All nations are invited in het diplomatisch instituut van Ikradon in the capital Magrathea.  The conference room is re-organized to ensure every delegation has an equal representation, Tables are put in a U-shaped form facing each other, with all the delegations having its seat with their nation's flag.

The silent observers are sat together with view on the delegations and have all headphones to listen to the represented speakers. 

The meeting begins with a short welcome of the Staatspresident of the Federale Republiek Ikradon and as they are the host they will start off with their proposal.

I am here representing the Kingdom of Dorvik, and His Majestic Highness, the King and Kaiser and the people of Dorvik. The Kingdom thanks Ikradon for hosting and putting on such event, we are here today because we firmly believe in Artania unity and cooperation. The Kingdom has been the herald for Artanian sovereignty and unity for centuries, my own ancestors have been involved in the management of various iterations of the Artanian Union and I am here today because of that love for our continent.

Welcome everyone in the beautyfull nation of Ikradon, we are happy to host this conference, I also want to take the time to thank you all for coming, attending and making an effort to try to bring more cooperation between our great nations and hopefully bring more cohesion between us.

I know some will ask why Ikradon has tried to gather all of you with a broad subject like this today. A lot of times, when nations, parties or people want to get something done, they shove it in the faces of others, we want to change our approach and give openness the chance to do its bidding. We believe that with openly discussing the problems artania is facing or could face, we could together find a solution. We believe that great nations as yourselves have to be able to find solutions on different mathers, such as diplomacy, economics, securitywise, military, etc.... 

Everything is on the table for Ikradon and we will take our responsebility in everything that could come out of this. Ikradon will start by proposing the first 2 proposals:

1. We would like a security counsil, a new one or reviving the old one, to give a platform to Artanian nations who find trouble in their nation or with others, it can be used as a mediator, advisor or to find diplomatic unity.

2. Security of Artania: Ikradon finds it worrying that we are relying on outsiders for securing our continent. We don't mind having alliances outside artania, everyone has the right to choose for they're own, we will never judge on that. However, we do believe that the first base of security should be layed by an artanian nation. I also hear some think that how is Ikradon talking about security, while it was depending on the patrols of Luthori and Kundrati chuckles We are busy with investments in our navy and soon we will be able to act responsibly and help where needed. our proposal is to make an alliance between all who is gathered to lay that first base of defense.

As already said, we are open to discuss everything  and see if we can show Terra that Artania can be great. If we succeed, it is our hope that there will be a better cooperation between Artanian nations and stop solely depending on foreign nations to unify us or defending us, as we have seen that it doesn't work.

Our first response is to restore the Artanian Union, perhaps with some changes to address bureaucratic matters. For instance, we believe that a Parliament of the Artanian Union could address issues that face the entire continent while respecting the sovereignty of its members. A parliament would consist of 10 elected MAPs from across each state, if we take the representatives at this conference it would be 70 members. We could require 3/4 support for any binding acts of the Parliament and everything else is non-binding. A 3/4 vote, with 70 members, would be 52 members supporting, 53 if we round up.

It could address high-level issues at regular meetings and coordinate cooperation across the continent within its top-level body, the Supreme Artanian Council. Disputes could be handled between member states at a Court of the Artanian Union. If we desire deeper cooperation and coordination, we could restore the Board of the Artanian Commission and with active members coordinate policies that work for all members, their people and our economies.

We, however, understand that people here would oppose that simply because it comes from Dorvik, not because they often disagree with the Artanian Union as a concept. We think it could work with active input from across its membership and not being seen as some "tool" for one nations domination, which is represents the opposite of.

Eli Nikoladze, Minister of foreign affairs of the Hobrazian Republic

Representing the Hobrazian Republic. On behalf of all Hobrazians and this government I would like to begin by thanking Staatspresident Declerq for organising this conference, it shows once again that together we can do so much. It is our hope that we can achieve one, unified Artanian family of nations because this is about building a more resilient Artania that is fit to face the future. Now I will move onto the points that have been raised so far at this conference firstly on security it has been proposed to create a military alliance Hobrazia will not support such an organisation if it entrenches disunity we believe it would be an anachronism in todays multipolar world. Now on the Dorvish proposal we support the call for an Artanian Union beginning with a parliament of 70 MAPs who will have powers to pass binding legislative acts, we agree there should also be a mechanism through which to resolve disputes in the AU it should champion the principles of Democracy, Human Rights and the Rule of law. We are in favour of an Artanian Union to coordinate on matters of regional significance, Hobrazia understands the scale of the challenges we face, ladies and gentleman the time is now for us to act.

We concur with Mr. Nikoladze, we would not be supportive of a mutual defense agreement right off the metaphorical bat. We would be interested in developing a joint Artanian framework for mutual defense, perhaps through the Artanian Union or through other bilateral and multilateral meetings.

We thank joachim von und zu zilling and Mr Nikadze for their response. I want to apologize for the confusion i created, communication is very important and i didn't use my words correctly. What i meant to propose is a first base defense agreement. It would mean we all agree upon that securing Artania is our responsibility, for example patrolling the seas and oceans that borders artania. It would also mean that we agree upon that if their ever would be an issue we turn to Artania first, give us the choice, trust and confidence to help, if the reaction isn''t what is needed, you could turn to you're other allies. 

The proposal of Dorvik, we will always support an Artanian Union. We tried for years, but failed. We will not actively pursue this, but will support every call for it.
