Trade Union Unity League organizes strikes against Loup Administration; Premier to consider Revolutionary Orders.

When the Loup Administration confirmed that it wouldn't pursue further council communist policies, the TUUL was among the first to be upset with the direction, as the policies, most especially the Economic Democracy Act have benefited the organization of workers and especially have empowered workers. With those policies on pause, there have been concerns amongst trade unionists that the EDA could potentially be rolled back, unenforced or even repealed. So, rather than wait for inaction from the Loup Administration, the TUUL has organized strikes and walkouts in a handful of economic sectors to put pressure on the Loup Administration to continue the policies. 

Quickly, these strikes have found support amongst the CPX New Line and even a handful of moderates in the CPX, whilst Loup and the rest of the Pure Apple Coalition have urged calm, and offered tempered negotiations with the TUUL to end the strikes, so that the country can continue to focus on unity. However, TUUL has rejected any negotiations unless there is a guarantee that the policies will continue, something that the Loup Administration cannot guarantee. As such, it's been confirmed that the Loup Administration is considering using Revolutionary Orders to resolve the strikes, most especially as the CPX New Line will almost certainly slow down any bill that doesn't give into TUUL in PAX.

Confidence and support in the Loup Administration has been declining and this strike, and how she handles it may make or break her administration as the Opposition has been getting impatient and the CPX itself is debating whether to support the Loup Administration or support a vote of no confidence. Whatever the case, it seems that the 20s will continue to be interesting times for Xsampa. For better or worse.

Loup signs Revolutionary Order 983; Loup Administration looks to overrule TUUL and counter strikes.

With the TUUL Strikes showing little sign of ending, and negotiations being slow, the Loup Administration has looked to Revolutionary Orders to resolve the issue, much to the chagrin of the CPX as a whole. As such, Loup signed into effect, Revolutionary Order 983 this week. Of which, the RO shall formally mandate that all striking sectors must provide at least a minimum percentage of service, in order to continue serving the people, as well as, temporarily, until the strikes seize, centralizing logistics away from Local Committee's and giving the People's Committee of Economic Management the right to directly resolve disputes that Worker Councils may put forward. As a RO, it is subject to review by PAX within a month and may be repealed. 

The goal of the RO is to ensure that, as negotiations slowly occur, the public isn't negatively affected by the strike and put pressure on TUUL to negotiate in good faith. However, the RO has seen extreme criticism, not just from the CPX New Line, but also from the CPX itself and the Opposition, with the CPX arguing that the RO is too excessive and disregarding of the current status quo economically. While a handful of moderates in the CPX have supported the RO, most of the CPX has been in firm opposition to it, with talks of a Vote of No Confidence becoming increasingly more common, as the Loup Administration is, as of this very moment, surviving solely on a handful of votes to keep its majority.

Whatever the case, the Revolutionary Order has seen praise and condemnation alike from all across the political environment. But, perhaps Loup can achieve a victory before PAX does what seems inevitable; a vote of no confidence against her, as the CPX is likely to whip votes and force internal unity if a vote of no confidence comes about.

PAX passes motion of No Confidence against Loup; Dakpa nominated as snap elections loom.

It would seem that confidence in Loup has taken a major hit as this week, PAX would organize a vote of no confidence against Loup, and seek to replace her or even outright push for snap elections. With the CPX Party Whip doing what they can to ensure a unified vote, many expected the Loup Administration to be toppled and replaced as the ISDP and LGD lack the majority necessary to maintain a government on their own. And those expectations were met, with the Vote of No Confidence succeeding, and Loup resigning. With the Loup Administration coming to an end, PAX has chosen to quickly nominate Dakpa as Premier to ensure a functional government as snap elections are prepared for later this year (In accordance with the Constitution, whoever prevails will govern until 5725 and adhere to the standardized election schedule). With Dakpa as an independent, he has chosen to keep the current cabinet but focus more heavily on being non partisan, and simply the status quo until later this year. A seat warmer if you will.

Of course, the ISDP has been considerably upset over losing their Premier and supported a XSDC Led Vote of No Confidence against Dakpa, in a rather spiteful and ill fated effort to replace the current Independent administration. Despite this, all party's are preparing for a sudden snap election later this year, and will need to look towards nominating candidates, who may be unenthusiastic to run in a snap election, compared to a normal election. Rather surprisingly however, the Custodian, Tsundue Dramuktsang has given a brief statement regarding the Vote of No Confidence, saying that while he cannot condone or condemn it, they are unprecedented acts that damage the stability of socialism. 

Whatever the case, it's clear that it's been a hectic year for Xsampa. Hopefully the snap elections at the end of the year will provide some reprise.

New Democracy Act invoked; XDA march on Metz-Leonid as PAX is dissolved and Custodian assumes Premiership.

Citizens of Metz-Leonid today awoke not to stability and calm, nor to peaceful sounds but to the sounds of boots marching, as the Xsampan Democratic Army has marched in Metz-Leonid, all the way to the People's Assembly of Xsampa, and has formally dissolved PAX, temporarily suspending it. The current Peoples Commisar of Revolutionary Defense, Tsultrim has confirmed that "due to ongoing instability and loss of confidence in the democratic process to safeguard the Xsampan Revolution, the New Democracy Act has been invoked."

By noon, the Custodian, Tsundue Dramuktsang was confirmed to have been nominated as Premier, holding both positions simultaneously and has announced the creation of a "All Unity Cabinet".
Quote:The instability that Xsampa has seen this year has shown us a painful truth. Democracy cannot endure, if it is hijacked by factionalism and radicalism. The Xsampan Revolution must be preserved, and in the name of stability and socialism, the NDA must be used for the first time in Xsampan History. I guarantee that we will see a restoration of stability. A restoration of Revolutionary Confidence, and an end to revisionism. The Xsampan Revolution will endure. PAX will remain suspended until the situation is adequately resolved, and the Democratic process can be trusted once again.

Almost immediately, reactions came out in favour and against, with some glad that there's finally going to be a stable government that isn't deadlocked, and others claiming that this is an outright illegal move, as former Premier, Dakpa has been no where to be seen, and the NDA is specifically tied to the CPX, of which Dramuktsang's cabinet consists of solely Independents. There also have been very vocal concerns over democracy, but this has been countered by others with the argument that socialism must come first no matter what. Whatever the case, almost immediately, all wings of the CPX have boycotted any official events involving the Custodian, and have organized rallies and protests, with the ISDP joining in solidarity and even the TUUL. While some CPX members have supported the Custodian, most of the CPX is firmly opposed to what they see as a power grab. The other political parties have equally been split, with the Xsampa Improvement Party seeing some defections, but largely supporting the CPX. The Socialist Party of Xsampa has given it's full support to the Custodian however. By nightfall, the CPX, ISDP, SLP, LGD, XIP, and TUUL have brandished themselves as the Democratic Opposition, with the SPX, GNP, XSDC* and DSLP giving full support to the Custodian, brandishing themselves as apart of a Socialist Unity List.

*The Xsampan Section of the Dovanian Congress has supported the Custodian solely because Dramuktsang has a history of being incredibly skeptical to the Altéa Accords.

As protests loom, in favour and against the Custodian, it's clear that things have changed irreversibly. It remains to be seen how this will play out, as the New Democracy Act has never been invoked before, but with even the CPX in opposition to it, it does beg the question. Has the CPX really been molded by democracy, or, is this really an illegal and dangerous move? Whatever the case, with PAX suspended for now and dissolved, Dramuktsang will rule by decree until PAX is restored "whenever the situation allows". If the start of the year drew Xsampa to midnight, then today has certainly thrown Xsampa past midnight.

CPX rallies Democratic Opposition; Cites Dramuktsang and the NDA as "illegitimate coup", condemns foreign support of Dramuktsang.

With the NDA in month two, the Democratic Opposition has remained steadfast in being united against the NDA and the Custodian, as TUUL looks to coordinate strikes (of which, the Custodian has taken a firm response against in the name of stability), and the political parties within the Democratic Opposition have organized rallies and protests in favour of democracy and restoring PAX. But, they've all been informally aligned, all united in the sense of being under the same roof. This week, the CPX has made moves to consolidate the Democratic Opposition, and has especially come out strong against Dramuktsang, and most especially to foreign states backing the Custodian. 

General-Secretary of the Communist Party of Xsampa, comrade Dhadul Sherpa, has especially come out hard, decrying the NDA as an illegal excuse to topple the will of the Proletariat.

Quote:Let me make one thing very clear. The New Democracy Act, as it was used, is blatantly illegal. This is not a move for Stability. This is a power grab. By a reactionary wearing red. This is the deliberate oppression of the working class, in the name of a faux socialism. That is why all parties must stand together as one. The Democratic Opposition cannot afford to be divided. All resources of the CPX will be fully available to all our comrades in the Democratic Opposition. We stand united, or we fall divided. And to our so called "comrades" abroad who have unveiled their veneer of friendliness, let it be known that their support for a reactionary, autocratic power grab will not be forgotten. There in lies, like a serpent beneath a flower, states unworthy of trust, support and recognition.

The Democratic Youth of Xsampa has been coordinating with other youth organizations across the country, such as Young Social Democrats and the Greens for a Future, to ensure that all sections of the Democratic Opposition are united, whilst Central Committee's across the Democratic Opposition are coordinating resources and rallies to ensure support for democracy doesn't fizzle out. The most vocal rallies have come about from the ISDP, rather surprisingly, who have railed the Custodian for the illegal power grab, citing that the legal premier, Dakpa is outright missing, and of course, the CPX has been very vocal, united in purpose with all wings of the CPX united against the Custodian, with supporters of the Custodian being expelled from the Party. CPX rallies have focused hard on painting Dramuktsang as not only illegitimate, but an outright reactionary, who has betrayed the proletariat and the Xsampan Revolution. They've also invoked the memory of Monlam Aurousseau, and also Bhutia, who was responsible for bringing pluralism to Xsampa. 

The legal world itself has been in chaos, as while there is ground to the argument that this usage of the NDA is blatantly illegal, such as no proof of the Premier approving, the explicit lack of a CPX cabinet, and even the debately unconstitutional act of the Custodian assuming the position of Premiership simultaneously, the counter argument is that all of this is simply unprecedented. The NDA has never been invoked before, so it's hard to say where precedent lies. 

Whatever the case, with the Democratic Opposition bringing itself closer, uniting and coordinating together, they'll need to make sure to be on their best to make up for the current lack of foreign support if they wish to see PAX restored. But the Custodian has been deploying Public Security against the most radical of rallies and strikes, much to the chagrin of the ISC who has insisted on maintaining the investigation due to the Bajoum Shooting earlier this year. While violence remains low, if not outright non-existent, the situation is a ticking time bomb proverbially. And whoever blinks first will certainly need a lot of confidence.

Lenakha Five arrested as Custodian moved to consolidate the Socialist Unity List; Supreme Revolutionary Court to review the NDA.

As the protests and rallies for democracy continue on, the University City of Lenakha has caught national attention, as the Local Committee of Lenakha has refused to cooperate with Public Security in restoring order, which has caused considerable tensions as it's not only unprecedented but outright illegal for a Local Committee to refuse the orders of the central government. This week however, Public Security would force their way into Lenakha, and crack down on the most extreme of rallies, most particularly the student rallies from Lenakha State University, and this resulted in the arrest of the so called, "Lenakha Five", a small group of students who were responsible for organizing the rally. This has caused considerable controversy, as the Democratic Opposition has called the arrest for what it is; a politically motivated arrest, and a violation of civil rights and freedom of expression. The Socialist Unity List however, has endorsed the arrest, believing that the instability brought about by youth radicalism is threatening the socialist experiment.

All the while, in Metz-Leonid, the Custodian has looked to properly organize a political front for the Socialist Unity List, with the Socialist Party of Xsampa, Democratic Socialist Left Party, Gongma Nyamnyid Party and the recently formed Communist Party Opposition (consisting entirely of expelled CPX members who support the Custodian) merging into an electoral and political alliance, the (uncreatively named) Socialist Unity Party, which will represent the Custodian in PAX once it is restored upon the return of stability. 

And, regarding the New Democracy Act, the Supreme Revolutionary Court has announced hearings on the legality of the NDA and whether the Custodian has done a legal act or not, and the official ruling is expected to come about next year, most likely in the summer. If the Supreme Revolutionary Court rules in favour of the Custodian, it'll certainly be a blow to the Democratic Opposition, who have benefited immensely from painting the Custodian as an illegal usurper. But, if the Supreme Revolutionary Court rules against it, then there will absolutely be even more pressure and even the means to restore PAX immediately and remove the Custodian (either directly, or from a direct impeachment vote, something that the Democratic Opposition is bound to to push for the moment PAX is restored).

With the Custodian receiving foreign support from Utaristan and Kalistan as well, the power struggle has leaked onto the world stage as the Democratic Opposition has used its party ties to gain support, with the ISDP calling for the Socialist People's Party in Bianjie to provide support, of which they did, and the CPX calling on the Progressive Communist Party (also in Bianjie) and the Communist Party of Valruzia, of which both parties provided full unwavering support and solidarity, and can pressure their national governments to take a formal stance.

Sangmo Escoffier (CPX) and the Bajoum Local Committee; Will Bajoum follow the steps of Lenakha?

As the country continues to have its proverbial standoff, all eyes have shifted from Lenakha to Bajoum, the country's most populous city, which has seen frequently standoffs between the Democratic Opposition and Public Security, so much so that there's been debate on whether the XDA should be deployed down there to support Public Security. All eyes have been on the Bajoum Local Committee, which has recently faced orders from the Custodian to enact an emergency curfew in the city. Being the most diverse Local Committee, it's expectedly been split as members loyal to the Socialist Unity Party have argued that the city can't risk economic disruption by supporting the rallies and strikes, and that at the end of the day, authority comes directly from Metz-Leonid. The Democratic Opposition within Bajoum Local Committee however, have argued that until the Supreme Revolutionary Court rules on the NDA, there's no legal basis for the Custodian to rule by decree and send orders.

In the Bajoum City Hall, with protests outside it, the Local Committee went into debate, and one notable member of the Bajoum Local Committee, comrade Sango Escoffier (CPX-New Line) has argued heavily against supporting the curfew.

We are in turbulent times. Times where our very values are put into question. Where what we profess to believe in, is challenged by our actions. We profess supporting democracy. Supporting the Proletariat. That we're above the decadence of bourgeois liberalism. Above the reaction of despotic autocratic fascism. But look around us, comrades. Students being arrested. Workers going on strike against what they perceive to be an autocratic, hostile government that has lost the mandate of the Proletariat. The very party that founded the Democratic Republic, that ushered in the Xsampan Revolution, finds itself opposed and united against the government. Tell me, is this what our values are? Is this socialism? Is this democracy?

Are we serving the Proletariat? Serving the Revolution? The values that our country was founded upon? I believe that no, these are not the values that our country is meant to reflect. We are a Proletarian Democracy. A model of Democratic Socialism. We are not reactionaries wearing red. We are not red fascists. We are not autocrats. Socialism requires democracy. It requires it, just as much as we require oxygen to breathe. Without democracy, socialism decays into state capitalism. Decays into managerial socialism. It strips power away from the working class, and gives it to a managerial class, such as the Custodian. If we truly believe in socialism, we must stand firm in our beliefs. We must oppose the Custodian. We must stand in solidarity with the people. We are not capitalists chasing economic efficiency and growth. We are not liberals preaching about natural rights. We are not reactionaries enforcing a hierarchy. We are not fascists who curb the Proletariat. We are socialists. Followers of Metz. 

The Bajoum Local Committee must vote against the curfew and follow in the footsteps of our comrades in Lenakha. We must reject this madness from the Custodian. All Power to the Working Class must be more than just a motto. More than just a slogan. It must be our basis for society. I yield the floor, comrades.

With some streets in Bajoum outright closed off due to rallies or strikes or Public Security Presence, the situation is certainly turbulent, but not entirely chaotic. However, there have been some defections within Public Security as some units have looked to provide support and security for Democratic Opposition rallies. Of course, this has only increased pressure on both sides as the People's Commisar of Revolutionary Defense, comrade Tsultrim has confirmed that the possibility of martial law in Bajoum is not out of the question should the Custodian request it. And it's likely that the Custodian will request it if Bajoum follows Lenakha.

It would seem that the hopes of Bajoum following Lenakha in resisting the Central government has fallen through as the Bajoum Local Committee late last night voted narrowly to enact the curfew, which saw all Local Committee members aligned with the Democratic Opposition walk out. As such, the Bajoum Public Security has been ordered to enact the curfew, with those refusing being placed on suspended leave and replaced. For all intents and purposes, order is being restored in Bajoum. 

The Custodian has welcomed this as a victory against the forces of radicalism and revisionism, and while the chances of marital law in Bajoum have dropped significantly, it's clear that the Custodian is looking to set a precedent and enforce a national curfew to limit the Democratic Opposition, and ensure stability returns to the country. But with the Supreme Revolutionary Court set to make a ruling next month on the legality of the NDA, it remains to be seen if PAX will be reopened or not. But if it is, the Socialist Unity Party certainly stands to gain. 

Whatever the case, defections in Public Security has largely declined in Bajoum, but the Democratic Opposition remains steadfast in opposing the Custodian, and most especially remains vocal, enthusiastic and ready for whatever may come. As both sides place their bets in the Supreme Revolutionary Court, it'll be a make or break in getting past the proverbial stalemate. Regarding the possibility of a crackdown, it's not out of the question as a handful of strikes have already been broken up, peacefully and rather violently. So it's not out of the question for the Custodian to pursue a more aggressive form of enforcing stability if the NDA ruling goes in his favour.

Supreme Revolutionary Court rules against NDA but admits "concerns for stability"; SRC to mandate the reconvening of PAX before the end of Summer.

The month that everyone has been waiting for. April. The Supreme Revolutionary Court has looked at the arguments, for and against, regarding the usage of the New Democracy Act and whether it's usage is held in legal precedent or not. This week, the Supreme Revolutionary Court ruled against the New Democracy Act, and most partially against the Custodian. Citing that the NDA is explicit in requiring the approval of the Custodian, the People's Commisar of Revolutionary Defense and the Premier, there is no sufficient evidence to conclude that the current legally recognized Premier, Drakpa (who remains missing to this day) ever consented to the authorization of the New Democracy Act. Alongside this, the NDA is explicit in empowering the CPX as a temporary vanguard party during times of crisis, if the NDA is invoked and evidently, the current National Unity Cabinet is barren of any CPX members (despite an attempt to argue that the Socialist Unity Party does hold former CPX members, the court rejected the argument as those members no longer hold Communist membership). And finally, the Court decisively concluded that Dramuktsang holding both Premiership and Custodianship is unconstitutional outright.

However, the Court has admitted that despite the unconstitutional usage of the NDA, it has conceded ground to the Custodian on the grounds of "concern for stability", citing that the ongoing dissent across the country makes an immediate restoration of PAX impossible, but PAX is expected to be reopened and reconvene after the summer ends, and that due to instability, the Custodian will remain in office until the situation "allows proper procedure to properly designate a legal successor". 

So, what does this mean? It isn't a clear win for the Democratic Opposition, as Dramuktsang is still in office and will likely remain for the foreseeable future, but equally, the Court also said that the Custodian is essentially acting in an illegal, unconstitutional way. However, there are concerns on both sides over whether this ruling was actually fair, as many have accused the SRC of having been influenced by foreign events and actors, or even by domestic actors. There also is the worry of more instability once PAX reconvenes, or if Dramuktsang will accept the courts decision. All it requires is the Socialist Unity Party securing a majority in the reconvened PAX to sideline the Democratic Opposition. Assuming Dramuktsang even obeys the courts decision. There's always the possibility of him rejecting the decision, and illegally staying in power. The Custodian has given no comment on the ruling, ominously enough.

Custodian locks down Metz-Leonid; XDA (reluctantly) hold down the city.

When the Custodian remained silent on the Supreme Revolutionary Courts decision to partially rule against the NDA, many expected that the Custodian will simply give up in disgrace and silence. This week however, those expectations have dissolved as despite legal authority being gone, it seems that the Custodian holds some influence left and with the help of the Peoples Commissar of Revolutionary Defense, Tsultrim, a handful of "loyal" XDA units have been deployed to lock down Metz-Leonid, both to prevent PAX from reopening, using the argument that Metz-Leonid is unstable and thus, any reconvening and reopening of PAX would be ill-advised.

Of course, with the SRCs ruling, most courts have dismissed the argument from the Custodian, and most of the XDA has ignored the order to reinforce Metz-Leonid (this however, hasn't stopped many officers from resigning due to, whether they wanted to or not, being a component in allowing the Custodian to hang onto power further). For all intents and purposes, whatever legally remains of the Custodian government is simply there to keep basic government functions afloat until PAX reopens. But the loyalists to the Custodian have held up in Metz-Leonid, determined to try to wait things out and hope for the best.

Politically however, the Socialist Unity Party (and the assorted parties under its wing) have continued to endorse the Custodian, only bleeding a handful of supporters. However, the internal contradictions of the Socialist Unity Party are slowly emerging and if the Custodian can't keep control of the government, how will he keep the SUP united? Whatever the case, with Metz-Leonid locked down, it's now a waiting game. PAX will be reopened, but whether it's under a fair banner or not depends on how long the capital is locked down.
