operated to the primary education sector. Her Majesty's Government wanted this piece of legislation to be "as minimally controversial as possible", as such, the Cabinet undertook a year-long process of constructively working with the Official Opposition in matters related to education and internal reform. The Secretary of State for Education, applying this policy to his reforms to the education system, which, in fact, would only be the continuation of the reforms enacted by former Education Secretary, Theodore Overbaugh and of the Pryce Ministry to improve the education system. The Education Secretary met with Opposition leaders to enacting an ambitious and acceptable bipartisan roadmap aimed at making adjustments to the Luthorian middle school system to allow it to be more efficient, in the light of the success of the sweeping reforms to the primary education system.

Many meetings were held in Parliament between the Opposition and Government, being held in the parliamentary framework as part of the "Parliamentary Committee on Education Reform", this Committee, composed of 14 members, both from the Senate and Diet has been created with the task of finding compromises to create the best Bill acceptable to both the Diet and Senate, acceptable to the Tories and Labour, alongside other smaller parties, and a Bill which would also create an efficiency and "humane" education system. The language, the prerogatives and effects of this Bill were all throughtly discussed and thought upon, according to the Office of the Department of Education, before coming up with the last Bill which was put forward to Parliament to make a final judgement in the manner of a debate and a vote in both Houses of Parliament. While the Bill's debate saw some difficulty in the first reading in the Imperial Diet, with numerous amendments being put forwards and debated by some smaller parties, especially left-leaning parties, yet after some whipping being made by the Opposition Chief Whip and all these parties have fallen back in line with the position of the Official Opposition on this subject, no further deliberations were nedded and the Bill passed through Parliament in a swift and orderly fashion.

The Bill that was passed tonight was a Bill which possess some provisions in regards to the planned reforms of the middle school education system, first of all, the middle school system, as it is today, has been reaffirmed to continue being the norm, with children coming from Year 7 to Year 11 being apart of the Middle School, now Secondary School system. This framework was also confirmed as being part of the "Secondary Education curriculum", which is a notation used by the Luthorian Government to differenciate the Primary Education curriculum and the Secondary one, as the former is more used throught nurseries and primary schools, while the former in secondary and high schools. These two curriculums also are the reason why both have separate Departments within the Department of Education for better management.

What this Bill entailed was the creation of a "normal time", for school to happen during Secondary School, that being between 9:00 AM to 5:00 AM, with offers of transport being put in place by Ducal Governments to accompany every single children home if living afar from their place of residence. The encouragement of such transports is meant to reduce people's dependencies on cars by allowing replacements to be available, while far from the Government's objective to reduce cars usage, quite the contrary in fact, it is hoped that such policy would meant that no child is "left behind" by the fact of their car ownership.

Also within this Bill was the creation of a state-sponsored national test at the end of every Year 6's school year that would notify if they were "worth" passing from primary to secondary schools. With this new exam being put in place, teachers would receive more powers in the decision-making process of a schoolchildren's passage in a superior class, with a professor having the power of writing down "warning" address to the school headmaster's office about one student which could cost them the chance of participating in that exam if they are in Year 6, although, if a warning is sent, the Headmaster would only have the power to "review" the warning and pass it on to superior level in the education hierarchy. That exam known as the "S-Level Exam" is meant to bring all students, yet to keep in primary schools those who shows "significant gap in level" compared to their schoolmates to continue their progression until they reach a "satisfactory level". Speaking of exams, the Government and Opposition agreed on the creation of "weekly exam" in every classes that students are taking part, more to follow after the Education Secretary's announcements.

Students would be given out the choice to choose between 3 "specialisties" in Year 10, these subjects which would chosen by the student would be their main route going into Year 11, with these three classes receiving more attention in the students' schedule with increased time for them (passing from 1 to 2 hours per day), however, in Year 11, each student would be able to change their specialisties if needed, as these are meant to make the students discover what places of interests they may be interested in by working 1 year to acheieve one goal, and if it wasn't the one, the modification in Year 11 may give them a specialicity more akin to their easiness.

Langley off to Hobrazia for first large-scale strategic visit.

Fort William - Luthorian Foreign Secretary, Matthew Langley flies off to Astoria City, Hobrazia to meet with both the Hobrazian President, Mr. Vladimer Zakariadze and his counterpart; Mr. Eli Nikoladze. Langley, 48, is with that visit conducting his very first big experiment on the field ever since his appointment as Secretary of State for Foreign Affairs by the Prime Minister. Mr. Langley has been reportedly tasked by the Luthorian Prime Minister to “mend relations” with the Artanian continent, granted that Luthori’s traditional diplomatic standing on the Continent has been one of “cautious isolationism” from continent-wide activities.

Mr. Langley’s task to handle relations between Luthori and the Continent is hardly an easy one, as stated earlier. The Empire has been playing the role of a “distanced friend” to the entire continent, as Luthori seems to be relatively unconcerned with the failed attempts at drawing the continent together. “Luthori is a peculiar case [...], while a power, it has traditionally found its power in influence projection in other continents such as Seleya as a main leverage. Artania, while Luthori’s homeland, has been traditionally ignored by the Foreign Office, which seems to not have played in the Empire’s favour lately, as it is forced to orchestrate a withdrawal from some part of Seleya and Majatra, where they had views.”, foreign policy historian, Pyotr Vlaovich told the Times.

Before taking off his plane, Mr. Langley offered his thoughts on the whole endeavour, while taking good care of remaining silent on the details of his 3-days Mordusian trip, he merely stated that “there is good hopes on our side to reinvigorate dialogue between Astoria City and Fort William, after all, they are our closest neighbor, it is only normal to cultivate good ties and foster goodwill relations between us, that is at least the assessment that we are making on our side”. The Foreign Office’s boss seems to more inclined towards a more “inclusive” in Luthori’s policy, with a focus being made on Artanian relations, as Seleyan efforts suddenly came to an halt with the signature of an agreement with Kaliburg, which while it seemed to secure, yet again, a peaceful settlement of grievances with the Anantonese, seems to be more aligned towards the Kalistanis’ own desires.

In Astoria City, reactions have been calm and a hopeful, an spokesperson for the President’s Office called the visit to be a “great opportunity for both nations to settle their differences and continue building its common relationship, for it to reach new heights.”, Crown Street, on its part, recognizing the “quagmire” caused by the Migrants Pass’ Crisis in relations, has for its part only called for that a reasonable agreement be reached between both governments.

Fort William hinted also at the presence of the Under-Secretary for Economic Collaboration and Partnership during this visit. Seeminglty to open up new opportunities for Luthorian businesses to develop in Artania and Hobrazia. Especially as the Hobrazian oil reserves have spooked up interests by large conglomerates in Luthori.

Amid War in Majatra; Luthori reaffrims committment to Mordusian sovereignty and independence.

Fort William, Luthori - Mordusia is one of Luthori's oldest ally in the Seleyan continent. The country is considered by some to be "more Luthorian" than Luthori itself. After all, you don't build the reputation of being the "Stalwart Dominion" by doing nothing. Luthori-Mordusian relations have been increasing over the years for the better, repairing after decades of cold policy caused by an anti-Luthorian policy in Randworth. These relations now seems to have been cemented into stone, as today, amid the outbreak of the Pontesi-Istalian and Kafuri-Istalian Wars, the Luthorian Prime Minister, Mr. Carrington announced that Luthori would consider "any attack on Mordusian sovereignty as an attack on Luthori itself" and that Luthori would committ itself to the full defence of the Mordusian nationstate.

This committment isn't coming as a big surprise to any foreign policy analyst, as Luthori's involvement in Mordusia has been continuous ever since the restoration of the Monarchy in the country, fostering the creation of a mutally-beneficial relationship forged around the Monarchy and HM, the Empress. In 54XX, Luthori officialized its intention of defending the Commonwealth "whatever the cost may be" by sending the Imperial Luthorian Navy on the western coastline of Mordusia, entering a de-facto defence pact with the Commonwealth. Yet, it should be noted that this "defence pact" is considered to be one-sided, as Mordusia, officially, doesn't have any obligation to help Luthori during a War, while Luthori has, de facto, the obligation of helping Mordusia during a War, mostly due to the image of "Leader of the Luthorian World" that the Luthorian Government is trying to project and ever since the failure of Luthorian intervention during the Lost Souls War (LSW), Luthori has undertook some reforms to its alliance and committments policy.

Prime Minister Carrington announced that the Luthorian Government has sent a memorandum to announce that the committment of the Imperial General Staff and Luthorian Government to defend the Commonwealth is still intact, especially in the case of a War against the Istalian communists. Fort William sent this memorandum before the Commonwealth conference in 5578 to enter talkd between both governments for closer integration of their militaries, as Randworth is seemingly becoming more interested in expanding the current existing capabilities of the Mordusian Armed Forces with Luthorian help.

Randworth has not yet stated an offical reaction, yet it's likely that the Mordusian Federal Government may feel embolden by this direct support coming from Luthori, a policy change due to this reaffirmation of Luthori's defence obligations towards Mordusia isn't to rule out.

Home Ministry reports of "increased" immigration coming from border nations

Fort William - Immigraton has, usually, not been a great concern to most of the Luthorian populace, as such, it has not been a real concern to most Luthorian politicians, due to it, as stated earlier, not being much of a concern to most Luthorians. Yet, in the present day, it seems that this spirit has begin to shift somewhat. Recently, neighboring states of Luthori have seen some radical political development, the most notable one being the dissapearence of Narikaton and Darnussia's President, Mrs. zum Clenonberg and the subsuquent military overthrow of Narikaton and Darnussia's democratically elected government by Mrs. Theodora Lackmann and the Narik-Darnussian Armed Forces. Due to this increased instablity in the Artanian continent, Luthori's reaction has been muted, Luthorian business putting pressure to Darlington Palace to remain "on good terms" with the new Lackmann Administration, due to economic interests of Luthorian shareholders in Narikaton and Darnussia, and the wish for it to be "preserved". Regardless of political and economic thought on the relation between Luthori and Narikaton and Darnussia, which seems to be decreasing day-by-day, especially considering the Narik-Darnussian wishes to join the Jelbic Empire, which has drawn concern in Fort William, considering the bad relations between Wiel and Luthori.

As stated, regardless of that, the border situation between Luthori and Narikaton & Darnussia, among other, seems to have taken a turn for the worse, with the Border Patrol Office reporting the illegal trepassing of the Luthori-Darnussian border in the Principality of Orange numerous times during the last 6 years since the military coup took place. The Home Secretary, Garrett William Rogers, has been reported to be "highly distraught" of these reports and is stated with the wish of "increasing border security" and "border patrols" to secure Luthorian sovereignty against illegal immigrants. Yet, the threat isn't even coming from Narikaton and Darnussia alone, another immigrant spike has been reported coming out of the shared Beluzian-Luthorian border. Yes, the Republic of Beluzia, a country while bordering the Luthorian Empire, most of us have never heard stories from. Mostly due to the fact is one, if not the one, of the poorest states in the Continent, if not the poorest one. An assertion could only be made towards the affirmation that Beluzia's economic status is similar to countries such as ones in Dovani, which are, for the most part, considered to be underdeveloped.

The reason for these increased departures from both countries couldn't be sharkly different from one another. For Beluzia, the economy and wealth was the primary motive behind most people's aspiration to leave the country, as stated earlier, the economic situation of the country is one of the worst in the World at the present moment and many Beluzians are seemingly thrived by the prospect of fleeing their nation, but not to go everywhere, that is. Most of them are either thinking of going to Narikaton and Darnussia, whose economic strength is not to understate, far from that, but also, most of them are thinking of going to Luthori, why wouldn't they? Luthori has a large border with them, which is normally easy to access, if not considering the Black Mountain Chain separating both nations, Luthori also represents a kind " homely" feeling, as most Beluzians are descendent of Luthorians, due to the long history of Luthorian dominion over the Beluzian territory. As such, cultural similarities emerges between both states, especially as Beluzians are speaking a Luthorian akin to the one used in Luthori [ie. Beluzian Luthorian], albeit with more distinct features coming from Caldorian Luthorian and Kilani Luthorian present in Rutania.

For most of its history, Narikaton and Darnussia has been a central player in Artania, recently becoming something akin to a burgeoning democracy, yet all of this came crashing down when Mrs. Lackmann made her military coup with the Narik-Darnussian military and secret service to "restore order and stability" to the nation. Since then, while Narikaton and Darnussia's economy recovered from the economic fallout of the military coup, with Narik-Darnussian communication stating that "life returned to normal" in the immediate aftermath of the Coup, a move meant to reassure the Yeudis and Dundorfians. Since then, most illegal and legal immigration has been drived by fear of becoming a target of Mrs. Lackmann's Government. Many political exiles, ones coming from the left-wing of Narik-Darnussian political society fled to either Dundorf or Luthori during the Premiership of Carolina Pryce. This trends only continues today, as most immigrants coming from the country are seeking bigger political freedoms than the one they have at home.

For the Tory Government however, this is a serious crisis, the Tories ran a campaign focused around "stable governance for another decade of Tory rule", but these unforseen developments at the southern border may put into jeopardy their entire campaign manifesto.

Fort William has pledged to open up communications routes with Cirrane to explore different venues for the crisis and explore increased relations between Luthori and its western neighbor, the Imperial Government also pledged to continue discussing with Bannerhafen to resolve this issue as "fast as possible", according to a statement issued by a press representative of the Home Secretary. For his part, Mr. Rogers has been increasing calls for an increased border security with other border states to "avoid an envenoming of the current delicate in our western and southern border", he is also calling the Treasury to invest "massively" into domestic security, by increasing the funds allocated to the Police and Border Security Office, alongside giving the DIA (Domestic Intelligence Agency) more power to deal with these "migrants", Crown Street seems to be supportive of the Home Secretary's wishes, as an aide to the Prime Minister stated that "the border situation would need an increased look from Fort William, alongside an increase of capabilities for Provincial Governments to deal with the crisis"

The Luthorian Analysis for Immigration has decompted that illegal immigration coming from Beluzia and Narikaton and Darnussia had risen by over 21 % over 6 years, most of it being focused in Beluzia. While legal immigration had risen by 14.5 %, most of it coming from Narikaton and Darnussia, through asylum requests for the most part.

Darlington reaffirmes friendship with Hobrazia; admist signing of lucrative eco. deals.

Fort William, Luthori - In the aftermath of Mr. Langley's state visit in Hobrazia back in July 5576, the Luthorian and Hobrazian Governments have met numerously during the course of these five years, in an shown objective to reassure both countries' friendly relations with these numerous meetings between Luthorian and Hobrazian officials. While the Luthorian state visit was well-received in Hobrazia, with the sentiment shown that the Empire will always find a friend in its southern neighbor, the Luthorian Government has shown, by these many encounters during the half-decade, that a more "positive" and working economic relationship was possible between Fort William and Astoria City. During all of these meetings, lucrative and profitable economic agreements were negotiated between both nations' government representatives, in hopes of loosening the "hard border" between the Grand Duchies of Erneshire and Middenriding and Hobrazia in terms of commercial goods flowing in, as the Luthorian Government has been comtemplating the implementation of tariffs upon all foreign goods to protect Luthorian manufacturing. 

Although, it should be noted that some part of the Cabinet, such as the Trade Secretary, Katherine Taylor and the Foreign Secretary, Matthew Langley, who both are quite "uneasy" with the ideas of implementing tariffs over foreign goods, risking an escalation towards a wider trade war with countries with whom the Empire do not currently enjoy a great relationship, such as the Jelbics in Beiteynu, the Canrillaise, the Kalistanis, the Lodamese, or even some Artanian partners in Narikaton and Darnussia.

"Escalation and endangerment of the whole Luthorian economy over the issue of tariffs isn't worth it", said the Foreign Secretary during a Cabinet meeting on Wednesday when asked about that peculiar subject.

Returning to Hobrazian-Luthorian relations for a second, the Luthorian and Hobrazian representatives discussed about the issue of trade, the border, and surprisingly, even vague talks of defence were even in the menu. Yet, both the Citadel and the Malvin HQ denies having any talks about defence matters with the Hobrazians. Luthori and Hobrazia also agreed conjointly to decrease their tariffs over each nations' goods, in Luthori, the Goverment bringed the current customs duties between Luthori and Hobrazia from 12.5 % for each goods coming from Hobrazia for the Luthorian market to 8.7 % of the total price of any product from Hobrazia. The Hobrazian deal was better for the Luthorians, as Hobrazia reduced its tariffs from 15 % to the same level as the Luthorians, meaning over 7 to 8.5 % with the final settlement being on 7.5 % of the total price of any product manufactured in Luthori. This deal is especially valuable to the automotive industry and consumer electronics (also known as the hardware) industry, both of whom being "pleased" with the Government's decision of "breaking the ice" with Hobrazia, as both they have included in this commercial agreement and also in hopes that this would be followed by other development of relations between Artanian states and the Luthorian Empire.

McBride comes back: announces "Rebirth"

Fort William, Luthori - An interesting project from Luthorian movie director, Kayth McBride was announced today during the Fort William World Cinema Fair. That project is called "Rebirth" and that movie has been, at least according to Mr. McBride, a pet project of his. Many film enthusiasts were enjoyed that Mr. McBride reappeared in the cinema scene as the director disappeared from the sights after his colossal failure at the movie "As the wind flows", which talked about the love story of Emperor Charles VI and Empress Elizabeth, this movie, widely criticized for its lack of historical accuracies and "endless drama" was effectively destroyed by the press and critics, these having an effect so great that even the Luthorian Broadcasting Corporation refused to broadcast the movie in any of its channels.

After this fiasco, it was widely belived that Kayth McBride's director career was finished. Yet, it wasn't meant to be.

Mr. McBride made his grand return during this year's Fair, to announce the commencement of his next grand project as a Director, a project that he has worked upon during the last 3 years since his monumental failure and exile in the Luthorian countryside. This project is called "Rebirth", a slight mention about his apparent "rebirth" while residing in the Luthorian countryside and an apparent vow to make better use of this time to make better movie.

In a stark contrast of his usual romantic, or even comical movies, Mr. McBride announced that his new movie's setting would in a post-Apocalyptic setting, with the World having collapsed due a six-hour long nuclear exchange between most of the World's Great Powers. The story is about a nice, naive boy born in Luthori in this Post-Apo setting. Born in a Bunker built by the Pre-War Luthorian Government to protect its population from nuclear exchange, this boy was then sent by the "Director" of the Bunker, the main person in charge, outside to discover what happened to the Luthorian homeland, which changed a lot since the "Great War" that happened 300 years ago.

Mr. McBride announced that this movie would be released in 2 years, with an apparent cost of over £60,000,000 being planned for the production and realisation of this movie.

Conservatives projected as major winners in hung Parliament.

Fort William, Luthori - In a rather odd turns of events, it seems that the Conservative Party has secured an majority of seats in Parliament, although it should be noted that, while the Tories won an overall majority, they didn't secure an absolute majority in Parliament, in fact, no party did secure an absolute majority after this Year's early elections. In 5583, the Conservative Party, led by the now-former Prime Minister Reinhold Carrington lost its re-election bid under a new party leader, Hosian Democrat Mark Bodlenlock. In its place, an motley coalition formed of both the National Labour Party and the Liberal Party was appointed to form a Government in the Empress' name by the Sovereign. Luthori's leadership was shifted from the hard right to a more compassionate left-centre coalition in a matter of days and the man who would lead this new ministry was announced to be former Health Secretary under the Third Pryce Ministry, Mr. Alfred Greg Thomas Malfoy, who was appointed as Prime Minister by the Empress after his predecessor resigned.

Yet, his premiership wasn't going to be as peaceful as his predecessors' premierships. Faced with a War in Majatra, diplomatic crises with foreign nations inherited from the previous government, and a coalition crisis, Mr. Malfoy's tenure as Prime Minister was rocky, to say the least, and it was further encouraged by numerous Liberal threats of breaking the Coalition and joining the Opposition in a vote of no-confidence if the Labour Government acted against the "Carringtonian Economics" reforms that were implemented by the Fr. Prime Minister during his tenure. These reforms begun a process of liberalising the Luthorian economy, something that the Liberals hoped to continue without the participation of the Conservative and Nationalist Party in the Cabinet. Due to these crisis, Fort William was paralysed, the Citadel took over efforts of bombardment of Istalia and Darlington Palace took over the overall efforts of governance while the Cabinet was paralysed, all of these tensions came to crashing end, when, on July 4th, 5585, the Liberal Party announced that its participation in the Cabinet was "ending with immediate effect", after the Prime Minister failed to negotiate with the Liberal Party to reach a settlement. Then, the Liberals teamed up with the Conservatives to put forwards a Motion of No-Confidence in the Imperial Senate, which was quickly passed by the combined Opposition majority. This was then moved towards the Imperial Diet and the Prime Minister, instead of facing the humiliation of being the first Head of Government to be deposed by a Motion of No-Confidence, asked the Empress to dissolve Parliament and trigger early elections for August. The Empress acquiesced and dissolved Parliament via an Imperial Standing Order.

The lead-up to these elections has seen an greatly reduced electoral campaign compared to other electoral campaigns that happened in normal times. The Prime Minister, Mr. Malfoy emphasised the need for a "strong government", under single one-party rule, rather than a coalition. While this message was meant to encourage people to vote for the National Labour in hopes of receiving a strong, stable mandate to rule, the unclear phrasing of the address led to conservative-aligned newspapers and news outlets such as Channel 7 or the Telegraph to name a few, to portray the Prime Minister as being a "dangerous left-wing radical", and in Luthori's atmosphere of anti-communism due to the War in Majatra and anti-fascism due to the Kundratijian collapse to that notorious destructive ideology, these allegations were disastrous form the Prime Minister and overall Labour campaign, who were now forced to put out an effective response to these accusations from the Conservative campaign, who instead on appearing as being the "only natural party of government". This year's campaign was remarked with the appearance of numerous small parties to compete in the electoral process. The Green Party made an appearance in this Year's electoral process as a standalone party rather than allied with the National Labour Party, the Co-Operative Party dissolved and most of its members joined either the Greens or National Labour. The dissolution of the Co-Op Party is suspected to be thanks to the current 'anti-radical trend' in Luthorian politics, which saw the party's polling decrease in a staggering speed. The same can be said of the Unionist League, the UL was, prior to its dissolution, considered to be the "most radical alternative to the Conservative Party" in competing for the rightist vote. But, as stated earlier, the current 'anti-radical trend' seems to have forced the Party, after numerous scandals about its members' wrongdoings in the Imperial Parliament, such as the infamous Lovecraft Affair, to dissolve, as most of its members either joined the Conservative and Nationalist Party, who, in fact, solidified its control over the base of conservative voters, or joined the Hosian Democratic Alternative (HDA), a more socially conservative party than the Conservatives but outright rejecting the consensus over the "Carringtonian Reforms" to the economy, instead arguing for an "Hosian Social" model.

In order the avoid the rightist vote to be divided between the Conservatives and the Hosian-Democrats, the Conservative Party Leadership Meeting of July 20th, agreed that a "settlement between the Tories and the HDA should be achieved in order to enhance the chance of victory and the unity of the Luthorian political right.", an offer for an formal alliance was made on July 21st, and the HDA "politely, yet firmly refused", as according to the Alternative's POV, the Conservative Party has been "overly committed to the cause of economic liberalism and the preservation and even extension of Carrington's economic reforms", making the prospect of an alliance between both parties "highly difficult", but, the HDA was opened to negotiations if the Conservatives arrived first at the General Elections and were in a good position to form a Ministry. And due to the name of this article, it happened tonight, as LBC, Channel 7, the Mail and other major media outlets announced that the Conservatives were the winners of the 5585 General Elections, although, most of them projected that Parliament would be in a state of deadlock, as no major achieved an outright majority in the Imperial Diet, while the Tories retained control over the Imperial Senate. The Tories are projected to win 219 seats in the Imperial Diet, 46 seats shy from an outright majority in the lower house. The Liberal Party is projected to have won 54 seats, while the National Labour Party win 190 seats. Other smaller parties such as the Democratic Alliance, the Hosian-Democratic Alternative, Green Party or even Independent sitting members of Parliament won the remaining 64 seats. The HDA won 24 seats, the Democrats, 12, the Greens, 20 and 6 independent or unaffiliated MDs entered the Diet.

The Conservative Party, under the leadership of Dr. Warner Reyburn, is currently well-placed to become the next party of government, while the National Labour Party has been defeated after their close victory in the 5583 Elections. Prime Minister Malfoy has already announced that he and his Cabinet would "immediately" resign in the aftermath of the election results proclamation. He then went to Hebergton Palace, where the Empress was meeting with the Princess of Orange and her grandchildren to tender his resignation as head of government. The Sovereign then asked Dr. Reyburn to "form a government" in her name. Having received an "Imperial Assent" to his candidacy as Prime Minister, Mr. Reyburn announced that the Conservatives, HDA and Liberal representatives would be meeting out to try to form an "all-right constitutional government", with the Tories playing a major role in it. This Blue-White-Yellow Coalition, also known as the "Deltarian Coalition" has good prospects around it, and the Tories have also some backup if one decides to end the negotiations in an unannounced manner. Mr. Reyburn is likely to become Luthori's next Prime Minister for all we can say.

Carrington's legacy secured as Deltaria Coalition is formed.

Fort William, Luthori - After two lengthy months of negotiations between the Conservative Party, the Hosian Democratic Alternativeand the[/size] Liberal Party, it was both announced by the three parties' leaders that an agreement was reached over the implementation of a common program and the formation of the First Reyburn Ministry. This ministry will be composed of over 35 ministers, more than the average Cabinet in Luthori, most of them (21) being Conservatives or Tory-aligned, 9 of them being either aligned with the Liberal Party or members of that said party, and finally 5 ministers being part of the Hosian Democratic Alternative. The government program agreement was signed by Prime Minister Dr. Warner Reyburn, Liberal leader Mathilda Hoptkins and HDA leader Alexander Hoover at the Borthwick Residence, where most negotiations for the formation of this new Cabinet took places between the dignitaries of the three parties. Already, the new Deltaria Coalition already received the support[/size] of most in the Imperial Senate, where a Confidence Vote triggered at the request of the Life Peer Anthony Oliver (CON), it passed with a comfortable majority through the secured Tory majority in the Senate. In the Imperial Diet, however, while the Coalition enjoyed a comfortable majority of seats, with 294 seats out of 529 in the lower house (+30 majority), it was more expected to be the cause of a major debate in the green benches of the lower house, as former Prime Minister Malfoy's National Labour Party maybe would have seek to avenge the campaign orchestrated by the Tories and which, in cause, seems to have discredited their candidate.

Yet, at everyone's surprise and shock, the now-Shadow Leader of the Imperial Diet, who is taking over as the National Labour Party's Leader since the resignation of Mr. Malfoy after Labour's election losses three months ago, announced that the NLP would not "pursue a long and tedious debate over the formation of a government, which have already been formed nonetheless...", the Speaker of the Diet launched the vote of confidence on Mr. Reyburn's Cabinet and it passed, securing the Parliamentary support for his coalition. Upon hearing the news, the new Prime Minister's journey wasn't over yet, as he immediately embarked on a one-and-half hour journey to Rottingham Palace to meet Her Majesty the Empress to be formally appointed as Luthori's Prime Minister. With this, he has become Empress Audrey's newest Prime Minister to date. Mr. Reyburn then appointed the members of his Government with the Empress' approval, and we'll take a look into the profile of some government ministers later on this article.

Mr. Reyburn then immediately headed back to 10 Crown Street where he would deliver his first remarks as Prime Minister of Luthori. Traditionally, this address was supposed to take place when the Empress first asked Mr. Reyburn to form a Government in Her Name, but the newly-appointed and Parliamentary-backed Prime Minister, stated that "it was important [for him] that any new Head of Government was backed by both Houses of Parliament before appearing to the public to make [his] first remarks as Prime Minister...", the newly-appointed Chief Executive arrived at the Prime Minister's Residence at 5.28 PM (Fort William Time), and begun his first address 2 minutes later.

The Prime Minister then announced by numerous statement the composition of his new administration, with numerous HDA or Liberal politicians entering the Government. Most notably, the hardline anti-extremist liberal politician, Kenneth McCoy, will be entering the Government as its Home Secretary, while Liberal leader Matilda Hoptkins will be entering the Cabinet as its new Foreign Secretary. Already, Mrs. Hoptkins announced that she would call up the Likatonian President in the aftermath of a "great mistake" made by the Likatonian Government, referring to the Likatonian-Kundrati agreement signed months earlier. She has stated that "no goodwill democracies can, in their hearts and conscience, back or make businesses with a fascist regime which has been threatening the very existence of Kundrati democracy and persecuting their opponents by sending them to "work camps". We hope to have a pleasant discussion with Likatonian officials over their decision, which seem, to support the existence of this rogue state." , meanwhile the Luthorian Prime Minister stated that he would go personally to Mordusia to meet with Lodamese, Kalistani and Mordusian officials over the question of Lodamese bases in the country.

In the government agreement that has been signed between the three parties, it has been stipulated that the current Government, while wanting to create an "heaven" for all Luthorians, in terms of social services, would carry on Carrington's legacy of liberalization.

Gvt. Suspends Collaboration between Kundrati and Luthorian Navies in Artanian Sea; freezes Kundrati assets in Luthori.

Fort William, Luthori - Last month, Mrs. Hoptkins announced that Luthori would be "reviewing" its relationship with the Kundrati fascist government, the Luthorian Cabinet made it clear during its ascension that the current status quo in terms of relationship was "untenable" with the current policy of "anti-extremism at home and abroad" of the incoming administration. As such, tonight, the Foreign Secretary announced that the Luthorian Government, after severing ties with the Kundrati Government in terms of withdrawing the Luthorian diplomatic mission in the country, while retaining consular services and basic diplomatic links, stated that the Luthorian Navy would suspend its collaboration with the Kundrati Navy in Operation Arraconda and that Luthori would undertake the freezing of Kundratijian assets present in the Home Territory. 

The Luthorian Government's new position on the question is likely to be blamed upon the arrival of a new "anti-extremist" ministry in Fort William, as numerous high-ranking Liberal leaders made their entry into the Cabinet. The Prime Minister, Dr. Reyburn made it clear that the foreign policy orientation of his Government was going to be "reflective of the current Luthorian mindset on the Question...", most already assumed that due to the anti-radical climate currently existing in the Empire, that the Government would act towards the implementation of an anti-extremist agenda in its foreign front, this was comforted by reports stating that the Home Ministry was going to be implementing another set of raids, not too dissimilar from the "Bennett Raids" in the 5310-20s, with the major difference that all groups that would be targeted are groups which are considered to be illegal under the Democratic Process Stabilization Act (DPSA), a constitutional text, which created what is now known as the "Constitutional Arc", which is a loose political alliance respected by both the moderate left (Labour, Greens), the center (Liberals, Democrats), and the Parliamentary Right (Tories, HDA).

These were the words used by the Luthorian Secretary of State for Foreign Affairs to describe the current situation and Luthori's perspective on the events happening in Kundrati, Mrs. Matilda Hoptkins reportedly was "satisfied" with the conclusions drawn by the Cabinet meeting about Luthori's policy in Kundrati, with most senior Cabinet members, and other minor Cabinet ministers agreeing to a shift in position in regards to the Kundrati question, with most agreeing on the Foreign Office's position of imposing sanctions upon the rogue Kundratijian government and its senior leaders and an immediate freezing of all Kundrati-Luthorian projects that may be pursued. But unanimously, the Cabinet came to terms to point out that while sanctions were imposed upon the rogue Kundrati regime, that normal bilateral relations would be resumed "as soon as a responsible government would have been restored to Kundrati".

The Foreign Secretary, while confirming that the Luthorians would meet any "responsible", "respectful" and "sensible" government that would be installed in Kasaema, stated that while any responsible, moderate administration would be welcomed in Luthori, Her Majesty's Government is "worried" about dealing with a fascist resurgence later, the Secretary stated that "extremism is like a plague, it is not stopping by if they are facing a setback, no, they will gather their forces to counterattack. Kundrati, like Luthori back in the day, would need to cement the rule of law and democracy in the land, whether by the force of dialogue, hopefully, and at worst, by the force of arms".

The Luthorian Government has requested that the Home Fleet and Imperial Luthorian Air Force be placed under an "high alert" criteria, as any response from Kundrati unreasonable government is taken highly seriously by Luthorian military analysts. On other news, but still related, the Foreign Secretary stated that the Luthorian Government was "quite disappointed" of Likatonia's answers during the phone call between the Likatonian President and the Luthorian Foreign Secretary. While on one part, the Luthorian Government stresses out that Luthorian-Likatonian bilateral relationship wasn't at stake in any capacity, the Luthorians can only show their resolute "astonishment" at the Likatonians. The Foreign Office is currently studying ways to handle the Likatonian file in an "effective" manner, says the Prime Minister's Office at 10 Crown Street.
