Foreign Minister Williams, recently called a "foul-mouthed dictator" shows a calmer side

The war of words continues between Kalistan and Lourenne, though it seems that Kalistan's government has turned a corner.  Williams was uncharacteristically conciliatory in a recent interview about Lourennaise insults found in their Quotidien.

"We've surpassed the Lourenne Navy on the Sea," Williams declared.  "And we are actually able to mount a credible defense of Kalistan for the first time in hundreds of years.  The Lourennaise Navy doesn't pose as much of a threat as they used to.  So anytime they would like to come to Kaliburg to discuss terms, we'd sure like to hear from them.  Meanwhile, the Straits stay closed, and without satisfactory negotiations, we will burn to the ground before we reopen them."

Williams seemed less perturbed by the propaganda coming from other nation's newspapers. "They called me a...  yes, it was a 'foul-mouthed dictator'.  That was actually kinda good," Williams said with a slight chuckle.  "I'm sure the Premier thought it was funny too.  But no, there was only a few minor factual errors in their most recent screed, so its nothing we should really feel the need to answer."

When pressed, especially on the comments that the Anantonese Ocean was now Lourenne's to influence, Williams just shrugged.  "I mean, what do you want me to say?  They don't have the navy by themselves to do it, so I imagine that when they say the Anantonese Ocean now belongs to Lourenne, I assume they mean the influence is theirs, but their influence is backed up with Kazulian guns and ships.  I'm a realist, and it seems that we have more than matched Lourenne's Navy ship for ship and then some.  So, math being what it is, they can talk if they like, but they should remember who is buttering their bread."

Williams continued, "Wouldn't it be better for Lourenne if they allied with someone closer?  I mean, for crying out loud, Kazulia doesn't even border the Anantonese Ocean.  When the chips are down, how willing do they think Kazulia will be to come to a region that they don't even have any interests in?  This whole thing started when Lourenne decided to begin an arms race in the region.  The matter is resolved, for the time being, and it is to Kalistan's advantage.  Wouldn't it be better if we worked together, as equals and as Brothers for a secure Anantonese Ocean, rather than working with a large empire for which Lourenne are merely an outpost?"

Williams shrugged again.  "As long as these people keep attacking, we will keep defending-  Need I remind you that ALL blood spilled has been spilled in Kalistani waters, while none has been spilled abroad.  But the construction of the new Kalistani Navy changes the balance of power in the region once more.  So, it is up to the other side to resolve the Straits issue in a way that satisfies us all.  Or they can keep talking negatively about us in their paper and firing on our ships who are doing legitimate defense of our National Territory in the Straits and around Ananto.  That's their choice."

Bozo River Facility continues ForwardJetty construction begun at sea as first Barracks completed on land

When the Jetty encloses the Harbor early next year, construction on the port facilities will commence

Construction on the jetty meant to enclose the Harbor at Bozo River in Ananto began this month.  Engineers began by utilizing hundreds of millions of tons of earth dredged from the harbor when it was deepened.  The Harbor dredging project was completed in mid Spring, and a rough outline for the harbor was shaped using the soil pulled from the bottom.  The Harbor is been deepened to 50 feet all the way to shore, and now the anchorage has been completed.  The next step now is to build a jetty which encloses the port and leaves a shipping lane wide enough for three ships through on the leeward side of the harbor.  The dead water on that side, protected from the strong north driving currents on the eastern side of the Island will make maneuvering into the port a breeze.  The Jetty, when it is constructed, will allow the Harbor to extend out into the ocean a good half a mile, and will allow the construction of port facilities in calm water. 

But the construction of the jetty is not without risks.  As equipment goes further out into the ocean and the continental shelf drops off, , the rock wall will need to be higher and thicker.  This necessarily presents more of a danger for workers on the jetty who will spend their days taking large boulders from the barges bringing them out into the water.  If the jetty is not structurally sound on solid foundations, a boulder could shift and an entire section could tumble into the ocean.  So, Kalistan has called in underwater technician who help guide rocks into place to create as tight a fit as possible.  Consequently, Jetty construction is expected to take longer than normal, and projection for completion, if Winter months allow, is February 4412.

While the Jetty is being built, on-land, the first permanent structures are being finished.  Workers at Bozoville have run round the clock shifts to get the first barracks in place, while electricians have brought electricity on high tension lined over the mountains from Eveari.  A small water desalinization plant has also been set up to provide both the base and Bozoville with a reliable source of clean drinking water, obviating the need for bottled water.  The streets of the Base's Mainside have been surveyed, the Base HQ has been constructed, and temporary staging areas for heavy equipment have been established.  A small PX for everyday essentials has been opened in a GP tent, right next to another which serves as the temporary base messhall, and another which serves as a temporary Base clinic.  It was with great fanfare that the Barracks was opened and a permanent contingent of 320 workers were relocated to the location.  This group is responsible for constructing permanent Base structures for personnel and eventual occupation by the Military, while those left in Bozoville will continue building new Barracks at a rate of 1 every 4 months, until all inhabitants have moved to the Base for the duration of the construction.  Bozoville will then be fully turned over to the National Service Program, who will begin constructing a permanent Bridge over the Bozo River and a four lane free way to Eveari.

Work on the Port is moving along according to schedule, and is expected to open in mid 4413.

Covert Ops by Lodamese Navy in Anantonese Ocean

A small newspaper in Lodamun has headlined that a large Lodamese taskforce has been spotted off the coast of Ananto.
Kregon Watch published the headline yesterday. This morning it was picked up by nearly all the national newspapers. In the article the newspaper claims that the Lodamese 2nd Fleet, which is based in Norstavan, left port about two weeks ago. A reliable source even got them some photographs of ships, sailing under Lodamese ensign, passing the isle of Ananto. Ever since Lodamun has chosen to support neighbouring nation Kalistan, there has risen a lot of criticism. EVen though the Lodamese Government hasn't taken any official stance on the Kalistani claim, some nations are considering them to help and support Kalistan. The newspaper says that the current Government is willing to support Kalistan in its claim and would even be prepared for war.
According to inside information, the First Fleet based in Andalay, would also be preparing to set sail.

In these times of instability, I can assure the nation, its citizens and any critic outside our borders, that the Lodamese Navy is not taking part in the conflict that might exist between Lourenne and Kalistan.
I will try to outline the situation. I hope all will understand that I cannot give specific details on place our unit for operational reasons, but nevertheless: It is true that a taskforce left port two weeks ago. They set sail in order to conduct a naval exercise that was planned two years ago. One should understand that we have invested a lot of money to modernize and preserve our fleet, and a large combined exercise was necessary to trial our vessels.
There is no reason for sorrow: the last thing I heared all is going well and the Admiral is very pleased with the results of our ships. In the next week some of these ships will execute live-firing exercises. Afterwards a large scale wargame is planned.
We do not wish to get involved in any issue that doesn't concern us, neither do we wish to provocate any nation.


Critics believe Lodamun is preparing for war. Professor Drankorgel, specialist in warfare, assures the public that Lodamun is not ready for war.
While the Minister of Defence has done a great job, in my opinion, to modernize the Navy, his forces lack exercise and training. I am confident that the Minister is speaking the truth about the current situation. He wishes to get the Navy fully operational by the end of this year, after which he will concentrate on his airforce and the Army. The Army needs a large investment, being neglected for a couple of years. While the ships currently at sea are actually fitted with all weaponry and hot warheads, going to war now would be a stupid move.

Kalistani Voters overwhelmingly approved of the Johnson-Bennots and Carrangus ticket at the beginning of this month.  All socialist incumbents were returned to office, and the SP picked up 20 seats from coalition partners, the Populists.  The overwhelming approval shown by Kalistanis to the Socialist Administration of government helped them obtain 93 percent of the vote for President.  Interestingly, the neo-fascist Reynoldists earned one tenth of a percent in Vrassa District.  The Populists did best in Ananto District, as expected, defending 43 Seats.

Kalistan moves ever closer to single Party rule with these results, and Kalistan demonstrates that they have been ready for Socialism's return for some time.  The People have spoken.  For Kalistan's enemies, who were hoping that the recent elections would remove the thorn in their side, the policies of the Socialist Party are officially vindicated.  With a completely united electorate, Kalistan proceeds on its current course.

Fresh off election victories, Kalistani Foreign Minister and renowned "foul-mouthed dictator" Orenthal Williams welcomed his Vanukean counterparts to Kaliburg to begin formalized talks for a closer relationship.

"We will primarily focus on economic issues,"  Williams said.  "Naturally, now that the Selayan Union is officially embargoing Kalistan, we will be looking for new Partners.  The good news is, Vanuku, who owns 25% of both KalNaPeCo and KalNaFerCo, are logical choices.  We've also been scheduled to take a tour of the new Bozo River facility.  I personally have not been out there, but I hear dramatic progress is being made, both on construction of the harbor and building the infrastructure of the base  At this point, it will take some imagination to see the base which will begin taking shape next year, but this is an opportunity for Kalistan to do a little bragging, and at the same time, convince Vanuku that trading with Kalistan is worth it.  We may discuss security matters in the Anantonese Ocean, but to my knowledge, the schedule seems pretty full just discussing trade.  I'm not sure how much of the security issues we will get to."

The Government has reopened the Kaliburg Polytechnic Institute in Kaliburg for the trade talks.  "This venue has hosted many high level meetings in the past.  The Polytechnic institute provides comfortable, if a little sparse, accommodations for staff and personnel and a secure meeting space which was also used by the former Kalistani Intelligence Agency. We look forward to finally returning to the campus, which was reportedly haunted, when I was a kid.  Now that the grounds are clear, we can all see what a beautiful campus, and what an amazing view of the City and Port Devon this campus offers."

The foreign Minister was in high spirits, and looking forward to the talks with FM Ashur.

Government heads into third round of Nationalization

The Government of Kalistan announced last month that it would be creating two additional National Companies, the Kalistani National Textile Company (KALNATEXCO) and the Kalistani National Motor Company (KALNAMOCO).  Both new companies will be organized like existing National companies.  The Textiles conglomerate will source natural fibers like cotton, wool, flax and hemp, from the National Service Program's agricultural operations, as well as over seas, and will produce clothing and other textile products for both the Military and for Kalistani Citizens.  There is no doubt that the cost of the finished goods will be heavily subsidized by the Government.  What is not consumed by the Republic will be offered for sale abroad, and some production will be deliberately set aside for sale overseas.  The Motor Company will produce both automobiles and aircraft for the Public and Private Sectors.  Some public sector uses will be military transport and cargo trucks, infantry mobility vehicles and utility aircraft.  For the civilian sector, KALNAMOCO intends to create a line of fuel efficient hybrid automobiles, and like all other National companies, excess production will be exportable.

Like other Nationalized companies, the two new companies will be 51% owned by the Republican government and fully capitalized by the Republican Government.  Unlike the other national companies, neither company expropriates existing manufacturing sectors, but aims to create new production plants.  The KALNATEXCO will create textile plants in all five districts, and expects to employ more than 10,000 Kalistani citizens over all, not including NSP sourcing.  KALNAMOCO will create sourcing factories and their main assembly plant is to be located in Odufaray.  Overall, KALNAMOCO will employ more than 15,000 workers Republic-wide.

In other economic news, the conflict over the Ananto Straits has been long, but Kalistan's national industries have dramatically increased in value, as speculators see no end to the conflict on the horizon.  Threats to KALNAPECO supplies by foreign navies have driven KALNAPECO stocks at over 4 KRB a share for the first time earlier this month.  At press time, KALNAPECO was trading on the open Market at 4.12 KRB a share.  Investors are reportedly thrilled:  Share price is buttressed by both the instability in the Straits and the new Naval Contracts, but also by the news of further nationalization.  KALNAFERCO has enjoyed similar success, as the company has been tasked by the Republican Government to aid in construction of the Bozo River facility, as well as the use of materials in continued waging of conflict over the straits.  KALNAFERCO was trading at 4.85 KRB, in its 8th straight month in positive territory. 

National expansion is incredibly lucrative for the major backbones of the Kalistani National economy, and the hostility of the Northern Council toward Kalistan is serving to make Junior Partner Vanuku incredibly wealthy, as Vanuku owns 25% in each of these companies and their investments have increased nearly 400%.  The investment of Petrovan, the Vanukean subsidiary that owns 10 billion shares of KPO, purchased for 13 Billion KRB is now worth more than 41 Billion.  And the investment of Vanukean subsidiary MInarco in KFO cost about 9.3 billion, and is now worth more than 36 Billion. 

This year's annual dividends from the earnings from these two companies alone are enough for the Kalistani Government to fund the entire higher education system in Kalistan for two years, and the Republican Government is contemplating another round of tax and spending cuts.

Other Kalistani Nation Companies have enjoyed more modest growth.  The Kalistani National Bank shares are trading within a range of 1.65 KRB and 1.89 KRB, the latter number representing the record of 7 months ago.  This stability in price bodes well for the Kalistani Bank, and analysts are sure that any corrections that may come when the Conflict over the Straits is resolved will not touch the bank.  KALMILINCO, the military industrial company, which was chartered two years ago, have also enjoyed very modest gains, as the stock price has hovered around 1.75 KRB.  When the Conflict is completed, this price may climb, due to new orders for new military materiel.

Bozo River Facility Begins to take shapeTwelfth Permanent Barracks nears completion

12 Barracks identical to BEQ 2, which will eventually house close to 600 permanent personnel each, have been completed.

Construction of Basic Enlisted Quarters on the Bozo river facility are nearing completion, as the twelfth Barracks complex, of fifteen is rapidly nearing completion.  The Base, once completed will be able to billet a maximum of 7800 personnel in the BEQs alone, and 1200 Officers in the two BOQs.  Each BEQ/BOQ complex is built over a PX, entertainment and educational facilities such as a movie theater, a pool and a bowling alley, a mess hall, an Enlisted or Officer's club, a BAS clinic, and a Battalion Headquarters. 

Once the barracks are completed, work will begin on permanent structures on base, including motor pools, various support buildings, warehouses, and additional Headquarters buildings. Additionally, a Naval artillery school and Comm School are to be located at the Base.  During the Summer of 4412, construction of family housing is expected to commence, to serve 175 families in duplex townhouses.  In addition to the housing facilities, school buildings for children, as well as a small mall and entertainment complex are expected to be part of the family housing complex. 


Nearly completed jetty at the Bozo River Facility, some 2/5 of a mile off shore  A small lighthouse is expected to grace the entry to the harbor.

The Jetty project is now projected to be three months from completion, after which naval engineers will begin to construct the port facilities.  This will include additional jetties to allow for anchorage and debarking without need of a shuttle.  It will also include dry dock, ship repair and refitting facilities, including lock system which will allow ships to sail into an assigned berth, and then the water drained from the berth and the ship repaired, refitted, or inspected.  The naval facilities will be constructed to service and dock even the largest ships on the seas right now, as clearance within the jetty is more than one half a mile and the anchorage has been dropped to 50 feet up to the shore.  Additionally, the Bozo River estuary, which flows on the opposite side of the Jetty, will serve as additional anchorage for ships Frigate size and smaller, as well as most submarines, though primary navigation will remain by tug, due to the width of the river, which is only 1250 feet wide at its mouth.

Completion of the facility is expected to occur around June 4413.

Dry Docks at Bozo Completed

This month, the two permanent dry dock facilities that Republican builders have focused on since February have been completed.  These two dry docks which sit next to one another, are each 1200 feet in length, have a depth of 50 feet, and can service all modern naval vessels, including aircraft carriers.  Project manager Felicia Gardner said  of the tandem construction:  "We have two because one can serve as a refitting dock, while the other can be used in building or scrapping a ship as necessary.  It is important that we have flexibility, and that we can service all ships which come to us."

In addition to the fixed dry docks, Republican engineers have also completed three mobile, floating Dry docks for service in the Bozo River.  These dry docks are each 650 feet long, and can service Frigates, submarines and other smaller warships and craft.  They can be towed into the mouth of the river and then pushed to shore, where compressed air will be utilized to bring the floating dry dock to the surface, much the same way that submarines surface.  These additional dry dock facilities will ensure that the Base can speedily refit and repair smaller ships and have them on their way without closing off the larger berths.

The final stages of the facility construction will be to build an airstrip, facilities and barracks capable of handling fighters and helicopters.  This construction will continue over the fall.  Meanwhile, a permanent bridge is being built over the Bozo River, which will be capable of handling a four lane, limited access highway, as well as an underdeck which may someday accommodate a double track railroad, should one ever be extended.  The highway from Eveari is nearly completed, and is expected to connect to the Bridge as soon as construction on the Bridge is completed in the new year.  The Governor of Ananto has announced that Bozoville will be incorporated into a permanent service town for the Base, and steps are already being taken to transition what is essentially a NSP camp into a permanent town.  Construction on Bozoville will continue long after the base is completed and populated.

Foreign Minister Orenthal Williams is all smiles about potential new tri-lateral deal

Selucian Consul Hiroto Yukimura,  Minister of Foreign Affairs Thera Terzi and Minister of Defence Pantea Sacca arrived in Kalistan last month and joined Kalistani-Vanukean talks already underway at the Polytechnic Institute of Kalistan.  The high level offials have been expected for some time.

Foreign Minister Williams issued the following statement upon the arrival of the three high level Selucian officials: 

"Selucia approached Kalistan about a year back about potential trade deals in light of the Selayan Union's Embargo.  They are interested in Kalistani Pharmaceuticals, Oil, steel, and other goods made and provided by our public and private sectors, and we are interested in metals and technology related to the production and sales of consumer goods, as well as a potential for alternative investment and financing.  Additionally, Kalistan is interested in technology transfer.  And Vanuku's goals overlap with Selucia's, so it make sense that we all work these things out and put together a stronger economic partnership between our three nations.

"It also is increasingly likely that our negotiations will include a security component between our three nations which will bring us all great advantage when it comes to aggressive powers in our neighborhood.  We have already began a limited partnership with Vanuku:  Our great weapons of war were made in Vanuku, and we have been working with Vanukese Advisors in a strictly advisory capacity to train our Regulars on how to utilize these weapons efficiently and effectively.  Selucia, for their part have expressed interest in training with Socialist Militia forces in unconventional warfare.  This summit between our three nations provides an excellent opportunity to hammer out the details."

Williams concluded that a comprehensive economic and security treaty is in the drafting.  "We should have it ready with a draft agreement by the beginning of 4413."

Bozo River Facility opens on Schedule

The Minister of Defense, Philando Santamaria was at the newly completed Bozo River Base Wednesday to officially open the port.  "The Republican Government hereby officially opens the Bozo River Combined Arms Training Center.  This facility features a full service naval shipyard, including berthing facilities, repair, refitting and refueling facilities, and scrapping facilities.  In addition, the man-made harbor can accommodate warships of every size currently on the oceans today.  The facility also features a 15,000 foot runway, as well as an aircraft refueling and repair facility, hangars and air control, and one of the world's largest maneuver and live fire area of more than 1200 square miles.  The training area is suitable for all live fires, from small arms to main gun and artillery fires, as well as combined arms exercises including fixed and rotary wing support, and naval artillery.  The base also has a full service mainside, with BEQ billeting for 7500 and BOQ housing for 1500, as well as family housing for up to 175 families, full PX, command and control facilities, long range radar facilities, a communication's school and naval gunfire school, and the new Headquarters for Kalistan's First Fleet.

"Developments have allowed us to offer to host the Vanukean Fourth Fleet on a semi-permanent basis.  On the signing and ratification of the Kaliburg Trilateral Accord by Kalistan, Vanuku and Selucia, Vanuku's 4th fleet will take up position in the Bozo River CATC, and will utilize the port as its main base of operations in the Northern Anantonese Ocean.  We have agreed to this on condition of a SOFA agreement which governs all foreign forces on Kalistani soil.  We believe that a Vanukean presence in the Anantonese Ocean will serve Kalistani interests to keep more local neo-liberal expansionist interests in check.  Additionally, we hope to host Selucian forces and utilize the training area for joint training in the near future.  This Base represents a dramatic increase in Kalistani capability in the Region and aims at shifting the balance of power back toward Kalistan."

Permanent personnel from the Kalistani Regular military have already began moving onto the base, and civilian employees have begun staffing service facilities on the base.  Meanwhile, construction of Bozoville continues apace, as the road from Eveari has finally arrived at the service town.  A small service port has been built adjacent to the city, and an airport is planned for next year.  Currently, the town houses 7500 people, though the population is expected to increase within the next ten years to 26,000.
