Kalistani Two-Tone Band Kalibeat set to tour Kizenia;  Lead Singer Selection reportedly "thrilled"

Even as the "Freedom Bill" in New Endralon was failing due to lack of yes votes, various reggae and ska artists in Kalistan began ramping up a full tour of the country.  The revue, headlined by the Kalistani Two Tone sextet "KaliBeat" were generally excited to Tour the country.  The Kalistani artists hope to lend support to the growing reggae scene in New Endralon/Kizenia.

Lawrence Paul caught up with the Lead singer of Kalibeat, Selection, to discuss the tour.

Quote:(IZQUIERDA reporter Lawrence Paul)- Selection.  You are at the top of your genre here in Kalistan at the moment.  Why a tour, right now of the Confederation?

S(election):  Now is a great time to head north.  They're just finishing up the Treaty [the Anantanese Ocean Pact], and its a great time.  Yeah, we're going to have a blast and it is so nice, you know, to see some folks up there, starting their scene back up again.  We're going up in support of the scene, because, you know, its all about the love.  We gotta give back.

LP:  Can you talk a bit about the bands who are on the tour?

S:  Right,  right...  You know Kalibeat will be on the tour, and who else.  Oh.  Dub Specialist.  Eh...  Dubstlyee will be up there.  They're the Bomb..  who else...  Howie Dreft and the Trutones. The Sulari Steady Seven.  The Imaginations.  We got...  man, can you believe this?  We got Bob Nation Maxwell and his band.  Oh man, we got everyone.  We have the new guy Montarget,  That's one Heavy Hitter.  And we got the Mad Brains, who are usually a hardcore band, but they are going up with a full reggae set...  Man...  its going to be a boss tour.

LP:  How many dates does the tour have nailed down?

S:  Right.  So...  what we are going to do is we are going to be playing like all over the country, but the thing is, we are all going to open up for the bands in the Commonwealth.  Since we're supporting their shows, we ain't taking any money for it.  But see, we live pretty fat already down here, its like, you know, for the good.  So, here's how we asked the promoters to set it all up.  We're going to open these shows in venues all across the Commonwealth, but there will be like two of our bands and two of their bands per show.  And we'll open for them, and that way, we'll play a lot but also have a lot of time off so we don't burn out or nothing.  You know.  That way, we can really do a number and put in work in support of the scene.

LP:  And ODEN is helping to sponsor the tour.

S:  Yeah, ODEN.    ODEN in Vrassa is covering plane fare, ODEN in Ananto is covering hotels, ODEN in Suldanor is covering supplies and everything.  Yeah, so we're also kind of good will ambassadors to the Herb Hosians up there.  Should be pretty cool...

LP:  You are aware, of course that the Worker Party sponsored "Freedom Bill" will likely fail.  Marijuana will still be illegal in Kizenia when you all get there.

S:  Yeah.  But man, that's a bummer for the folks there.  Maybe if more people get into the music, maybe their minds will change.  But anyway, this is more about the music than the herbs anyway.  For us anyway.

LP:  Will there be any of the National Product available at the shows?

S:  Yeah, we're totally going to follow the law.  Yeah...  totally follow the law.  So I suppose the only thing we'll have is what our Comrades bring in...  Maybe Mary will make an appearance on stage...  Who knows...  But it would be righteous.  You can bet the Kalistanis anyway won't be shy about promoting it.  I mean...  hell man, you know ODEN gets their weed in there anyway...  But I mean-  we're just talking about it anyway.  We'll just put it down like this.  Like, how can you have a good show without some, ahem,  herbal enhancements?  I don't think I have ever played sober, so playing in a prohibited nation will be a new one for me.

LP:  Are you sober now?

S:  (laughs)  As a Kalistani Judge! 

LP:  Me too...  As a Judge.

S:  Little Bit?

LP:  Little bit.  Anyway... I hope you will give us a full review of the tour when you get back.

S:  Sweetie, I will talk with you anytime.  But you know, you can come up with us if you want.

LP:  My editors won't let me go.

S:  Well, I won't lose your number, Daddyo...  Cool?

LP:  Cool.

Kalistan to Hold Military Drills in Kalistan and in Anantanese Ocean

Over the next 6 months, Kalistan will be holding military drills within the National Borders and adjacent oceans of Kalistan.  As per treaty requirements, official notice will be made to Kalistan's neighbors about the scope of the drills, but an overview of the drills is presented here.  Kalistan's defense Minister, Militia Cpl Gina White issued the following statement.

Quote:"The Standing Forces of Kalistan, supported by the Revolutionary Socialist Militia of Kalistan, will be conducting land and naval drills beginning in June and lasting through December of this Year.  These drills are routine maneuvers, and will not approach the borders with our neighbors.  All drills will occur in Odufaray District and in the Odufart Sea between Odufray and Ananto.  These drills will focus on coordination between regular and irregular military maneuver and techniques.  The militia will handle all indirect fire on land, while the Regular forces will focus on mechanized cav and maneuver.  At sea, Militia forces will focus on fastboat pack techniques, while the Regular Navy will focus primarily on air supremacy over the Sea.

"As per our treaty agreements, Kalistan invites Baltusia and New Endralon to send contingents and observers to our war games.  If a contingent is sent, we ask them to ensure that they coordinate with the Defense Ministry to ensure that the contingent can fit in with the overall strategic aims of the drills.  All observers will be welcomed."

Kalistani Defense Minister Cpl Gina White announced that the Anantanese Ocean Pact drills held in Odufaray and the Odufart Sea for the second half of 4111 were now complete.  "The Drills were successful.  Over the six months, we expended more than one million rounds of ordinance over more than two dozen training areas in the District.  We coordinated elements of three National militaries and two Paramilitary organizations.  And our troops built bonds with one another which will last a life time.  The training was certainly hard.  We expected a lot from our forces, and the war games really pushed these men and women to their limit, but the ultimate goal was served-  I believe we effectively demonstrated Kalistani military doctrine to our neighbors, and learned a lot from Baltusia and the Commonwealth in return."

The Land wargames, which were the main focus of the six month combined Drill, included modern siege tactics which involved chasing an enemy from the field and into a mockup city which was simulated at the Normalcy Training Base.  This simulation also included training in close combat and MOUT clearing and securing tactics. Troops familiarized themselves with various crew served weaponry, and employed them in maneuver training.  Through many of the exercises, the speed of maneuver was excessively quick, as Allied units practiced the leapfrog tactic which utilizes a highly unorthodox tactic of moving Artillery forward of its normal position and softening targets AS infantry are moving onto the firing range.  As infantry approaches to within 500 m of the targets, the artillery falls silent, and advances to begin fire missions on targets to the rear and on the flanks of the front line, essentially isolating the main defensive force from potential reinforcements and flanking maneuver.  Modern cryptocomm make such close coordination, which was previously extremely difficult, finally possible, and the lightning tactic which involved mobilizing artillery is seen as an innovation in ground assault tactics.  Airpower was not generally on display during these drills, and so the Kalistani, Baltusian and Commonwealth units, supported by RSMoK Artillery and Baltusian special forces, both fore and aft the main forces demonstrated what could be accomplished in countries with few air assets.

Other drills in Odufaray included responding to disasters, both man-made and natural.  The city of Bowendorf, in Borkistan, was the site of a major chemical weapons drill.  Said Donald Hewitt, Mayor of Bowendorf, "It was great-  quite fun actually.  Most of the companies gave the people a paid day off to go and participate in the drill, and play the roles of the people who had been hit by chemical weapons.  Just because we don't have them in Kalistan doesn't mean that other nations don't.  So we should be prepared..."  Minister White added, "The people of Bowendorf were incredibly patient in working with the drills, and our medical station didn't disrupt the town at all.  It was a real treat to be able to coordinate with civilian authorities in getting this training."

The Sea Drills, which were apparently not without controversy dealt primarily with giving the Partisan LAFA packs some practice.  The Kalistani Navy, which carries much of the security burden in the Anantanese Ocean, began the drills as targets of Militia raids.  Kalistan's LAFA forces provide significant sting to the Regular Navy's spear in that they are far more mobile and can quickly swarm enemy ships, board them and put an assault force aboard the ship in some small time, which the main guns of the larger ships have a difficult time addressing adequately.  "We know the packs do well in war,"  Minister White said, "but they get so rare an opportunity to serve in marine capacities because the militia is really only active during wars, and then the Party is still required to maintain and train the forces during peacetime.  This is the first time that the Kalistani Navy has agreed to let our Marines take over their ships, and it was a real blast for the Militia and I think for the Regulars."  The second part of the drills focused on defensive tactics for the Regular Navy, with the LAFAs in support.  A fictional adversary known as "Indrunia" was portrayed by a squadron of regular forces, while those playing Kalistan forces attempted to outmaneuver the invaders.  Once the initial round was completed, the roles were switched and offense became defense.

Discuss comments by Commonwealth Justice Minister Lucian Petrescu


As to the above mentioned controversy with the Commonwealth's Justice Minister and Leader of the Hosian Democratic Union, Minister White was asked for her opinion.  "Look-  I am not a politician.  I am a simple partisan, and have been one my entire adult life.  If the Kizenian Justice Minister wants to comment on the drills, I suppose he is free to do so.  Calling our government a sham one Party system displays a real ignorance about what Kalistan is and does, but you know-  that's totally his opinion."  When told that the Kalistani Ambassador to New Endralon and Kizenia was quite incensed about the tiff, Cpl White responded,
Quote:"I imagine he would be, but if it were me, I would let it roll off my back.  I know what Kalistan is capable of, and I know we are at peace with their country.  They sent us a unit who is really showcasing some ingenuity and flexibility here on the field.  I think we are much stronger together.  But, we have satisfied our obligations in informing the Government, and their Defense Minister was thrilled to be a part of the drills.  So at the end of the day, naval drills in the Anantanese Ocean really shouldn't be of that great a concern to the Justice Minister.  I don't think this little spat will do much to dampen the new relations we have with our neighbor to the north, and it is more likely that New Endralon will realize the benefits of having a highly trained and capable navy watching over the sea, should nations further to the South of us ever decide that they need to restore some of their old influence in Keris and Northern Dovani."

Overall the six month drill was seen as both incredibly important, as well as quite enjoyable for all involved.  One Baltusian Partisan who came north for the drills told The Republic, "My goodness, we have done it all and seen it all.  And the Kalistanis were incredibly receptive to our suggestions.  Our Staff Sergeant was actually put in command of an all Kalistani Battery, just so we could show the difference between Baltusian tactics and Kalistani Tactics.  In another case, I served in a mixed company of Baltusians, Commonwealth forces and Kalistani Partisans.  It was really an education, for sure, and I hope we can do it again, definitely." 

On the day before the formal striking of the bivouac, Minister White Addressed the combined forces assembled in Odufaray:  "You all have accomplished something quite special here." she said in Luthori, with a translation into Kizenian immediately following her.  "We have organized the militaries of three nations, and Partisan forces from two of those three.  With the Naval units, this represents six total forces drilling over several hundred thousands of square miles for six months.  And I am proud to report, not one incident of friendly fire, not one fatal accident, and not one single report of mistreatment of any civilians.  We have all worked really hard for this distinction, and I will be authorizing a campaign ribbon for all Kalistani Participants, and will make an official request to the Governments of Baltusia and the Commonwealth for joint recognition.  Congratulations on a successful drill."  The Minister asked the various unit commanders to offer their troops liberty, and two tankers full of Kalistani Beer were trucked in for the consumption of anyone who wanted it that evening.

ODEN reports increases in Production

The Director of ODEN-Kalistan, Juan Magelleno, expressed enthusiasm for the prospects of 4113's harvest. 
Quote:"We now have more acres under cultivation across Kalistan than we have had in 50 years.  When ODEN II hit, and much of the process was privatized, ODEN's share of the production fell through the floor as Private distributors rushed to take advantage of liberalization.  But it soon became apparent that the one advantage we had was quality.  We could always outcompete the private distributors on quality, and so now, after rebuilding over the last half century, ODEN production is back and we are stronger than ever."

Magelleno made the announcement from the famed Dah Delta in Ananto, which produces the vast majority of Terra's licit high grade marijuana, as well as several other precursor crops used by ODEN-affiliated laboratories.  He was touring the cannabis plantation this month to announce that ODEN's production and distribution would be record-breaking.  "We are on track to make the year 4113 the best year ever for ODEN sales.  Working together with Gaduridos, ODEN is now beating the levels we were at when ODEN II replaced the original cartel back in 4056.  It is safe to say, that legally or not, the world is awash in ODEN product, and we certainly welcome the developments.  We want to strengthen our ties with ODEN-Gaduridos, and plan our distribution explicitly."

ODEN-associated products account for much of Kalistan's external trade, and is one of the primary motivations for Kalistan to engage in bilateral and multilateral free trade discussions.  As Kalistan's role in the world increases, ODEN sales are expected to increase correspondingly.  This will naturally provide an economic benefit to all signatory nations of the ODEN treaty, and will be a boon for local and independent producers who wish to sell their good through ODEN marts and channels.  The Director, whose term is scheduled to end in 10 years, aims to give ODEN a boost internationally over his tenure, and encourage more nations to join the Cartel.

ODEN Director Juan Magelleno was on hand at a press conference staged at LK-SLC HQ in Kaliburg this week.  There he discussed troubling reports that well-respected Freedom Front Leader, Csatar Attila, was in danger of losing immunity against prosecution for so-called "drug crimes."  The ODEN Chief issued a statement which is sure to cause a rift in the recently strengthened relations between Kalistan and New Endralon/Kizenia:

Quote:"Ladies and Gentlemen of the Press.  We greet you today.

"The Freedom Front were a dastardly rightist Political Organization, however they wanted to portray themselves.  Under normal circumstances, they and the Socialist and Labour Caucus of Left Kalistan would see eye to eye on very little.  But political ideology aside, what we here in Kalistan are now seeing is a witch hunt.  These charges of drug smuggling are framed in a way designed to provide the maximum penalty for Attila.  And for what?  For selling a weed?  Is there proof?

"We in Kalistan know that it is not just a weed.  This is a cash crop which Attila is accused, unjustly, of smuggling and selling illegally.  We ask the Commonwealth Government then:  Did you see this marijuana?  Did it contain an ODEN stamp?  If so, let's be clear, Kalistan has an interest in that.  We cannot deny that we sell our national product across the face of Terra.  Whether it arrives legally or illicitly, we merely supply the products to sellers.  So I ask-  if it is ODEN marijuana, which is very possible, how can the government possibly be sure as to whether Attila came upon the plants in contravention to laws of the Commonwealth?  Is it at least possible that it was ODEN who originally supplied these crops, legally, in Kalistan, or in Dolgaria, where its use and sale is legal and regulated?  Can you be sure that it was even Attila who purchased the plants?

"The witch hunt that organizations such as the Hosian Democratic Union are on, looking for any trace of a sliver of evidence that Attila is a criminal, have not even been completed before the HDU has moved to strip Mr. Attila of his parliamentary privilege, (in contravention to the Law, as far as we can tell, so much so that they need to make a special exception to the law to prosecute him specifically) his rights as a person, and without any conclusion by a duly appointed legal authority that Mr. Attila has broken the law.  Any proceedings going forward are tainted with the stench of impropriety and failure to adhere to correct procedures which are the basis of procedural justice.  In a word, the persecution of Mr. Atilla are problematic, from root to tip. 

"And I can say one more thing:  Kalistan will be launching an official protest to the Government of New Endralon/Kizenia over this affair.  Do we have Standing?  You bet-  We are interested in the cause of liberty and human decency, and this persecution of one man for doing something which, if it is against the law, stands as a violation of an unjust law and therefore serves as civil disobedience, should not be countenanced by a free government.  We urge the Government of New Endralon and Kizenia to refrain from the prosecution of Mr. Attila and furthermore, make him whole by either completely restoring the property that the Government no doubt stole from him in their immoral raid, or by compensating him for the property if it is too damaged to restore. And finally, We ask that Mr Attila be put at complete liberty and all of these witch trials be ended.

Premier Carrangus speaks candidly about the Commonwealth's threatened Import Tariff

"They've got to be out of their minds!" was how Premier Carrangus initially responded to the excessively punitive proposal put on the table in the Commonwealth Legislature.  "This 20 percent import tax?  Searching our ships?  This violates the terms of the Anantanese Ocean Pact, as well as every other agreement, formal or otherwise, that we have with the Commonwealth.  If they search our ships, they can illegally impound whatever they decide to declare contraband, and that is just another word for high seas piracy.  Clearly, Petrescu is not working in his country's best interest when he proposes bills like this."

The proposal the Premier refers to would put a "special" 20% tariff on Kalistani Goods and services entering New Endralon.  Other proposals from members of the Commonwealth Government include the searching of Kalistani vessels, though the bill itself does not contain such language.  The bill was raised apparently in response to the "discovery" that Kalistan has been exporting, thorough ODEN, various drugs and intoxicants. 
Quote:"Well, ODEN has been around for more than 1600 years.  Its no secret that we sell drugs.  I'm not sure why Petrescu acts shocked to "learn" this."  The Premier acknowledges that drug possession and consumption is illegal in the Commonwealth, "...but as the Justice Minister very well knows, ODEN-Kalistan only sells directly to individuals within Kalistan.  Internationally, our buyers are wholesale distributors.  Those are the people who ultimately sell to clients in New Endralon/Kizenia-  you not find a single ODEN store outside of ODEN countries. 

"The government should be more concerned about the demand side of this equation than the supply side.  If Kizenians stopped buying drugs from Kalistan, it would not hurt our bottom line that much, but if concern for drug importation is really what is driving these harsh reactions from the HDU, then I do not understand how sanctioning Kalistan will put a damper on drug importation.  Users will get their drugs from somewhere.  If not from ODEN, then from the people in other countries who buy it from ODEN and then smuggle it into the Commonwealth.  The difference is, when it comes from ODEN, we can vouch for its purity and chemical content.  When it goes through the black market, we can't.  The users are going to get it one way or another, and so the Government should be focusing on them."

But the Premier hinted that she understood the true cause of the proposed action. 
Quote:"You know, its because Jose [Magelleno, Director of ODEN-Kalistan] spoke out on [Former Freedom Front Leader Csatar] Attila.  They didn't care about ODEN until Magelleno spoke out on behalf of the guy who they unjustly arrested and are stripping of his parliamentary immunity so they can prosecute him.  Once we express an opinion on their domestic affairs, we're slapped with this tariff by this extremely regressive Party of religious fanatics [referring to the HDU]."
 

When asked if this proposal will hurt Kalistani relations with the Commonwealth, Carrangus was more circumspect. 
Quote:"No, our beef is with this Petrescu fellow, not with the people or the government of New Endralon/Kizenia.  If they pass their bill, our law requires us to immediately impose the same terms upon them.  Essentially, everything we import from New Endralon, and the net value is fairly substantial following the Anantanese Ocean Pact, becomes instantly 20% more expensive.  If they impound our ships and our cargo, we issue letters of marque and impound their ships.  In other words, and this is a fact that I hope reaches Petrescu and his buddies: we give them exactly the same deal that they give us.  It requires no special legislation on our part-  we have already passed the law to that end.  Retaliation goes into effect the day their bill passes, and that is something I am sure neither state really wants.

"And our opposition to this business about their arrest of Party Leader Atilla doesn't get resolved one way or another.  Because Magelleno likes to talk."

Kalistan sanctions kick in, trade war looms

Following the passing of Lucian Petrescu's Sanctions against Kalistan bill, a 20% tariff has been imposed on all goods and services being imported from Kalistan. The effects are already being felt on the high street, with big name stores announcing price increases and blaming them on the sanctions. Most dramatically, the supermarket chain Superfoods has announced it will no longer stock the coffee brand Kalikoffee, following a disagreement with the supplier over price increases.

Rasvan Jonker of the Confederation Business Association has warned consumers to "expect more price increases and shortages of certain products and services".

Kalistan is widely expected to retaliate with sanctions of its own, which most economists predict will damage the economies of both nations.

Lucian Petrescu, the political figurehead of the sanctions campaign, was booed by protesters this morning as he came out of the front door of his house in Cetatea Alba. Later in the day, several protesters were arrested for illegally smoking cannabis in Petrescu's garden and trying to cultivate cannabis plants on his lawn.

The Hosian Democratic Union has issued a statement, expressing that the party "empathises with the pain the sanctions are causing" but urging the public "to understand the necessity of fighting this battle to stop our country being flooded with illegal drugs that are wreaking havoc in our communities".

Bjorksdattir named to succeed Carrangus
Details of former Premier's death made public

Following the Election of President Maggie Lancaster, the Socialist and Labour Caucus has named Louise Bjorksdattir, one of the lesser known back Benchers as its new Speaker. Bjorksdattir, a descendant of former Kalistani President Elga Bjorksdattir and scion of the Bjorksdattir political family, now enters National Politics at the head of the Government of Kalistan and is expected to be named Head of Government within the next several months.

Little is known about Bjorksdattir. She, like her ancestor, is a member of the Society of Brethren, and is therefore an advocate of peace. Whether she embraces the old isolationist position of the political Brethren in the SP is unknown. What will be certain, however, is that she will be responsible to send an Ambassador to the World Congress' Security Council, and will preside over a Party which now contains challenges from the Left and Right. It is not clear whether she will be able to carve out a coalition in the center, perhaps with the help of the Liberal Caucus, but what is clear is that Kalistani politics are about to get chaotic once more...

The medical examiner looking into the cause of death of the late Premier of the Republic, Frieda Carrangus has determined that the cause of death was a heart attack induced stroke. In the limited time that the examiner had with the deceased former Premier, a CT scan revealed significant heart damage and areas of the brain which had been significantly deprived of oxygen. The Examiner ruled that a blood clot in the Premier's heart had caused a minor defibrillation in the Premier's heart, which caused the clot to break up. The parts of the clot then traveled to the Premier's Medulla Oblongatta, which controls her autonomous systems. Once lodged there, the clot caused a stroke which shut down the Premier's breathing and heart beat. The Premier likely died very quickly after that.

It is likely that the Premier had been suffering from heart failure for a year or more before the incident.

Thousands turned out at funeral Services for the late Premier. Carrangus was 59 years old.

Toni Curti, Foreign Minister of the Republic replied to New Endralonian Sanctions against Kalistan.
Quote: "We are saddened, but not surprised.  The Government of New Endralon and Kizenia have been bent on provoking Kalistan at sea for more than a year now, and it has finally come to formal sanctions.  We will not take these provocations lightly.  I have asked Minister Bennots-Lee and Minister Freal at Interior and Trade respectively, to completely ignore the Blockade, and ignore any and all illegitimate demands to stop and submit to search by agents of the the New Endralonian Government.  If the imposition is forced, we will have no choice but to begin issuing Letters of Marque to private operators, and to Militia forces to protect Kalistani Shipping on the High Seas.  ODEN has assured me that they have no intention of stopping its exports from Kalistan."

Meanwhile, in accord with Kalistani laws on reciprocal trade, Kizenian imports dropped sharply as the mandatory 20% import tariff took hold.  Especially hard hit were consumer goods like cereals and perishable goods, as well as light manufactured goods, automobiles, tvs and spare parts.  Kalistan for hale to, for example,  Though New Endralon/Kizenia is close to Kalistan, neither economy was fully integrated into the other, and plans for deepening involvement have now been scrapped as a result of the sanctions.  But according to the Foreign Minister nothing is going to change. 

Quote:"If they think they can pressure us, with sanctions, into changing our policies," Curti said to a crowd of 275 producers from Odufaray and Vrassa, "they are sadly mistaken.  Kalistan and the Commonwealth have a free trade treaty and we mean to enforce it.  But we also mean to protect our own exports from unfair sanctions which aim at hobbling our economy.  If they wish to put sanctions on us, of course we must respond.  It is our hope that they will relieve the sanctions soon, but we will not back down from our freedom to sell what we can to whoever wishes to buy them, and as we said-  supply side trade policies do nothing to stem demand.  This is where the Government of New Endralon should focus its efforts instead of punishing its ally."

Government removes sanctions against Kalistan after seeing that it is illegal

In a shocking move the Minister of Foreign Affairs, Corneliu Aguston, has announced in a press conference that the sanctions against Kalistan go against international treaties and agreements and that because of this ''the government can no longer legaly put sanctions on Kalistan, our interpertation is that article 2 of the The Anantanese Ocean Pact, which speaks of Free trade, prohibits any trade barrier, trade tarrif and speaks of favourable trade relations and deals. There for we will not enforce the bill that passed the Assembly, not by choice but because the law dictates it''

The Minister of Foreign Affairs refused to go into further detail regarding the crisis with Kalistan, the Minister has said that he will speak with Kalistani officials to resolve the issue as fast as possible.
