How much bureaucracy is too much?

Kirlawa is bureaucratic hell for the average person. For ever single little change I want to make about my life I have to fill out next to a dozen forms to be sent off to nine different technocrats, with a high chance I'll have to start over with extra should one of them deny it. This isn't even an exaggeration, this is what happened to me when I wanted to build a shed in my back garden three months back, but I can't because the land that is supposedly mine is not truly mine to use. That's the problem with Kirlawa's system, the state controls all economic resources, and such control grants bureaucrats discretionary power over our lives. Nothing is sacred to far off bureaucrats more concerned with regulations, schedules, quotas and procedures, especially not how us nobodies live our lives. They're also taking advantage of this power to assists their friends with favours, or to take bribes that us regular people can't pay. 

How much is enough? How much longer can we be reduced to numbers on a spreadsheet while our lives are planned?

When will it end?
