Sejm approves referendum on Head of State

One year into her first term, Zuzanna Kosowska will face a deep Constitutional reform

In a historic vote held this week, the Valruzian Sejm has approved the convocation of a national referendum on the future of the Head of State system. The initiative, spearheaded by Chancellor Zuzanna Kosowska, comes almost a year after she reopened the long-dormant debate first started by former President Karolina Pietrzyk over Valruzia’s presidential system framework.

With 421 votes in favor and 180 against (Forward Valruzia and Valruzian Alliance), the measure cleared the two-thirds supermajority threshold required for constitutional referendums, marking the most significant political development since the adoption of the Republican constitution, and will now become the first amendment to Nowik's mandate.

The referendum, scheduled for January 5659 as mandated by the Constitution, will employ a ranked-choice voting system, allowing citizens to rank their preferences among the five proposed models for the future Head of State that have been approved by the Sejm, following a consensus among the different parliamentary groups that have voted in favor:

Option 1: Status Quo – maintaining the current system of a directly elected President as Head of State.
Option 2: Elective Monarchy – the creation of a monarch chosen by a college of electors, to serve for life and afterwards, with a new monarch being elected.
Option 3: Collective Leadership of the Marshalls – a federal model where the five voivodeship Marshalls collectively act as the ceremonial head of state.
Option 4: Rotating Presidency among the Marshalls – a rotating Head of State role among the voivodeships, where each region's Marshall serving as President for a fixed term of 2 years.
Option 5: Hereditary Monarchy – the establishment of a permanent royal house with dynastic succession.

Among this five options, the voters will now be able to choose through a RCV. The ranked-choice system will ensure that the option with the broadest consensus emerges as the winner, even if it is not the first choice of the majority, thereby avoiding polarization outcomes or critics to whether the winning choice did not get a broad consensus. Voters will be able to rank up to five preferences, and rounds of counting will eliminate the least popular choices until one proposal obtains a majority of preferences.

Chancellor Kosowska has called the vote "a necessary step" in her speech to the Sejm.

"Valruzia is mature enough to decide what kind of symbolic leadership it wants for the decades ahead. We owe this question to the people. A question that was not asked when we gave ourselves our Constitution, and that we can now ask about".

The referendum is not binding per se as per Constitution, but its result will carry significant moral and political weight and should one option win decisively, the Sejm is expected to present a full constitutional amendment reflecting the result within the legislative period.

The vote in the Sejm reflected a broad but politically divisive consensus, with Sovereign Valruzia, Dignity and Progress, the PPS and the KPW voting in favor, while both conservative parties Forward Valruzia and Valruzian Alliance voting against, citing concerns over the inclusion of "illegitimate power-grabbing options", as two of the five voivodeships are currently in the hands of Sovereign Valruzia and one other in the hands of the KPW. The Communist Party praised the ranked-choice format and reiterated its opposition to any monarchical alternatives, stating that "Valruzia is, and must remain, a republic guided by the will of the people.", and option echoed by the proponents of the ranked choice voting, the PPS. Dignity and Progress celebrated the approval as a "democratic milestone" and called for "a calm and deliberative campaign where no idea is demonized".

In the coming months, the government will launch an official civic education campaign to explain each model in detail. Debates, regional forums, and academic panels are expected to be held throughout the country to engage voters. For Chancellor Kosowska, the referendum may represent the first stone of her legacy as she aims to define herself far from Nowik's shadow.
