Battle of Cise; CG lines implode as forced are diverted to Cise en masse

It would seem that the walls have begun to close in on the CG as the Battle of Cise has begun. Despite the CG having considerable swaths of territory, the Cise Offensive has seen CG forces diverted to the capital city in an effort to prevent a loss of institutional buildings. As such, fighting has begun in the city with CG forces fighting partisans and UUF forces.

With the city being turned into a warzone, it's clear that a Utari Led government is sure to come about. And as such, many questions have been raised about where the UUF will go. Will it go in the direction of restoring democracy and empowering the Mosriak Democratic Party? Or will it go to the left and empower the Communist Party of Utari Mosir? Or will the Party for the National Revolution and the Pan-Gaoic National People's Party lead the nation away from isolationism? It's anyone's guess and many expect a post war conference as the possibility of the CG government prevailing is becoming incredibly slim.

Whenever the nation goes next, rebuilding will need to occur as most of the nation is in shambles. Both from economic decline and the civil war. However, many expect ideological tensions to flare up soon now that the Hulstrians are no longer acting as a unified opponent.

Victory at Cise; CG forces surrender as the UUF prepares a convention for the future.

The Utari Civil War has come to an end. Cise has fallen to the UUF, and the National Salvation Council has announced the full surrender of the Mosriak Democratic Republic. As such, the UUF has prevailed and a provisional government has been established (aptly named the Provisional State of Utari Mosir).

With the civil war over, the United Utari Front has looked to form a convention in Emori to determine the future of Utari Mosir. As such, this convention will determine whether Utari Mosir embraces liberal democratic ideals, communism or anything else is on the table, but the convention will make it clear. Utari Mosir is undeniably free. Covering the status of the economy, democratization, internal affairs and others, the convention will mold Utari Mosir into a new direction.

As the Provisional Assembly begins debating the future, Utari Mosir will need to define itself now. For most of its history, it has been defined as a nation troubled with the past, and rife with Hulstrian influence. But now? Now it is free to chart it's own course. However it's clear that cracks are emerging in the UUF as political differences come to prominence. 

As Utari Mosir will begin rebuilding and healing itself, it is indisputably free for the first time in a long time. Where the nation goes now, is anyone's guess. But with all the damage, ruined land, death and the rigours debating that is to occur next, it doesn't matter for Utari Mosir is free. Utari Mosir can begin rebuilding and looking forward to prosperity.

Chaos in Cise; Convention couped as communists and liberals are blamed for high level assassination.

Higa Shinji is confirmed to have been killed. Details are rather sparse at the moment, but all signs have pointed towards the Communist Party of Utari Mosir being responsible. Higa Shinji was a rising star in Utari Mosir and many expected him to have a major role in this new Utari Mosir. Unfortunately with his death, any chance of that has come to an end. Kirishima Kuniyoshi, Shinji's protege has effectively launched a coup, pinning the blame on not just the communists but also the Mosriak Democratic Party. As such, both groups have come under immense pressure as arrests begin en masse on the MDP and CPUM.

While the communists have turned to rural guerilla fighting, it's clear that they are unlikely to be major threat as Kuniyoshi has announced that the convention will be ended, and the Provisional State will be dissolved. In its place, the Free Republic of Utari Mosir will be established, led by a joint coalition of the PNR and the PGNPP. Due to the communist insurgency and the liberal threat, a state of emergency will be declared indefinitely. The National Assembly has been formed and will govern as Kuniyoshi is declared President. 

Despite this, the so called "National Revolution" has seen Shinji become a martyr for a nationalistic free Utari Mosir. With opposition loyal, or outright targeted, it seems the that the Party for the National Revolution has established itself as the sole rulers of Utari Mosir. While the communist insurgency will need to be dealt with, it's evident that the new authority in Cise will be here to stay. Whether it can live up to its promises of rebuilding and bringing prosperity however is yet to be seen.

Beginning reconstruction of Utari Mosir; Healing from the civil war

With the National Revolution securing the future of Utari Mosir, we must heal our broken and shattered nation. While communist extremists look to wage war and deny peace to the people, the newly established Republic has looked to bring about a new direction. Immediately, efforts have begun at rebuilding infrastructure, housing and services buildings across the country. These efforts will be vital to rebuilding Utari Mosir.

To accelerate the reconstruction of the nation, the Utari Civilian Corps have been established, looking to provide jobs for the jobless and eager hands for rebuilding our damaged nation. This will provide relief for reconstruction workers who will no doubt need help in rebuilding Utari Mosir.

Alongside this, the transition off the war economy. While the economy will remain largely directed by the state at the national level, private interests will be tolerated at local levels. But moving away from the provisional war economy will be vital to the economic reconstruction of Utari Mosir, and build a better future.

The Birth of a New Republic; Rebuilding Utari Mosir and safeguarding the future.

With the declaration of a new Republic, and the purging of communists and liberals, President Kuniyoshi has set forth to build a National Utari Mosir, free of foreign influence. As such, a new flag has been created, and approved by the National Assembly that will truly represent a free Utari Mosir. The previous flag is to be treated as invalid and null, and replacements will be at the ready. 

Alongside this, the National Assembly has passed the National Security Act, formally outlawing the organization of left wing movements and political parties. Alongside this, any party deemed to be, "supported by foreign actors" (such as the now banned Mosriak Democratic Party due to its envy of the West) are also to be persecuted. This leaves the Party for the National Revolution and the Pan-Gaoic National People's Party in the National Assembly. Alongside this, any media outlet deemed to have espoused communist or western sympathies are subject to be banned in totality. 

In any case, efforts have begun en masse to rebuild Utari Mosir and heal from the National Revolution's scars. The Utari Civil Corps will be mobilized to continue reconstruction efforts. As the focus is on rebuilding existing infrastructure, economic development will be needed to rebuild the nation, and provide wealth and prosperity for Utari Mosir.

Rebuilding the economic infrastructure for Utari Mosir; Support for aquaculture begins.

As the UCC continues work on rebuilding the damages of the National Revolution, we must look to fixing the economic situation that has afflicted the nation for so long. As it stands, the economy is in ruins. The civil war certainly didn't help out and Utari Mosir is in a difficult spot. As such, efforts will need to be taken to remedy the situation. As reconstruction continues on, the economic situation remains the biggest concern. The more dirigsme direction of the economy will however allow for the state to control which resources to where and still allow for local private development. But the best way to resolve an economic crisis? Boost productivity.

Money is needed. Obviously. And current reserved for natural resources are not enough to be sold on a global scale. So what's the next best solution? Turn towards agriculture. Or in this case, aquaculture. Fisheries and basic farming (to the level that the Utari climate will allow). This will allow for a basic entry into the global market, and allow for money to be produced for the state to funnel towards other means of economic development. Plus it will provide basic jobs which raises productivity. Of course, the natural resources in Utari Mosir must be exploited, for at the very least, it is more jobs available and more productivity. 

So what will the state do? Begin efforts to develop fisheries en masse on coastal oblasts. At the very least, this will allow for jobs to be provided by the state that isn't in rebuilding and allow for a long term civilian economy. This will get people into the workforce, and allow for basic economic development of coastal oblasts. For oblasts more inland however, agricultural efforts and exploitation of natural resources will be needed to provide jobs until domestic manufacturing can be tangible.

Supporting fisheries across the coast; Rebuilding an economy.

The Utari economy is in a rather difficult spot. While fisheries have been constructed across the coast, benefiting coastal oblasts, the state is in need of money and productivity. As such, these fisheries are going to be vital in providing the state funds for economic recovery. To accomplish that, the state will provide subsidies and support for these fisheries to provide stable jobs and income for many Utari in coastal oblasts. 

The goal will be to not only provide stable jobs, but ensure that Utari Mosir has some source of income in the global market. Being able to have a source of income for the state will help in rebuilding the economy and exploiting other natural resources. However, oblasts more inland will still need support as fisheries are obviously.. useless.. inland. But for now, ensuring that inland oblasts can be developed, we must secure funding and these fisheries will at least allow for income to be provided, whether it be to other nations in the Sea of Carina, or the global market.

In any case, efforts for an economic revival have begun, slow as they may be. Despite the unideal circumstances, economic revival is vital for the prosperity of Utari Mosir.

Beginning of the New Economic Policy; Rebuilding the economy of Utari Mosir, one step at a time.

The National Revolution has cost the economy alot. Before the National Revolution, the economy was crumbling and now it's in a black hole. Fortunately aid has been provided quickly, with a basic public works program and basic established of state jobs (via fisheries). However, that is not enough to stop the bleeding. As such, President Kuniyoshi has announced the New Economic Policy (NEP), which will guide and lead Utari Mosir towards economic recovery in a timely manner.

The NEP will provide jobs, economic security, and revive the economy. Not only will the economy rely on agriculture, but it will pave the way for funds to be funneled towards the state and exploitation of natural resources. The NEP has 3 major phases.

Phase 1;
As basic support for fisheries has been established which are state owned and providing jobs for coastal oblasts, this has been a basic bandaid on the gaping would that is the economy. But it is a good first step. Phase 1 of the NEP will call for moves to provide basic economic functions, continue creating jobs on a mass scale and ensure that these jobs are stable.

As such, state corporations will need to be created to run these fisheries and eventually other agricultural goods. Despite the harsh climate, there is enough arable land to provide something. Whether it be cash crops (questionable) or cash animals. Anything that can contribute to the agricultural sector and provide economic relief for inland oblasts.

Alongside this, the UCC will be put to more work, as while the nation is sufficiently rebuilt, infrastructure is vital to the economy and the UCC can be put towards building highways, roads, railroads and other infrastructure initiatives such as housing or what not. 

Alongside this as well, domestic production. Fisheries and the UCC can only go so far in providing jobs. This is where the natural resources of Utari Mosir come in. One of our key natural resources yet to be explored is uranium, copper and iron. These are in relatively low reserves (save for uranium which is at moderate reserves), but will be vital to providing jobs and rebuilding the economy. Start up factories, look outwards to the globe for help in this endeavor and provide jobs and growth for the nation. Alongside this, efforts can be made on exploitation of our diamond reserved, which while limited will be certainly valuable to the more royal elements of the globe.

By this point, Phase 1 should have successfully stabilized the economy and provided a starting point for the economy. This is where phase 2 comes in. Transforming Utari Mosir from an agrarian society into an industrialized nation that is capable of economic growth in a major level. Adhering to the Dirigiste economic model, the state will take a major role in sponsoring industrialization in key industries, such as a state owned steel industry. This can allow not only for better jobs, but domestic construction and even shipbuilding for the Sea of Carina.

By this point, we can move onto the exploitation of our most valuable resource, REMs. The state can take, and should take a key role supporting the exploitation of REMs and work towards the establishment of processing plants. This can pave the way for refined goods on the global market, and even allow for domestic development of batteries, wind turbines and other goods. This can also pave the way for uranium reserved to be put towards nuclear power and reduce reliance on foreign exports for power.

At this point, a proper trade policy can be established, focusing on a selective protectionist outlook, with a focus on exports on key industries such as our uranium, refined minerals, electronics and fish. To ensure local industries can stand a chance at competing with the global market, subsidies will ideally be provided and tariffs can be selectively applied to where they are needed to protect the domestic economy. Alongside this, infrastructure efforts will be invaluable to housing more workers for these new jobs and ensure adequate transportation across the country.

The final phase, Phase 3 will see radical developments for Utari Mosir. First and foremost, the NEP is expected to take years. Each phase will take 5 years at the very least, and 15 at the most. Phase 3 will ideally be ready to occur once Utari Mosir is sufficiently industrialized and wealthy. The objective here will be to transition away from a reliance on raw materials, invest in better technology and transition to a service economy. This will ideally see Utari Mosir transition from an industrial economy to an economy led by the technology and financial industries. Due to how far this phase currently is, the NEP is focusing on the first 2 phases for the time being.

Overall, the NEP will help the Utari Economy immensely and allow for the state to maintain key control over vital industries and allow for private interests to take the wheel in less vital industries. The NEP will take time, but it will lead Utari Mosir to new heights and guide the National Revolution to the forefront of Dovani economics, countering the influence of communist economics and laissez-faire economics. This will not be an easy path forward, but it is necessary for Utari Mosir.

Creation of SOEs as efforts are made to provide support for the fisheries; The NEP begins.

Stage 1 of Phase 1 of the NEP calls for stronger support for the fisheries to drum up money for the state (which can later be provided to support inland oblasts). As such, the creation of State Operated Enterprises (SOEs) will be vital to the economy and as such, the creation of the Utari State Fishery Corporation (USFC), which will be responsible for the management and production of seafood and all assorted goods. It will maintain the current approach of providing jobs, and providing a source of state income.

This will help ensure a smoother transition to basic stability for coastal oblasts and pave the way for future reference as SOEs will be invaluable to an economic recovery. For now however, the goal is getting jobs rolled out and goods available to the population. In this case, the goods able to be provided are seafood. This will give coastal oblasts basic economic stability as jobs are available (which leads to productivity and a basic spending ability for citizens) and give inland oblasts something to purchase domestically. 

While it's clear that more efforts will be needed, such as supporting inland agriculture, the first stage of NEP Phase 1 will be vital to ensure economic stabilization. If the economy is kept in a chaotic way, there is no way any other portion of the NEP can be adopted. Basic economic stabilization will also allow for basic economic development to return to coastal oblasts. In any case, the road to economic recovery will be long, but SOEs will be vital to the NEP and restoring the Utari economy. For now, Stage one of NEP Phase 1 will be the focus as this will see the establishment of a basic agriculture sector. The next steps will see support for infrastructure and ore mining respectively.

Supporting the agriculture sector; Investments into dairy and meat to provide jobs for inland oblasts.

The second aspect of Phase 1 has called for cash crops to be supported. That's.. easier said that done. Especially in a country like ours. As such, the next best alternative without deviating from the NEP is looking to cash animals. And what better animal is there than cows? Their leather is viable, their meat is helpful for a beef industry and of course, milk! 

As such, efforts will begin at earnest to support cow farms, with a focus on leather production, dairy production and beef production. All operated under a State Operated Enterprise, chiefly the Utari State Agriculture Corporation (USAC). It'll provide state jobs for inland oblasts and ensure quality goods produced for cities and jobs for rural communities. This will help in providing economic relief for oblasts that desperately need it and stabilize the national economy, setting up the nation for a decent agriculture industry.

Alongside the production of these goods, processing will be vital. Processing of the meat, leather and dairy will allow for a more wide array of goods to be available to the global market, all produced from Utari Mosir. This will give more funds to the state and allow for economic diversification, especially with the mining industry which is currently.. depressingly lackluster to say the least. However, the state will cooperate with local private individuals in establishing s diverse effort at processing, to ensure that while the state has a dominant role in the economy, private interests can still have a say in less important aspects of the economy.
